The scheduled Adams County Extension Board meeting was cancelled due to the lack of

Chairman Hogan opened the meeting to receive comments from the public.
Adams County Emergency Management Director, Ron Pughes, spoke during public comment to recap
emergency awareness month and present prize to the following employees who participated in the
contest throughout September; Kayla Quinn,Jackie Russell,Jane Morris and Mike Poplau.
Adams County Highway Superintendent, Dawn Miller, invited county employees to the roads
department for the flu shot clinic and to provide a general update on the road improvement completed
in the county.
Supervisor Curtis reminded everyone to bring their insurance card to the flu clinics on October 7th.

INTERLOCAL AGREEMENT
FOR COOPERATIVE ALL-HAZARDS MITIGATION
PLANNING EFFORT
THIS INTERLOCAL AGREEMENT is made and entered into by and between the
Little Blue Natural Resources District(LBNRD),Lower Big Blue Natural Resources District
(LBBNRD) and Upper Big Blue Natural Resources District(UBBNRD)hereinafter called
Districts;and Adams County,Clay County,Fillmore County,Gage County,Jefferson County,
Nuckolls County, Saline County,Thayer County and Webster County,hereinafter called
Counties, all political subdivisions of the State of Nebraska; and further that all parties to this
agreement shall hereinafter collectively be called Sponsors:
1. AUTHORITY: The Sponsors enter into this agreement pursuant to the authority
and provisions of the Interlocal Cooperation Act,Neb.Rev. Stat. § 13-801 to § 13-
827,and in accordance with appropriate affirmative action of the governing bodies
of the respective Sponsors.
2. PURPOSE:The purpose of this Agreement is to develop an All-Hazards
Mitigation Plan(Plan)which identifies the risks and vulnerabilities associated with
natural disasters and develops long-term strategies for protecting people and
property in future hazard events.It is understood that under the Disaster Mitigation
Act of 2000 local governments are required to develop a Hazard Mitigation Plan as
a condition for receiving certain types of non-emergency disaster assistance.
3 SCOPE:The scope of this Agreement is to outline specific duties, authorities
and responsibilities of the Sponsors relating to development of the Plan.
The Sponsors shall proceed with the implementation of matters set forth herein as
soon as practicable after the execution of this Agreement,including the passage by
the governing bodies of each respective party of any necessary resolutions,
ordinances or procedures required by law or rules and regulations,time being of
the essence in the interest of public welfare.
4. COORDINATION: The LBNRD shall serve as the coordinating agency for this
planning effort and will work with the LBBNRD to accomplish the tasks listed
below.As such,the LBNRD will
• review the scope of services of the consultant to assure the needs of the
local entities are met;
• assist in making arrangements for necessary public meetings;
• keep minutes of such meetings and circulate the same to all.partners;
• work with Sponsors and the consultant to assure that local submittals and
planning deadlines are met;
• meet with the governing boards of Sponsors to answer questions,as necessary;
• monthly request Sponsors in-kind services and track the combined in-kind
match for the project;
• bill project sponsors in a timely manner for their share of the costs,as necessary;
• assure that the Plan is completed in a professional and timely manner;

• assist in presentation of Plan to local Sponsors boards,if necessary;and
• submit the final Plan to State of Nebraska Emergency Management Agency
(NEMA)for their review and the approval of the Federal Emergency
Management Agency(FEMA).
5. SPONSORS INFORMATION:Each Sponsor agrees to conduct appropriate surveys
and inventories of the past,present and potential hazards in their jurisdiction,attend
joint Sponsors meetings for the purpose of gathering and sharing information,and
supply such other information as is necessary for the compilation of a comprehensive
and thorough Plan.Each individual County shall be responsible for assisting
communities and local entities within their jurisdiction to gather such information for
inclusion in the Plan.
6. PLANNING COSTS AND DIVISION OF COSTS:The Sponsors have agreed to hire
JEO Consulting Group Inc.,2700 Fletcher Avenue,Nebraska 68504 to fulfill the
purposes of developing an Ali-Hazard Mitigation Plan as set forth in Section 2 of this
agreement;the total estimated cost of the project is$200,000 with the Consultant's fees
not to exceed$150,000.
Federal Funds:The FEMA All-Hazards Mitigation Planning Program offers 75%cost
assistance for the development of such Plans.
State Funds:The Nebraska Department of Natural Resources may contribute in-kind
services to the planning process.
Local Funds:The remaining local share of the planning costs shall be fulfilled by the
Sponsors as follows:
• The District's contribution will be cash or in-kind services of approximately
$4,166.67
• The County Sponsor's contribution will be cash or in-kind services of
approximately$4,166.67 per county.
If the Districts',the County's or Counties'cash contributions or in-kind services
exceed the minimum required,the additional services will be utilized by the project to
fulfill the local planning cost share.
If the Districts,the County or Counties request a special project,it is further
understood that the requesting party is responsible for the additional cash contribution
or in-kind services match.
It is further understood that local services provided in the development of the Plan can
be counted as In-Kind Match toward the Project and will therefore reduce or eliminate
each party's portion of local cash costs accordingly.The Counties'share may include
eligible in-kind services from each of their respective cities and villages.
7 The LBNRD shall make payments to the Consultant in accordance with the provisions of
the contract for services,and submit an invoice to NEMA along with a summary of all
local in-kind services provided for the billing period.If local in-kind services are not
adequate to cover the local share of the project's match,the LBNRD will invoice the
Sponsors for a proportionate share of the shortage to cover consultant planning
expenses.

