A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Orthmann, seconded by Stromer that this is an open public meeting of the Adams County
Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann,Orthmann
Nays: None Absent: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer-District 1, Glen Larsen—District 2, Lee

Chairman Hogan stated minutes from the February 2, 2021 have been circulated to board members and
requested a motion to approve the minutes if there are no corrections.

Hogan also stated that he received a COVID-19 vaccination this morning
Chairman Hogan opened the meeting to receive comments from the public.
Director or the Adams County Historical Society, Elizabeth Spilinek spoke during public comment to give
the board and update on the Historical Society.Spilinek stated the Historical Society is still closed to the
public due to the COVID-19 pandemic but is fulfilling research requests on line.Spilinek handed out the
2021 Adams County Historical Society calendars to each of the board members.
No additional public comments were made.
Director of RYDE Transportation, Charles McGraw, presented the board with Resolution 2021-02-16.01
to apply for funds to be used for the RYDE Transit Transpiration operations for fiscal year 2021-2022.
Motion by Stromer,seconded by Larsen to approve Resolution 2021-02-16.01 for RYDE Transit funding

RESOLUTION# 2021-02-16.01
WHEREAS, there are federal funds available under Section 5311 of the
Federal Transit Act and for the Nebraska Public Transportation Assistance
Program,and
WHEREAS, the RYDE Transit-Community Action Partnership of Mid
Nebraska desires to apply for said funds to provide public transportation in
(transit system's service area).
NOW THEREFORE, BE IT RESOLVED; the
(authorizing board or mayor) hereby
instructs the RYDE Transit to apply for said funds.
Said funds are to be used for the RYDE Transit transportation operations in
the FY 2021-2022 Application for Public Transportation Assistance.

A service charge of$25 per day must be paid at the time of registration. In addition,a$50 cleaning and
damage deposit must be paid by a separate check.
By registering to use the stated rooms,the above-named person,group,or organization acknowledges
the following:
1. The Adams County Office Building is a SMOKE FREE facility at all times. In addition,no
alcoholic beverages are allowed in the building or in any of the parking areas.
2. By order of the City Fire Marshall,capacity for the Assembly Room is sixty-two(62)persons.
Capacity for the Meeting Room is twenty-seven(27)persons. Such capacities may not be
exceeded at any time.
3. All parking on the adjoining parking lots is restricted to Adams County Office Building
employees from 7:00 AM to 6:00 PM on workdays.
4. Use of the Assembly Room and Meeting Room must be concluded by 10:00 PM each
evening. The rooms must be entirely vacated at that time,and any property or materials
belonging to the person,group,or organization must be removed from the building at that time
each day.
5. Persons,groups,or organizations not related to the county shall not go beyond the closed
door by the elevator.
6. Persons,groups,or organizations shall return the Assembly Room and the Meeting Room,
and adjacent restrooms,as you found them. if any extra cleaning is required by county staff,
the cost of such cleaning shall be charged to the person,group,or organization, In addition,
any damage to any portion of the Adams County Office Building caused by members of a group
or organization using the facilities shall be charged to the group or organization.
The persons,groups,or organizations which use the above-stated rooms shall assume all
liability for any occurrences which happen during the use of the above-stated rooms. The
persons,groups,or organizations hereby acknowledge that Adams County shall not be held
liable for any such occurrences,and agree to defend Adams County from any such liability.

Clerk Thomas presented a memorandum of understand for the Juvenile Services Grant on behalf of
Sonia Krouse whom was unable to attend. Krouse submitted a cover letter requesting the board
approve the MOU.
The board indicated they have read the request submitted by Krouse.

