A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Curtis,seconded by Larsen that this is an open meeting of the Adams County Board of
Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson,Curtis, Neuman Nays: None Absent:
None
Chairman Hogan reminded that all cell phones to be shut off
Chairman Hogan asked for all to join him in the Pledge of Allegiance
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1, Glen Larsen-District 2, Lee Hogan-
District 3, Harold Johnson- District 4, Dale Curtis-District 5, Chuck Neumann- District 5.Absent: District 7
seat is currently vacant.
Chairman Hogan stated minutes from the March 2, 2021 have been circulated to board members and
requested a motion to approve the minutes if there are no corrections.
Motion by Stromer,seconded by Johnson to approve the March 2, 2021 Board of Commissioners
minutes. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neuman Nays: None Absent: None
Hogan requested a motion to amend the December 15, 2020 minutes involving the Prochaska resolution
202012-15.01. Hogan explained the"so moved" cannot be used as a motion, motions must be clarified.
Motion by Neumann,seconded by Larsen to approve the motion to amend the 12/15/2020 minutes.

Chairman Hogan opened the meeting to receive comments from the public.
Judy Mignery spoke about the abandoned vehicles in Prosser NE. Sect 508 prohibits unlicensed vehicle
on property. Mignery stated the court do not want to hear cases because they are misdemeanors.
County Attorney Daiss spoke with Mignery and will try to resolve the problem.
Public comments closed.
Sonia Klouse with Adams County Juvenile Services request approval and have the Chairman sign the CB
and EB assurance sections of the 2021-2023 Juvenile Service Aid Request.
Motion by Larsen,seconded by Neumann to approve and have the Chairman sign the CB and EB

Section VII: Assurances and Signature
(a) PROCUREMENT OF SPECIAL EQUIPMENT:The Nebraska Crime Commission expects that the grantee will procure such
special equipment being purchased in whole or in part with grant funds by that method,authorized by state law or local
ordinance,which results in the lowest price for goods of the kinds or type required.
(b) NON-SUPPLANTING REQUIREMENT:Community-based Juvenile Services Aid funds cannot be used to supplant(replace)
other existing funds.Funds presently appropriated for the project may not be deliberately decreased due to additional state
funds made available through the Nebraska Crime Commission.The non-supplanting requirement mandates that grant
funds cannot be used to supplant(replace)funds that would,in the absence of Community-based Juvenile Services Aid
funds,be made available for grant purposes.Instead,Community-based Juvenile Services Aid grant funds must be used to
supplement(increase)existing funds that were already budgeted for grant purposes.
(c) ACCOUNTING:The applicant assures that fund accounting,auditing,monitoring,and such evaluation procedures as may be
necessary will be maintained to assure fiscal control,proper management,and efficient disbursement of received funds.
(d) RECORD KEEPING:The applicant assures that it shall maintain required data and information,shall make such information
available for audit,and shall submit required reports deemed necessary by the Nebraska Commission on Law Enforcement
and Criminal Justice.
(e) CERTIFICATION:The applicant certifies that the programs contained in its application meet all the requirements,that all the
information is correct,that there has been appropriate coordination with affected agencies,and that the applicant will comply
with all provisions of applicable federal and state laws.
(f) COMPLIANCE:The applicant certifies that it will comply with all the Funding Requirements as outlined in the Request for
Application and the Community-based Juveniles Services Aid Guidebook.
(g) FINANCIAL REPORTING:The applicant agrees to submit financial reports as outlined in the Community-based Juveniles
Services Aid Guidebook,the Request for Application,and any other special condition of funding.
(h) ADHERENCE TO LAWS,RULES AND REGULATIONS:The applicant understands and agrees:(1)that funds received are to be
expended only for the purposes and activities covered by the applicant's approved application and budget,and(2)that the
grant may be terminated in whole or in part by the Nebraska Commission on Law Enforcement and Criminal Justice if the
applicant fails to comply with the provisions of the Community-based Juveniles Services Aid Program,any of the certified
assurances listed above,or any other requirements of the Crime Commission.
(i) OTHER CONDITIONS:The applicant understands and agrees to comply with the eligibility requirements,funding purposes,
funding requirements,funding limitations,procurement regulations,budget restrictions,and all other requirements outlined
in the 2021 Community-based Juvenile Services Aid Request for Application.Access to this document can be requested
from the Nebraska Crime Commission.The grantee agrees to comply with all reporting,data collection,and evaluation
requirements as prescribed by the Nebraska Crime Commission and Nebraska Revised Statue§43-2404.01 and§43-
2404.02
432404.02 and Title 75,Chapter 1;Distribution of Community-based Juvenile Services Aid.
(j) All agencies who are participants in the awarded project shall establish and maintain a drug-free work place policy.
CERTIFICATION
I certify that I have read and reviewed the above assurances and the applicant will comply with all provisions herein,
requirements outlined in the Request for Application,requirements of the Nebraska Crime Commission,and all other
applicable federal and state laws.
I further certify the information in this application is accurate and as the Authorized Official for this project,hereby
agree to comply with all provisions of the grant program.I authorize the lead project contact,secondary project
contact and financial contact to act on behalf of the Authorized Official for grant management purposes and
fulfillment of the grant program.
Note:The Authorized Official must be the County Board Chair or Tribal Council Chair.If

RELATING TO PLANNING AND CONSTRUCTION OF
ADAMS COUNTY JUSTICE CENTER
WHEREAS,the People of Adams County approved a bond issue in November 2020 to
support the construction of a justice center which will include a jail facility(hereinafter referred
to as"Project").
WHEREAS,Adams County has contracted with Prochaska and Associates to assist
Adams County in the early stages of development and planning for said Project.
WHEREAS,before proceeding'any further on said Project,it is necessary for the County
Board of Commissioners to determine whether said Project will be subject to a design-build
contract or a construction management at risk contract pursuant to the Political Subdivisions
Construction Alternatives Act found in Section 13-2901,et.seq.of the Revised Statutes of
Nebraska.
WHEREAS,the selection of a design-build contract or construction management at risk
contract requires the affirmative vote of at last two-thirds of the County Board of Commissioners.
WHEREFORE,be it hereby resolved that Adams County shall solicit and execute a
construction management at risk contract for said Project.

