Courthouse,Adams County,Tuesday October 16,2018
A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
was presiding. Roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee
Hogan- District 3,Scott Thomsen—District 4, Dale Curtis- District 5,Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board
of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann,Orthmann. Nays:
None.
Orthmann stated that minutes from the October 2, 2018 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

newly purchased Adams County Extension Building
(date not provided) met with Emergency Management Director, Ron Pughes regarding
a revised Adams County Emergency Operation Plan as well as plans to clean out the
Rhode Island building

Supervisor Hogan

Stromer took a moment to publically compliment and thank the staff with Mary Lanning
Hospital during his father's unexpected hospitalization over the weekend

Chairman Orthmann opened the meeting for comments from the public.
Adams County Clerk, Ramona Thomas, at the request of Highway Superintendent, Dawn Miller,
provided the Board with an update on the candidate filing status for the 2018 County Township Board
races.Thomas stated that of 48 total township positions available,there are fifteen vacancies.
Depending on write in votes received,at least four of the 16 township offices may or may not be
functional.

Bob Parker with Seiler and Parker Law Firm spoke during public comment in regards to the agenda item
regarding Wildcat Acres. Attorney Parker represents the owner of Great Plains cattle, Mike Danehey.
Parker encouraged the board to formally oppose the proposed Wildcat Acres subdivision as it would be
located across the road from the feedlot that homeowners may deem as undesirable in the future.
Public comments closed
Don Threewitt,with the City of Hastings Planning Department, had not arrived for his scheduled
presentation of the proposed Wildcat Subdivision as well as the Svoboda Acres 3rd Subdivision.
Clerk Thomas requested a member of the clerk's office call Threewitt to confirm if he was attending the
meeting.
Deputy County Attorney Bergin advised the Board that they could open the agenda item in Threewitt's
absence or hear other agenda items until hearing from Threewit.
Chairman Orthmann requested Adams County Treasurer, Melanie Curry, present her agenda item.
Curry presented the Board with a request to approve the following release of securities from Five Points

Extensive discussion resumed regarding the proposed Wildcat Acres Subdivision.Adams County
Planning and Zoning Director,Judy Mignery, advised the Board of concerns of only one exit in and out of
the subdivision and the planned roads are not wide enough to accommodate emergency vehicles. y
Clerk Thomas informed the Board that Threewitt would not be attending the meeting.
Deputy Attorney Bergin informed the Board that they could still take action on the issue regardless of
Threewitt's attendance.
Motion by Neumann, seconded by Larsen that the Adams County Board of Supervisors formally oppose
the proposed plans for Wildcat Acres Subdivision and would reconsider their opinion only if an impact

easement is in place. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann.
Nays: None.
The Board reviewed plans for the Svoboda Acres 3rd Subdivision in Threewitt's absence.

The Adams County Board of Equalization met on October 16, 2018 at 10:00 a.m. in the Adams County
Board Room to review and take action on tax list corrections and motor vehicle tax exemption
applications. Chairman Eldon Orthmann presided over the meeting.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan- C,-
District 3,Scott Thomsen—District 4, Dale Curtis-District 5,Chuck Neumann—District 6,
Eldon Orthmann—District 7
At 10:06 a.m.there was a motion by Stromer,seconded by Neumann to meet as a Board of Equalization
to review and take action on tax list corrections and motor vehicle exemption requests. Roll Call;Ayes:
Stromer, Larsen, Hogan,Thomsen,Curtis, Neumann,Orthmann. Nays: None.
Board of Equalization opened at 10:06 a.m.
Adams County Deputy Assessor,Janet Kopish, presented the Board with a list of tax list corrections.
Kopish stated that Assessor Jackie Russell has reviewed the corrections and is requesting approval.
