A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
presiding. Roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee Hogan-
District 3, Scott Thomsen—District 4, Dale Curtis-District 5, Chuck Neumann—District 6, Eldon
Orthmann—District 7.
Motion by Larsen,seconded by Curtis that this is an open public meeting of the Adams County Board of
Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Curtis, Neumann, Orthmann. Nays:
None.
Orthmann stated that minutes from the June 18, 2019 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Chairman Orthmann opened the meeting to receive comments from the public.
South Heartland District Health Department Director, Michele Bever,spoke during public comment to
inform the Board of a new program to address obesity in our community.
No additional public comments were made.
RuAnn Root,the director of the Court Appointed Special Advocates(CASA), provided the Board with a
program update from her office and presented a budget assistance request in the amount of
$37,500.00.
No action was taken on Root's request as all budget assistance requests will be considered during later
budget committee meetings.
CASA Request:
Adams County Board of Supervisors
• Currently we have 49 volunteers that advocated for 136 children last year—have a wait list of
about 11 children
• .96%of the families we serve has drug/alcohol problems-61%experience domestic violence—
37%have persistent mental health diagnosis—
• We continue to be in good standing with National CASA and Nebraska CASA.
• We are a United Way agency
• We are the 4th largest CASA program across the state
• We provided approximately 9,756 volunteer hours
• Our training has changed to be independent study 15 hours on your own and 15 hours of
classroom
• CASA umbrellas the following programs,Diversion,Project Homeless Connect,Maryland Living
Center,STARS,
• We have expanded in two areas,Community Toy Store and Family Navigation
• Spent about$9,700 in Children In Needs Funds
• Through the Sunny Side grant we provided 75 youth with beds. We received a grant from this
year($20,000)as well and will be doing the same thing.

Stefani Creech-Will, director of the Area Substance&Alcohol Abuse Prevention (ASAAP) agency,
provided a program update and submitted a budget assistance request in the amount of$10,000.00.
No action was taken on the ASAAP budget request as all budget requests will be considered during later
budget meetings.

ASAAP staff have several funding sources and programs.A majority of these funders do ask for match
and local support.ASAAP asks you consider the following program support as it is vital to continue these
programs in Adams County.
Youth Leadership:ASAAP co-facilitates Youth leadership Academy in Hastings.
ASAAP staff run two evidence based programs through meetings and schools that
focus on leadership,substance abuse prevention and trauma within 12-18 year olds_
Choiceof two curriculums,depending of students and schools assessment.ASAAP has
to provide one workbook per student that attends($9),and is currently serving 150
students per year. ASAAP staff have committed to provide a new evidence based
program focused only on marijuana prevention,training will be provided this summer,
and the newest program will be implemented with youth in the 2019-2020 school
year.
ASAAP staff spend 55%of total programing time on this strategy,and is ASMP's most
successful program to date.
Challenging College Alcohol Abuse Prevention:
CCAA is a college based media campaign which started in 2013.ASAAP had been
approved for 5 years of funding which ended in 2018.With such a large decrease In
alcohol use on Central Community College campus,the funders invited ASAAP and the
CCAA program back,and have offered another 5 years of funding to continue this
program.Partnership For Success(funder)and ASAAP were hoping for a 3-5%decrease
in binge drinking between 2013-2018,but evaluations have shown a whopping 14.1%
decrease by 20171
ASAAP staff spend a total of 31%of programming time on this program,and is excited
to have this in our community again.

Lending Library:
ASAAP has maintained the lending library for many years.The library is a resource for
anyone to come and team,borrow and research using ASAAP's resources.Many people
that check out materials are in recovery,counselors,schools and college students.
ASAAP works to keep the lending library updated,and keeping up with current trends.
Red Ribbon Week:
ASAAP provides educational presentations and materials to over all of Hastings Public
Schools,Zion Lutheran,and a majority of Adams Central schools. ASAAP staff visit a
large number of elementary schools to teach an introduction class about the dangers
regarding substance use.This is a program that reaches all ages in the local schools,and
allows staff to build a positive support system with students that need additional
resources.
Adams County Meetings:
ASAAP meet with a variety of people during the year.The request would assist in local
educational meetings,with business members,other non-profits,medical staff,and
youth
NEW PROGRAMS!
ASAAP has started two new focuses for the 2019-2020 grant cycle.
OPIOID PREVENTION
Nationally,Opioid overdoses accounted for more than 42,000 deaths in 2016,more
than any previous year on record.An estimated 40%of opioid overdose deaths involved
a prescription opioid. Nebraska Has lower rates,but the state is working hard on
prevention,this is important work still.History has shown that drug trends reach the
Midwest slower and we can do prevention before it becomes mainstream in our state.

has built a relationship with pharmacies in the community and will to work to improve
policies and information for patients.ASAAP has received a S10.000 grant for 2 years to
work on opioid prevention strategies in Adams County.
MARIJUANA PREVENTION
ASAAP staff currently work in Middle/High Schools for prevention of marijuana.To
increase discussion and education,staff will be trained in a new evidence based
program for elementary students.ASAAP currently works with elementary students a
few times a year and wilt be able to include the new program into session times.
Prevention for all substance abuse is more effective if we can make contact with youth
at an earlier age. When the DARE program was discontinued in Adams County a few
years ago ASAAP has tried to maintain some education for students.This program will
be the first evidence based program to be used with youth regarding substance abuse
prevention.
Michael Krings,with Hastings Economic Development, provided the Board with an update from the
HEDC office and presented a budget assistance request in the amount of$25,000.00.
No action was taken on Krings' budget assistance request, as all requests will be considered during later
budget hearings.
City of Hastings Development Services Director, Donald Threewitt, presented the Board with a request
received by Patrick Boyd of 1017 Highland Drive in Hastings. Mr. Boyd is requesting that Adams County
Parcel ID#010017687 be released from industrial designation.
