A regular meeting of the Adams County Board of Supervisors was held with Chairman Lee Hogan presiding.
Motion by Larsen,seconded by Stromer that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann Absent:Orthmann Nays: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer-District 1,Glen Larsen—District 2, Lee Hogan-District
3,Scott Thomsen—District 4, Dale Curtis-District 5,Chuck Neumann—District 6. Eldon Orthmann—District 7 was
absent at the time of roll call
Chairman Hogan stated minutes from the December 15,2020 have been circulated to board members. Hogan
requested there be a motion to approve minutes if no corrections need to be made.

Supervisor Orthmann entered the room at 9:34 a.m.
Supervisors attended the following committee meetings and community events since the December 15,
2020 meeting and provided a brief report:
Thomsen- January 5, 2021 -Attended an Adams County Building and Grounds Committee meeting
(Date not provided) Met with Judge Illingworth regarding the formation of an Adams
County Justice Center Committee
Thomsen took this time to thank the board and public for his time on the Board of
Supervisors as this will be his last meeting and informed the board he may be leaving
the meeting early to visit his mother for the first time since the Covid-19 pandemic
began.
Stromer- January 4, 2021—Attended an Adams County Planning and Zoning meeting
January 5, 2021-Attended an Adams County Building and Grounds Committee meeting
Orthmann- No Report
Supervisor Thomsen informed Supervisor Orthmann of Orthmann's recent absences from the Building
and Grounds and Security Committee meetings.

Chairman Hogan presented Supervisor Thomsen with a gift from the Board of
Supervisors in recognition of his time on the board.
Chairman Hogan opened the meeting to hear comments from the public.

Chairman Hogan requested a motion the board adjourn sine die for 2020 and appoint the county clerk
as temporary chairperson to accept nominations for the 2021 Adams County Board Chairman.
Motion by Stromer, seconded by Orthmann to adjourn sine die and appoint the count clerk as

Clerk Thomas requested nominations for the 2021 Chairman of the Board.
Dale Curtis nominated Lee Hogan for the 2021 Adams County Board Chairman.

With only one nomination received, clerk Thomas requested a motion that nominations cease and
unanimous ballot be cast for Lee Hogan as the 2021 board chairman.

Supervisor Lee Hogan will remain the board chairman for 2021.

Juvenile Services representative,Sonia Klouse, presented the board with the 2021-2022 Memorandum
of Understanding for the Juvenile Services.

MEMORANDUM OF UNDERSTANDI`G
REGARDING COMMUNITY-BASED JUVENILE SERVICES AID
The Youth Task Force is serving as the lead organization in the assessment,
distribution,and evaluation of the Nebraska Community Based Juvenile Justice Aid
funding from the Nebraska Crime Commission. It is the desire of the following counties:
Webster,Clay,Adams,Nuckolls,Fillmore,Phelps,Kearney,Franklin,and Harlan to
continue this arrangement for the funding requested for 2021-2023.
On October 31,2001,the original four counties(Adams,Clay,Nuckolls,and
Webster)agreed that Clay County should be the lead county in this funding effort to work
with juveniles from ages 12-18 who are already in the juvenile justice system. Assessments
were made in 42 focus groups to develop the We CAN Juvenile Services Plan during
2001-2002. Adams County became the lead county in 2018-2019. The Comprehensive
County Juvenile Services Plan has been approved with input from the Juvenile Justice
Institute,as well as representatives from each of the nine counties for the 2018-2021 plan.
The 2021-2025 Comprehensive Juvenile Services Community Plan will be written by
County Lead,Sonia Mouse in collaboration with a Community Planning Team consisting
representatives from agencies&organizations throughout the nine counties.The
2021-2025 Plan will be completed and submitted in March 2021.
Melanie Curry,Adams County Treasurer,serves as the fiscal agent. Sonia Mouse,
Project Director,coordinates the application,reports,and makes contact with County
Boards in each of the nine counties,and Laura Stutte will serve as Project Administrator.
The project administrator also facilitates all program requests for funding from local
non-profits,businesses,and individuals working with juveniles in the nine county region.
All quarterly reports are submitted to the Nebraska Crime Commission through
NJJI. An audit of all reports is conducted annually. Award period is July 1,2021-June 30,
2023.
This memorandum of understanding is to be signed by the County Board Chair in
each of the counties in order for said county to be a part of this regional community based
juvenile services grant.for both the CB and EB funding as requested by the Youth Task
Force.

Supervisor Larsen exited the meeting at 9:58 am
Adams County Planning and Zoning Director,Judy Mignery, presented the board with plans for the
Murman Subdivision. Mignery read the following into the record:
RE: Case #21-01.1 Murman Subdivision
Applicant: James Murman
Location: Tract in the NE '/ Section 1-T6N-R9W
Zoned Use: Ag
Zoning Administrator's Comments: The applicant would like to subdivide 5.27 acres in the
NE '/ Section 1-T6N-R9W. The proposed subdivision contains five grain bins,three feeder
barns, storage building, Pole Frame building and well. These is an existing driveway off of
Riverview Avenue. The proposed plat does not fall within the flood plain. All requirements of
the existing County and Village Subdivision Regulations and the Zoning Regulations have been
met.
Mignery stated the subdivision has been approve by the Adams County Planning and Zoning Committee
and is presenting the plans for county board approval.
Motion by Neumann, seconded by Stromer to approve plans for the Murman Subdivision as presented

Mignery presented the board with a copy of the 2021 Adams County Livestock Friendly Report. Mignery
stated no action was needed on the report,as it is being presented to the board for informational
purposes only.
Supervisor Curtis,who service as the Adams County Personnel Committee Chairman, started discussion
on the option to voluntarily extend the Families First Coronavirus Response Act (FFCRA).
Extensive discussion occurred.
Supervisor Thomsen exited the meeting at 10:46 am
Motion by Curtis,seconded by Neumann to direct Curtis and the personnel committee to meet and

exceeded at anytime.
3. All parking on the adjoining parking lots is restricted to Adams County Office Building
employees from 7:00 AM to 6:00 PM on workdays.
4. Use of the Assembly Room and Meeting Room must be concluded by 10:00 PM each
evening. The rooms must be entirely vacated at that time,and any property or materials
belonging to the person,group,or organization must be removed from the building at that time
each day.
5. Persons,groups,or organizations not related to the county shall not go beyond the closed
door by the elevator.
6. Persons,groups,or organizations shall return the Assembly Room and the Meeting Room,
and adjacent restrooms,as you found them. If any extra cleaning is required by county staff,
the cost of such cleaning shall be charged to the person,group,or organization. In addition,
any damage to any portion of the Adams County Office Building caused by members of a group
or organization using the facilities shall be charged to the group or organization. •
The persons,groups,or organizations which use the above-stated rooms shall assume all
liability for any occurrences which happen during the•use of the above-stated rooms. The
persons,groups,or organizations hereby acknowledge that Adams County shall not be held
liable for any such occurrences, and agree to defend Adams County from any such liability.