8. PAYMENTS BY SPONSORS:The Sponsors shall make payment to the LBNRD within
sixty(60)days after receipt of the District's invoice.The completion of the Plan shall be
approved in writing by all of the Sponsors prior to the final payment to the consultant.
9. PLAN SUBMISSION:All Sponsors to this Agreement agree that once the draft Plan
has been completed,to submit the same,including appropriate sections or appendices,
to their respective governing board for review and approval.
10. SUBSEQUENT PROJECT APPLICATIONS:Plans,projects,and measures which are
identified in the completed Plan,when approved,thereby become the responsibility of
each respective party,and any application for funding,Plan or action to implement such
works of improvement are vested entirely in the responsible governing board for which
such actions are listed in the Plan.
11. TERM OF AGREEMENT:This Agreement becomes effective upon the date of last
signatory and will remain in effect until June 30,2022,or until completion of the
objectives of this agreement,whichever date is earlier.This Agreement may be
terminated at any time upon the mutual written agreement of all Sponsors,provided that
no less than 90 days advance written notice has been given to the District by the
terminating party.
12. CONFLICT OF INTEREST:The Sponsors warrant that their board members,officers,
associates and employees presently have no known financial interest and shall not
acquire any known financial interest,direct or indirect,which would conflict in any
manner or degree with the performance of the services required by this Agreement.The
Sponsors shall comply with the provisions of the laws of the State of Nebraska which
require disclosure for conflict of interest determinations.The existence of any conflict of
interest shall render this Agreement voidable by the Sponsors hereto as it relates to the
party having such a conflict of interest,at the request of any other party to this Agreement.
No such action voiding this Agreement shall affect any responsibilities of the party having
such a conflict of interest which have become legally binding on that party prior to the
existence of said conflict of interest.
13. IIOLD HARMLESS:The Districts and Sponsors,jointly and severally,shall indemnify
and hold each other party,their employees and representatives,harmless from any and
all liabilities,claims,suits,judgments,and damages of any nature caused by such party
and arising out of or in connection with this planning effort or subsequent
implementation of the Plan.
14. ASSIGNMENT:This Agreement may not be assigned by any party without the written
consent of the District and the other Sponsors.
15. CONDITIONS OF AGREEMENT.This Agreement shall become legally binding upon
all entities which are parties hereto upon the approval and signing by the Districts and
Counties which are being proposed as Sponsors.
16. SIGNATURES.The parties agree that this Addendum may be executed in any number of
counterparts and by different parties in separate counterparts.Each counterpart when so
executed shall be deemed to be an original and all of which together shall constitute one
and the same agreement.

Adams County Deputy Sheriff, Dan Furman, requested approval for the Fraternal Order of Police to place a vending
machine in the main courthouse basement.The machine would be purchased and maintained by the FOP and all
profits retained by the FOP.The FOP is only requesting space to place the machine.

Adams County Highway Superintendent, Dawn Miller, requested the board revisit a resolution passed in 2011
regarding weight limits on Showboat Blvd. Miller suggested amending the resolution to have a maximum load limit
of 94,000 lbs with no special permits issued. Miller stated that signage would be posed in appropriate places.

