A regular meeting of the Adams County Board of Supervisors was held with Chairman Lee Hogan
presiding. Roll Call members present: District 1, Michael Stromer, District 2,Glen Larsen, District 3, Lee
Hogan, District 4,Scott Thomsen, District 5, Dale Curtis, District 6, Chuck Neumann, District 7, Eldon
Orthmann.
Motion by Larsen seconded by Curtis this is an open public meeting of the Adams County Board of
Supervisors, Roll Call: Ayes: Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, and Orthmann. Nays:
none
Hogan stated that the minutes from the February 18, 2020 meeting have been circulated and will stand
approved unless there is a correction. Correction to the February 18,2020 for Charles Neumann.
On February 14, 2020 Neumann attended the NPAIT meeting changing from Intake Meeting.
Public Notice of this meeting has been given by publication in the Hastings Tribune and by
posting. An agenda was available to the board members and was kept continuously current and
posted in the County Clerk's office, the main courthouse lobby and the Adams County website.

Dawn Miller spoke during public comment and stated on March 12, 2020 Asphalt bids for
overlay and will include the parking lot at the Roads Department.

David Bergin presented Resolution 2020-03-03.01 updates to the Adams county Employee
Handbook to include New Grievance Committee and Cash in Lieu Option, Motion by Neumann
to accept the changes to the Adams County Employee Handbook seconded by Larsen. Roll Call:
Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,Neumann, and Orthmann. Nays, none.
RESOLUTION
TO UPDATE THE'ADAMS COUNTY EMPLOYEE HANDBOOK"
TO REFLECT RECENT CHANGES
Adams County Resolution No.,7 J -/+3-83.
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF ADAMS COUNTY,
NEBRASKA that:
WHEREAS,the Adams County Board of Supervisors has adopted some changes which need to
be reflected in changes to the"Adams County Employee Handbook"in the following manner:
On page 21,after line 28,add the following paragraph:
"The grievance committee shall consist of the following members:
a. The Committee Chairman of the Personnel Committee of the Adams County Board.
b. The Adams County Attorney or a Deputy County Attorney.
c. Two Adams County Employees selected by the individual filing the grievance.
d. Two Adams County Employees selected by the individual against whom the grievance
has been filed."
On page 28,under the section entitled"BENEFITS",and the subsection entitled"HEALTH
INSURANCE",in line 1,strike the word"self-insured".
On page 30,after line 4,add the following subsection:
"CASH-IN LIEU OPTION
Any elected officials or full time employees of Adams County may elect to participate in the
following Cash-In-Lieu Option. Elected Officials and Employees who elect to participate in the
Cash-In-Lieu Option shall present written notice of such intention to the Adams County Clerk on
or before June lof the year in which the person intends to commence participation in the option
along with a Proof of Group Medical Insurance Coverage and a signed Affidavit of Other Health
Insurance.
Elected Officials and full time employees of Adams County who elect to participate in the Cash-
In-Lieu Option shall be eligible for said Cash-In-Lieu benefits in the amount of forty percent
(40%)of the cost of a single group insurance plan provided by Adams County on a monthly
basis.This policy shall go into effect on July 1,2020."
Hogan presented a letter of agreement from the Nebraska Dept of Transportation for the County
Surveyor for Project MISC6-4 (1025)Adams Central and Highway 6 Roundabout. Curtis made
the motion to have the Chairman sign the agreement, seconded by Larsen. Roll Call: Ayes:
Stromer, Larsen, Hogan, Thomsen, Curtis,Neumann, and Orthmann. Nays, none.

monument prior to the above construction and tie and=monument after construction,and
WHEREAS,the County is willing to perform the above said surveying services under the
following terms and conditions.
5ECTTON I.The County agrees to tie out land monuments as necessary for the above named

project prior to construction work beginning and to tie and remonument as n ec.sary after
construction is completed,all under the direct supervision of a Registered Land Surveyor.The
County further agrees to file the survey with the County Surveyor and/or County Clerk,with the
Survey Record Repository in the State Surveyor's Office in Lincoln and with the Deputy State
Surveyor in the Roadway Design Division a the Department of Roads'Lincoln Headquarters.
SECTION 2.The State agrees to reimburse the County for the actual tet of the work described
in Section 1 above,up toe maxim=cost to the State for each land monument of 5100.00 to tie
out and SI00.00 to rem000eent.The maximum cost to the State shall not exceed$100.00 for the
tie out work and SI00.00 for the retnoaument work.The County shall prepare and submit a copy
of the survey with the billing of work completed.All billings shall be forwarded to the State's

Curtis asked Thomsen to talk about the land purchase for the Justice Center, the land is located in
24-7-10 of Adams County consisting of 11 acres. The sellers are requesting Ten Thousand
Dollars ($10,000.00) earnest money deposit. The purchase agreement can be canceled if voters
do not approve Justice Center,but the earnest deposit is nonrefundable. Thomsen made the
motion to approve the Purchase Agreement, seconded by Curtis. Roll Call: Ayes: Stromer,