Adams County Board of Supervisors,
Complete and data-informed Comprehensive Juvenile Services Community Plans are a mandatory component for
communities,including our nine county South Central Nebraska region,applying for Community-based Juvenile Services
Aid funding.To be eligible for a 2021 allocation,community plans must be submitted to the Nebraska Crime Commission
for the timeframe July 1,2021-June 30,2025.
The 2021 Community Planning team,chaired by Dr.Susan Lindblad and coordinated by Sonia Klouse(Project
Director of the aforementioned grant)analyzed the Community Needs Assessment data provided to them by the Juvenile
Justice Institute of the University of Nebraska at Omaha and the Nebraska Crime Commission,identified community
needs&gaps in services,and determined objectives.All of these elements were then compiled and formatted in JJl's
required template.The Community Planning Team consists of representatives from agencies&organizations throughout
the nine counties.This team was recruited via email invitations by former Project Director,Carissa Uhrmacher¤t
Planning Coordinator/Project Director,Sonia Klouse in the late Summer/early Fall of 2020.The planning team was made
up of agency representatives and other stakeholders,some of whom were already participants in the nine county Youth
Task Force,that expressed interest in participating in the'21 planning process.
Throughout the planning&writing process,guidance was provided by Evidence Based Nebraska's Community
Planning Manual and representatives from the Juvenile Justice Institute.As stated in the manual,"By developing a plan,
communities have a voice in determining their futures. Youth often receive the highest quality services when problem
solving is done at the local level.Community members know their communities."The purpose of this Comprehensive
Juvenile Services Community Plan is to offer an overview of the services provided to juveniles at every system point for
pre-adjudicated youth,while taking into consideration five levels of data for Adams,Clay,Fillmore,Franklin,Harlan,
Kearney,Nuckolls,Phelps,&Webster Counties,
According to the Crime Commission,additional benefits of undertaking a strategic community plan include:
•Enhanced collaboration among community members and agencies(both internally and
externally).
•More focused resource allocation.
•Greater access to outside resources,such as funding opportunities.
•Improved outcomes for the target population.
•The ability to control the pace of strategy development and implementation,allowing for
enhancements based upon specific needs.
•Better community and stakeholder knowledge of community planning,the juvenile
justice system and related issues.
The Planning Team voted to approve&adopt the plan in a meeting held February 4,2021.The document must be
reviewed and approved by a governing board of the lead county prior to submission to the Nebraska Crime Commision on
March 5,2021.

The following spoke in regards to the one and six year plan:
Kathy Parr of 12645 W Assumption Road in Roseland, requested Assumption road in front of the
Assumption Church, be placed on the six year road plan. Parr stated that the road is heavily traveled by
people accessing the church and there are fourteen families that live on that road.
Ken Bonifas of Roseland,spoke in regards to the Assumption Church possibly cost sharing some of the
project from the church property to the curb.
Betty Trausch of 11345 W Assumption Road in Juniata, stated that the portion of Assumption Road in
front of the Assumption Church was paved in 1958.Trausch stated the road is used extensively by
families in the area and the church is used for CCD classes, church services,the cemetery is located
there and that area is used as a bike trail.Trausch requested this portion of road be placed on the
county's one and six year road plan.
Matt Greenquist of 3880 W Oregon Trail Road spoke in regards to Adams County Road/Bridge Poject
#158;the replacement of a bridge located on Oregon Trail Road .5 mile east of NW corner of Section 15-
6-10 in Ayr Township.The bridge is currently closed offering limited access to his property. Current
access includes a dangerous intersection at Oregon Trail Rd and Persimmon Avenue. Greenquist
requested the project be moved from the six year plan to the one year plan.

Adams County Deputy Attorney, David Bergin, advised the board to table the agenda item relating to
and isolated land hearing involving Maxine Strasburg and Gregory Lay. Bergin stated that the case is
currently in the court of appeals and until it is heard by the court,there is no action the board should
take.
Motion by Neumann,seconded by Stromer to table the action relating to the isolated land hearing. Roll
Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Orthmann. Nays: None Absent: None
Discussion started regarding the agenda item to grant a transmission easement request submitted by
Apex Clean Energy.A representative from Apex was not available in person to answer questions by did
provide a phone number in the event the board wanted a conference call.
Adams County Planning and Zoning Director stated she was unclear what Apex Clean Energy was
requesting as she has limited information and assumes Apex should be working with NPPD.
The board and Mignery agreed they would like a representative to appear in person before the board to
clarify the terms of the easement agreement.
Motion by Neumann, seconded by Curtis to table action on the transmission easement request
submitted by Apex Clean Energy. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann,
Orthmann. Nays: None Absent: None
Chairman Hogan requested a motion to accept the resignation letter submitted by Commissioner Eldon
Orthmann who will be resigning his District 7 Commissioner seat as of March 1, 2021,and direct the
county clerk to solicit applications for the vacancy.
Motion by Larsen, seconded by Neumann to accept the resignation of Commissioner Orthmann