RELATING TO THE FORMATION OF
A SELECTION COMMITTEE
RELATING TO THE
ADAMS COUNTY JUSTICE CENTER PROJECT
WHEREAS,the People of Adams County approved a bond issue in November 2020 to
support the construction of a justice center which will include a jail facility(hereinafter referred
to as"Project").
WHEREAS,the Adams County Board of Commissioners have selected that a
Construction Management at Risk Contract pursuant to the Political Subdivisions Construction
Alternatives Act shall be utilized for said Project.
WHEREAS,pursuant to Section 13-2911 of the Political Subdivisions Construction
Alternatives Act of the Nebraska Revised Statutes,as amended,it is necessary for Adams County
to form a Selection Committee to assist in evaluating proposals for award of the Construction
Management at Risk Contract.
WHEREAS,pursuant to Section 13-2911 of the Political Subdivisions Construction
Alternatives Act of the Nebraska Revised Statutes,as amended,said Selection Committee shall
consist of at least five persons designated by the County to include(a)members of the governing
body of Adams County,(b)members of the administration or staff of Adams County,(c)the
performance-criteria developer,(d)any person having special expertise relevant to selection of a
construction manager under the Political Subdivisions Constriction Alternatives Act,and(e)a
resident of the political subdivision other than an individual noted in above.
WHEREFORE,be it hereby resolved that Adams County shall form a Selection
Committee pursuant and in compliance with Section 13-2911 of the Political Subdivisions
Construction Alternatives Act of the Nebraska Revised Statutes,as amended to be utilized in the
selection of a Construction Management Risk Contract.

INTERLOCAL COST SHARING AGREEMENT BETWEEN
ADAMS COUNTY AND THE VILLAGE OF AYR
WHEREAS,Adams County,State of Nebraska,and the Village of Ayr are public agencies
within the meaning of Neb.Rev.Stat§13-803(2),and thereby have the authority to enter into an
interlocal agreement pursuant to the Interlocal Cooperation Act;and
WHEREAS,Adams County and the Village of Ayr have reached an agreement regarding
the sharing of costs for road work on that portion of Ayr Street which is in the Village of Ayr as
Adams County resurfaces the Ayr Spur south to where it connects to U.S.Highway 281 which is
under the jurisdiction of Adams County.
WHEREFORE,Adams County,State of Nebraska,and the Village of Ayr hereby enter into
the following interlocal agreement:
1. The Project to which this interlocal agreement applies shall be located as follows:That
portion of Ayr Street located within the jurisdictional limits of the Village of Ayr.The Village of
Ayr shall pay 100%of the amount of the project within the Village jurisdiction and Adams County
shall pay 100%of costs in the County jurisdiction.
2. An engineer's estimate indicates that the portion of the project within the village
limits of Ayr to be paid by the Village of Ayr is approximately($68,686.05).The final amount will
be paid on actual quantities used.The Village of Ayr shall pay direct to Werner Construction one-
half of the total amount due by the Village at the time the project is completed.The remaining
amount shall be paid by the Village of Ayr directly to the Adams County Highway Department on
or before December 20,2021

INTERLOCAL COST SHARING AGREEMENT BETWEEN

WHEREAS,Adams County,State of Nebraska,and the Village of Juniata are public

The remaining amount shall be paid by the Village of Juniata directly to the Adams County
Highway Department on or before December 20,2021
Miller presented to the Board for approval and possible award State of Nebraska contract 14515 OC
for the following:
2021 Western Star 4700SF Dump Truck complete with Pusher for$164,810.00
2021 Western Star 4700SF with Front frame extension cab and chassis for$122,466.00
Discussion about the pros and cons of each dump truck and the meeting with the road and bridge

The Adams County Board of Equalization met on March 16, 2021 in the Adams
County Board Room to review and act on motor vehicle exemption. Chairman
Hogan resided over the meeting.
Roll Call members Present District 1, Michael Stromer, District 2, Glen Larsen,
District 3, Lee Hogan, District 4, Harold Johnson, District 5, Dale Curtis, District 6,
Chuck Neumann, District 7 Seat Vacant.
Chairman Hogan requested a motion to enter Board of Equalization.
Motion by Stromer, seconded by Johnson to enter the Board of equalization
Commissioners entered the Board of Equalization at 10:00 a.m. Roll Call: Ayes,
Stromer, Larsen, Hogan, Johnson, Curtis, Neumann, Absent: None
Melanie Curry, Adams County Treasurer presented to the board for approval a
motor vehicle exemption for Crossroads Center.
Motion by Neumann, seconded by Larsen to approve exemption. Roll Call: Ayes,
Stromer, Larsen, Hogan, Johnson, Curtis, Neumann Absent: None
Chairman Hogan requested a motion to return to regular Session