REAL ESTATE PURCHASE AGREEMENT
This agreement is made and entered into by and between Butler Machinery Company,a
North Dakota Corporation,hereinafter called the"Seller"and Adams County,a Political
Subdivision of the State of Nebraska,hereinafter called the"Buyers".
Seller,in consideration of One Hundred Eighty Thousand Dollars($180,000.00),to be
paid as hereinafter provided,hereby agrees to sell and convey,and Buyers,subject to the
approval of the Adams County Board of Supervisors(or Commissioners,if appropriate)and after
there has been a confirmation of a positive vote of the voters of Adams County approving the
construction of a county jail complex,agree to purchase,the following described real estate:
A tract of land located in part of the Southwest Quarter of the Northwest Quarter(SW 1/4
NWI/4)of Section Twenty-Four(24),Township Seven(7)North,Range(I0)West of the 6"
P.M.,Adams County,Nebraska,and more particularly described as follows:
Commencing at the West 1/16 corner of the Northwest Quarter(NW 1/4);thence on an
assumed bearing of N88°56'43"E,along the North line of the SWI/4 NW1/4,a distance of
160.2 feet to a point on the East Right-of-Way line of U.S.Highway 281;thence
S08°05'12"E,along said East Right-of-Way line a distance of 30.47 feet to the Point of
Beginning;thence N88,°58'59"E,along the South Right-of-Way line of M Street,a distance
of 693.92 feet;thence St/0°43'05"E,parallel to the West line of said NWI/4 a distance of
730.34 feet;thence S89°16'55"W,perpendicular to said West line a distance of 660.24 feet
to a point on said East Right-of-Way line;thence N01 40'08"E,along said East Right-of-

Upon entry into this Purchase Agreement Buyers agree to pay the Sellers an earnest
money deposit of Ten Thousand Dollars(510,000.00)by cashier's check or certified cheek at the
time of entry into the Purchase Agreement. The check shall be cashed by the Sellers and
deposited in a trust account until the time of closing. Closing shall take place after there has

Ramona Thomas, County Clerk requested to surplus the M650 ballot central tabulator, the M650
is obsolete and the State of Nebraska has issued new tabulators for all Counties to use. Motion by
Thomsen to Surplus the M650, seconded by Stromer. Roll Call: Ayes: Stromer, Larsen, Hogan,
Thomsen, Curtis,Neumann, and Orthmann. Nays, none.
Jarod Reimers from the Office of congressman Adrian Smith gave an update on the
Congressman's office. He stated that Smith is on the Ways and Means Committee, working on
trade agreements and the health care surprise billing.
Melanie Curry, Adams County Treasurer requested approval to release Security from Five Points
Bank in the amount of$500,000.00. Motion by Curtis to release security seconded by Larsen.
Roll Call: Ayes; Stromer, Larsen, Hogan, Thomsen, Curtis,Neumann, and Orthmann. Nays,
none.

In accordance with Neb.Rev.Stat.Section 84-304,the Auditor of Public Accents has agreed to conduct the fiscal
year 2020 Adams County audit.As requested by you,this letter will serve as the Adams County notice of the audit
fees for the fiscal year 2020 Adams County audit or for the fiscal year 2020,2021,and 2022 Adams County audit.
Our audit will be conducted in accordance with auditing standards generally accepted in the United States of
America;the standards applicable to financial audits contained in(love nment Auditing Slmute_rds,issued by the
Comptroller General of the United States;and,if necessary,a single audit in accordance with Title 2 U.S.Code of
Federal Regulations(CFR)Part 200,with the objective of issuing the reports listed below at the conclusion of our
audit.It should be understood that the responsibility for the preparation of financial statements,including adequate
disclosure,is that of the management of Adams County. This includes),but is not limited to,the maintenance of
adequate accounting records and internal control structure,the selection and application of accounting policies,and
the safeguarding of the assets of Adams County.As put of our audit process,we will require from the County's
management written confirmation concerning representations made to as in connection with the audit. Our
responsibility is to express an opinion on the financial statements based on our audit The audit will be reported on
acash basis.
In conducting our audit we will perform tests of the accounting records and such other procedures as we consider
necessary in the circumstances to form our opinion about whether the financial statements are free of material
misstatement and to report on whether management has complied with laws and regulations and has established
and maintained an adequate internal control structure.
An audit includes procedures designed to provide reasonable assurance thatetrets end irregularities that would have
a material effect on the financial statements would be detected. Because of the inherent limitation,of an audit,
together with the inherent limitations of internal control,an unavoidable risk exists that some material misstatements
may not be detected,even though the audit is properly planned and performed in accordance with GAGAS.
Accordingly,a material misstatement may remain undetected.
Although our audit may not reveal all errors,irregularities,or illegal acts which may have occurred during the year,
please be advised it is our responsibility to ensure the County Board is informed of any significant illegal acts we
become aware of during our audit. If the illegal act involves funds from other governmental entities,it is the
County's responsibility to inform the other entities of these acts.If the Countys ma agement and Board are involved
in the illegal act or do not report such to the other governmental entities on a timely basis,we,as auditors,will be
obligated to repeat the illegal acts to these governmental entities. We understand all records,documentation,and
in foramina we request in connection with our audit will be made available to us.

Randy Kort with the Hastings Rural Fire District spoke to the Board of Supervisors requesting a
decision about the allowed increase of their tax levy. Kort reported that they had 11 bids for the
project with the lowest bid of$1,110,267.00. Ayr Construction was awarded the bid with a 183-
day completion. Construction would start May 1, 2020 depending on planning and zoning
permits. Kort presented information on a 20-year bond and 15-year bond after discussion the
Board decided to approve the 15-year Bond Levy increase. Motion by Thomsen to approve the
15-year bond, seconded by Stromer Roll Call: Ayes: Stromer, Larsen, Hogan, Thomsen, Curtis,
Neumann, and Orthmann. Nays, none.
Motion by Thomsen to approve the claims seconded by Stromer to approve claims and direct the
Clerk to pay them out of their respective accounts. Roll Call: Ayes: Thomsen, Stromer,
