A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
presiding. Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee Hogan-
District 3, Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Orthmann, seconded by Stromer that this is an open public meeting of the Adams County
Board of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann.
Nays: None
No corrections were suggested, minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the

Supervisors attended the following committee meetings and community events since the May 5, 2020
meeting and provided a brief report:
Thomsen- Gave a report on damage at the Morrisville Cemetery including down tree branches and
badger holes
Reported that the Adams County Maintenance Department has been ordered to isolate
or quarantine due to the COVID-19 virus
Reported on water damage in the jail
Met with the Adams County Treasurer in regards to re-opening the treasurer's office
to walk in traffic
Met with Randy Kort regarding the proposed Hastings Rural Fire Building
Suggested the G4S Security personnel be allowed to take temperatures of people
entering the courthouse

Chairman Hogan opened the meeting for public comment.
Adams County Highway Superintendent, Dawn Miller,spoke during public comment to submit a late
addition to the claims for rock that was purchased in February and the vendor has been sending the bill
to an incorrect address.The claim was added to the current claims for consideration.
Judy Mignery addressed the board regarding the rescheduling of the Adams County Employee Health
Fair.The new dates of the health fair will be June 22,23 and 24, 2020.
No additional public comments were made and public comment closed.
Adams County Treasurer, Melanie Curry, presented the Board with a release of security request from
Five Points Bank of Hastings.

time to time up to a maximum aggregate amount of US $3,000,000(Three Million Dollars).
Multiple draws are permitted as long as they do not exceed, in the aggregate,the maximum amount

A draw under this letter of credit must be made by presenting to us at the location identified below

Supervisors reviewed the accounts payable claims.Supervisor Thomsen stated that he received three
claims from the Adams County Maintenance Department for cell phone reimbursements payable to
employees for May and June.The June expenditure has not been incurred yet,therefore only May
should be reimbursed,thus adjusting each claim amount from$50.00 to$25.00.
Motion by Thomsen, seconded by Curtis to approve the claims,with the adjustment to cell phone
reimbursement, and direct the county clerk to pay them out of their respective accounts. Roll Call;Ayes:

RESOLUTION NO.2020-05-19.01
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF ADAMS,IN
THE STATE OF NEBRASKA,THAT:
Section 1.The Chairperson and County Board find and determine as follows:
(a)At the meeting of the Board of Supervisors of the County held April 21,2020,the County declared the
advisability and necessity of creating a rural road improvement district by the proposal of a Resolution
(the"Proposed Resolution") for the creation of Rural Road Improvement District No.2020-1 (the
"District")and set a public hearing for May 19,2020 on the proposed resolution,
(b)Notice of the hearing was published in the Hastings Daily Tribune on May 6, 12 and 18,2020,

(c)No written objections to the formation of the District were submitted by persons owning property in
the District prior to the hearing.
(d)A hearing on the proposed resolution was duly held on May 19,2020; and
(e)The County has taken all action required by the Rural Road Improvement District Act, Sections 39-
1638 to 39-1655,R.R.S.Neb., as amended prior to adoption of the Proposed Resolution
Section 2.This resolution shall be in force and take effect from and after its passage.

The foregoing Resolution having been read, Member Larsen seconded the motion for passage, and after
discussion the roll call was made thereon,and the following members of the Board voted in favor of the

The passage of said Resolution having been consented to by more than a majority of the members of
the Board of Supervisors,the Chairperson declared the Resolution duly passed and adopted,this 19th
day of May, 2020.

proposed at the meeting held May 19, 2020, creating Rural Road Improvement District 2020-1, motion
