A regular meeting of the Adams County Board of Supervisors was held with Chairman Eldon Orthmann
presiding. Roll call members present, Michael Stromer- District 1, Lee Hogan- District 3,Scott Thomsen
—District 4, Dale Curtis-District 5, Chuck Neumann—District 6, Eldon Orthmann—District 7/
Glen Larsen—District 20
Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board
of Supervisors. Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Larsen, Curtis, Neumann,Orthmann,
Nays: None.
Orthmann stated that minutes from the September 3, 2019 meeting have been circulated and will stand
approved unless there is a correction.
No corrections were suggested minutes approved by unanimous consent.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.An
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m.the business
day prior to this meeting.

Kyle Brown with the USDA Wildlife Services introduced himself to the Board as the new representative
for the Adams County Area.
Chairman Orthmann requested action on accounts payable claims.

MEMORANDUM OF UNDERSTANDING
REGARDING THE USE OF GRANTVANTAGE
This Memorandum of Understanding(MOU)is between (Agency)and
the Nebraska Commission on Law Enforcement and Criminal Justice(Crime Commission)regarding the use of
the on-line federal and state grant management system(GrantVantage).GrantVantage provides a space for
electronic information sharing between the Crime Commission and the Agency for the purpose of grant-funds
management and is governed by both state and federal laws,statutes,and regulations.This MOU sets forth
conditions for access to GrantVantage and the dissemination and use of the information stored within
GrantVantage.
The Agency,and its users accessing GrantVantage on behalf of the Agency,are obligated to adhere to Crime
Commission rules,as well as,state and federal statutes.The Crime Commission retains the right to impose
reasonable restrictions on access to GrantVantage and the release and use of information stored within
GrantVantage.The Agency agrees to be subject to all such restrictions.Subsequent conditions for the Agency
may be disseminated to the Agency.Non-agreement to subsequent conditions will void this MOU and the
Agency's access to GrantVantage.
The Agency shall identify users that will be assigned to GrantVantage for reporting purposes.By using the
system,the Agency understands the act of submitting financial and budget requests on GrantVantage is a
certification the request is true,complete,and accurate by way of submission and are submitted in place of
signature with certification stating such.
GrantVantage User Permissions are restricted to:
1.Financial Point of Contact as designated on the grant:
The Financial Point of Contact will be responsible for specifying budget allocations;view budget drafts and
changes;adding,viewing and modifying transactions;and viewing and requesting drawdowns/
reimbursements.The Financial Point of Contact will have the ability to view projects,goals,objectives,
measures,and activities;have access to project agreements and project reports;and create
communications.
2.Program Point of Contact as designated on the grant:
The Program Point of Contact will have the ability to create and view projects,goals,objectives,measures,
and activities.The Program Point of Contact will be responsible for requesting objective modification in an
active project,requesting measure modification in an active project,and requesting an activity
modification in an active project.The Program Point of Contact will have the ability to create,modify and
delete budget revision drafts(subgrant adjustments);view budget drafts,approved budgets,archived
budgets,budget changes,transactions,and drawdown/reimbursements.
3.A Designated Financial Point of Contact and/or Designated Program Point of Contact may be appointed
to fulfill the financial and program duties of the Financial Point of Contact or Program Point of Contact for
GrantVantage purposes only through a GrantVantage Designee Authorization Form.
The system is for authorized use only. Unauthorized use and access is prohibited.Users(authorized or
unauthorized)have no explicit or implicit expectation of privacy.Users shall not share their log in credentials
and passwords with others.Unauthorized or improper use of this system may result in removal of credentials
and access to the system.

Miller stated her recommendation would be to purchase the two Caterpillar motor graders from
Nebraska Machinery in the total amount of$467,200.00.
Supervisor Thomsen expressed concerns over the Caterpillar not being an American made product and
asked if Miller's recommendation was the recommendation of the Adams County Road's Committee.
Supervisor Hogan and Neumann confirmed that the roads committee also recommended the CAT motor
grader through Nebraska Machinery due to the price difference.

house,septic system,and well.There is an additional house on the property that will be moved
off of the property.The property was subdivided in 2000 as Wiens Subdivision containing two
lots,the subdivision contained 10.00 acres. The applicant would like to vacate Wiens
Subdivision concurrently with the approval of the plat of Collins Subdivision. A portion of the
Plat does fall within the floodplain,but the buildings do not. All requirements of the existing
County and Village Subdivision Regulations and the Zoning Regulations have been met.

