A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Larsen, seconded by Stromer that this is an open public meeting of the Adams County Board
of Commissioners. Roll Call, Ayes: Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays:
None Absent: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee
Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,Joe
Patterson - District 7
Chairman Hogan stated minutes from the November 16, 2021 meeting have been circulated to board
members and requested a motion to approve the minutes if there are no corrections.
Motion by Patterson, seconded by Stromer to approve the November 16, 2021 Board of Commissioner

Chairman Hogan opened the meeting to receive comments from the public:
Willis Hunt of 616 Madden Road in Hastings, approached the board to ask questions regarding the
Adams County Justice Center. Hunt stated it was his understanding that the ballot wording stated it
would be a full justice center but due to rising construction costs, it will now only b a jail. Hunt asked to
see plans for the jail and inquired about the cost and bidding process.
Commissioner Curtis stated once plans are finalized,they will be on file in the clerk's office and the
current phase being proposed for bid will be posted on the county website and advertised in the
Hastings Tribune.
Commissioner Patterson suggested some public meetings with Prochaska &Associates and Beckenhauer
Construction would be appropriate.
South Heartland District Health Department Director, Michele Bever, approached the board in regards
to American Rescue Plan Act (ARPA)funds received by Adams County. Bever is requesting the ARPA
Committee and the County Board consider the South Heartland District Health Department as a
recipient of some of the funds.
Adams County Emergency Manager, Ron Pughes, spoke during public comment to thank the area
Salvation Army and Red Cross in the assistance with placement of residents displaced by a fire at a
senior living facility in Hastings.
No additional public comments were made
Public comment was closed
Commissioner Patterson started discussion on the possible extension of the current Adams County/City
of Hastings agreement in regards to ambulance services. Patterson stated that initially members of the
combined services committee wanted a thirty day extension as the current agreement will expire later
this month. Upon further discussion, it was proposed the extension should be for one year to allow
adequate time for a full review of the agreement and make adjustments where necessary.
Motion by Patterson, seconded by Neumann to approve a one year extension to the current agreement
between Adams County and the City of Hastings for ambulance service.
Chairman Hogan inquired with Deputy County Attorney, David Bergin if this was acceptable to pass a
one year extension as the agenda listed a thirty day extension.
Attorney Bergin advised the board to take action on a thirty day extension now and can place a one year
extension on the next meeting agenda.
Commissioner Patterson amended his motion to approve a thirty day extension of the agreement
between Adams County and the City of Hastings for ambulance services.The amended motion was

Zoning Administrator's Comments: The applicant is requesting to temporarily place a mobile
home on the same lot with an exiting dwelling for providing care to a family member. The
proposed mobile home will be west of the existing residence.
Per the Adams County Zoning Regulations 4.03.05 Conditional Use Permits paragraph#17;
Placement of the mobile home shall be temporary and shall be limited to the time that the
mobile home is needed to provide such care for the family member or members.When such care is
no longer needed or said mobile home is no longer occupied by such family member or members,
said mobile home shall be removed from the premises within ninety(90)days of the date of non-
occupancy unless said mobile home shall be so located on the property that subdivision of the
property to create a separate lot for said mobile home will result in said lot complying in all respects
with the minimum lot area,lot width and lot frontage,and yard requirements of this district and
such subdivision will not result in more than one(I)additional dwelling over the number of
dwellings existing on any parcel as of the effective date of this Resolution.Such mobile home shall
be separated from the existing dwelling unit or any existing building on the premises by a distance
of not less than twenty(20)feet.Such mobile home shall be provided with adequate water supply
and sewage disposal systems.Such mobile home shall not be leased or otherwise rented or occupied
by any person or persons who is/are not the father,mother or member of the immediate family of
the owner-occupant of the existing dwelling unit unless the premises on which the mobile home is
located shall be been properly subdivided into a separate lot in accordance with the requirements of
Paragraph A immediately above.There are three existing residences in this quarter.
All landowners within 300 feet of the property were sent written notices for this public hearing by
general mail,a list of landowners notified appears in the case file. The public hearing notice was
published in the Hastings Tribune on November 25,2021.

Mignery stated that the conditional use permit was approved by the Adams County Planning and Zoning
Committee on December 6, 2021.

Whereas Adams County has elected to participate in the Emergency Management and Homeland
Security Programs set forth by Federal and State Agencies.
Whereas by participation in said Emergency Management and Homeland Security Programs
Adams County is part of a(15)county emergency management region established by the State of

formal name and signage for the Adams County Extension Building. Reichert suggested the Adams
County Rural Extension as the name of the building, allowing the use of the acronym ACRE.
Brief discussion occurred regarding a request from a citizen in the area to incorporate the Wallace name
into the new building name, as the this was the original site for the Wallace District 60/16 elementary
school.

Rural Extension and placing signage with the history of the site including the Wallace Elementary School.

Clerk Thomas requested the board discuss and the District Court Bailiff position.Judge Stephen
Illingworth retired however the District Court Bailiff still remains but needs direction on who to report
to. Deputy Attorney Bergin and Clerk of the District Court Amanda Bauer confirmed that there would be
work for the bailiff to do as there will be visiting judges until a permanent replacement is named. District
Court Clerk Bauer stated she was willing to be the acting supervisor for the District Court Bailiff.

are expected to be at work. The County Board Chairperson will shall determine if the
Courthouse will be closed due to adverse weather conditions or other conditions which are
dangerous to the health and safety of counts'employees or the public.a KHAS-TV and KHAS
Radio will shall be notified of such closure by 7:00 a.m. Employees will not be individually
notified. In the existence of conditions which prevent the Courthouse from being
open.employees will be excused from working and will receive paid time off.

stewards of the county budget.