By the ADAMS COUNTY BOARD OF SUPERVISORS
WHEREAS,the following described roadways are under the jurisdiction of Adams County,
Nebraska,and;
WHEREAS,it is in the best interest of the residents of Adams County for the Board of
Supervisors to oversee and preserve the investments made in the County's transportation and
roadway systems under their jurisdiction,and;
WHEREAS,the below described roadway parallels Federal Highway 281 located 3-5 miles
directly west and as Highway 281 has the construction capacity to handle the heavier loads,
and;
WFIEREAS,it is in the best interest of the residents of Adams County to limit and restrict
the weight of vehicles operating on the following described roadways:
The road known as Showboat Blvd from the north quarter corner of Section 4,T5N-
R9W,at State Highway 74,thence south on Showboat Blvd 4 miles,thence east 1/2
mile,thence south 2 miles,thence east 1/2 mile to the Adams/Webster County line;
and
The road known as Showboat Blvd from the south quarter corner of Section 33,T6N-
R9W at State Highway 74,thence north on Showboat Blvd 2 miles,thence west 1/2
mile,thence north 3 miles to the intersection of Assumption Rd at the northeast
corner of Section 8,T6N-R9W,Adams County,Nebraska.

NOW,THEREFORE,the Adams County Board of Supervisors,in accordance with Section
60-680 and 60-681 of the Revised Statues of the State of Nebraska,hereby formally post the
`Roadway Load Restrictions'on the above described roads as follows:

On behalf of Sheriff John Rust,Clerk Thomas presented an addendum to the SCALES agreement in which Adams
County is a member.The addendum is to include the City of Minden into the SCALES agreement.

ADDENDUM TO SCALES INTERLOCAL AGREEMENT FOR COOPERATIVE LAW
ENFORCEMENT SERVICES.
WHEREAS,the Nebraska Counties of Adams, Buffalo,Hall, Dawson, Phelps,
Merrick and Clay and the Nebraska Cities of Hastings, Kearney, Grand Island, Holdrege,
Aurora, Lexington and Cozad have entered into an interlocal agreement dated August
14th, 2016, for cooperative law enforcement services hereinafter referred to as
"SCALES" a copy of which is attached hereto and incorporated herein by reference; and

WHERERAS, the terms of SCALES provide that additional cities or counties
may become parties to said agreement upon acceptance and execution of the agreement
and upon the approval by the governing bodies of the parties already party to said
agreement; and
WHEREAS the City of Minden desires to become a party to SCALES under
the same terms and conditions contained in the existing agreement dated August 14th,
2016 and hereby signifies acceptance of the same; and
WHEREAS in consideration of the City of Minden's agreement to initially
contribute to the cooperative undertaking provided for in SCALES, an agreed sum not
to exceed $4,500.00 for initial payment, then annual dues as set by the governing board,
currently $1,000.00 thereafter, Adams, Buffalo, Hall, Dawson, Phelps, Merrick, and
Clay Counties and the cities of Hastings Kearney, Grand Island, Holdrege, Aurora,
Lexington and Cozad approve of the City of Minden's request to become a party to
SCALES as signified by their respective signatures appearing below.
NOW THEREFORE, it is agreed that effective upon complete execution of this
addendum by all necessary entities and the payment of the City of Minden's monetary
contributions as stated above, the City of Minden in the State of Nebraska shall
hereinafter be deemed a party to SCALES and shall thereafter accrue all the same
entitlement and obligations as the original parties to said agreement,with the exception of
previously purchased equipment by the original agencies. In the event of liquidation of
assets purchased before the date of this addendum, assets shall be sold and sums
distributed equally amongst only the parties who originally paid for said assets.
The City of Minden shall be entitled to full usage rights of all tangible property
jointly owned by SCALES. Items purchased jointly after the date of execution date of
this addendum, ownership shall be shared equally amongst all monetary contributing
members of the SCALES organization.
Adams County Wellness Committee Chairperson,Judy Mignery,presented the board with an invoice received from
Wellness Partners for an employee blood draw done in June, 2020.Wellness Partners did not process the invoice
though the county's third party administrator for the county self insured plan.The county has since switched
insurance carriers.
Extensive discussion took place regarding the county's obligation to pay the bill because of the delay in invoicing.

Adams County Planning and Zoning Administrator,Judy Mignery, presented the board plans for the West Fork 4th
Subdivision. Mignery stated the plans were approved by the Adams County Planning and Zoning Committee and is
requesting County Board approval.

action on 2020 levy rates for Adams County Subdivisions with Chairman Lee Hogan presiding. Roll call members
present, Michael Stromer-District 1,Glen Larsen-District 2, Lee Hogan-District 3,Scott Thomsen-District 4,
Dale Curtis-District 5,Chuck Neumann-District 6, Eldon Orthmann-District 7
Motion by Curtis,seconded by Stromer to meet as a Board of Equalization to review and take action on 2020 levy