VACATE WIENS SUBDMSION
A Resolution of the Adams County Board of Supervisors,Adams County,Nebraska,vacating the
subdivision WIENS SUBDIVISION and providing for the filing of the same with the Register of Deeds;
providing an effective date of this Resolution;and repealing any Resolution or other provisions in conflict
herewith.
It is hereby resolved that the Chairman and members of the Adams County Board of Supervisors of Adams
County,Nebraska:
Sectionl. That Wiens Subdivision described as:
A tract of land comprising a part of the Northeast Quarter of the Southeast Quarter(NE'A SE'A)of Section
23,Township 6 North,Range 10 West of the 6th P.M.,Adams County,Nebraska,more particularly
described as follows:
Beginning at a point on the south line said Northeast Quarter of the Southeast Quarter(NE'A SE''/a),said
point being 66.78 feet west of the southeast corner of said Northeast Quarter of the Southeast Quarter(NE'A
SE'/,),also being a point on the westerly right-of-way line of U.S.Highway 281;thence westerly along the
South line of said Northeast Quarter of the Southeast Quarter(NE'A SE'A),a distance of 805.00 feet;thence
deflecting right 90°00'and running northerly,a distance of 553.18 feet;thence deflecting right 90°00'and

Motion by Neumann,seconded by Larsen to approve the Collins Sub-division,concurrent with
Resolution 2019-09-17.02 to vacate Wiens Sub-division. Roll Call;Ayes:Stromer, Larsen, Hogan,
Thomsen, Larsen,Curtis, Neumann, Orthmann. Nays: None.
Supervisor Curtis whom also serves as the Adams County Personnel Committee Chairman opened
discussion about the possibility of making the Adams County Public Defender position a full time
position.
The current Adams County Public Defender,Shon Lieske,spoke in regards to the workload of the Adams
County Public Defender, and outlined how he currently splits his time between county work and his
private practice.
Extensive discussion occurred, including when the change would take effect.Clerk Thomas stated that
the pay for the public defender position will be set in January for the 2021-2024 term.Therefore any
change to the status of full time vs part time should be done then.
No action was taken regarding the restructuring of the Adams County Public Defender position.
Adams County Deputy Sheriff, Dave Rutt, requested to address the Board.
Mr. Rutt was not listed on the agenda, Clerk Thomas suggested the chairman request a motion to re-
open public comment.
Motion by Curtis,seconded by Stromer to re-open public comment.
Deputy Rutt wished to inform the Board that he was not going to apply for the Adams County Jail
Supervisor position that has been advertised. However Rutt wanted the Board with consider an
applicant that would be willing to supervise the Adams County Jail even if the issue of a new jail being
built does not pass a vote of the public.
The Board recessed until 2:00 p.m.when they attended a workshop for Adams County Elected Officials
and department heads.
The board adjourned by unanimous consent following the workshop.

The Adams County Board of Equalization met on August 20, 2019 at 10:00 a.m. in the Adams County
Board Room to review and take action on tax list corrections and motor vehicle tax exemption
applications.Chairman Eldon Orthmann presided over the meeting.
Roll Call members present were: Michael Stromer—District 1, Glen Larsen—District 2, Lee Hogan-
District 3,Scott Thomsen—Disctrict 4, Dale Curtis-District 5, Chuck Neumann—District 6, Eldon
Orthmann—District 7. moi,
Motion by Thomsen,seconded by Stromer to meet as a Board of Equalization to review and take action
on motor vehicle exemption applications.Roll Call;Ayes:Stromer, Larsen, Hogan,Thomsen, Larsen,
Curtis, Neumann,Orthmann. Nays: None.

Adams County Treasurer, Melanie Curry, presented the Board with motor vehicle exemption
applications for Mary Lanning Hospital,Gingerbread Preschool,the YMCA of Hastings and Head Start.
Curry has reviewed the applications and confirms all entities meet the requirements for exemption.
