A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Larsen, seconded by Stromer that this is an open public meeting of the Adams County Board
of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays:
None Absent: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1,Glen Larsen—District 2, Lee
Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,Joe

Chairman Hogan stated minutes from the April 5, 2022 meeting have been circulated to board members
and requested a motion to approve the minutes if there are no corrections.

The chairman opened the meeting to receive comments from the public. No public comments were
received.

The agenda item stating that Jo Springer with encourage, would be providing an office update and
budget request was cancelled by Springer after the agenda closed.The item has been deferred until
May 2, 2022.
Adams County Deputy Attorney, David Bergin, presented the board with Resolution 2022-04-19.01,that
outlines a traffic plan during the County Barn Festivals.
RESOLUTION
TO ADOPT A TRAFFIC PLAN TO BE FOLLOWED
ON DATES UPON WHICH BARN FESTIVALS
ARE OCCURRING DURING THE YEAR 2022
Adams County Resolution No.2022-04-19.01
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF ADAMS COUNTY,
NEBRASKA that:
WHEREAS,the Barn Festivals which occur on South Marian Road in Adams County each year
are very well attended and a benefit to Adams County;and
WHEREAS,the large attendance at the Barn Festivals can cause problems with vehicular traffic
in the area of the Barn Festivals;
THEREFORE,the following traffic plan to be followed on dates upon which the Barn Festivals
are occurring during the year 2022 is hereby adopted by the Adams County Commissioners:
1. The traffic plan for the year 2022 is attached to this resolution and is hereby made a part of
this resolution by reference.
2. The traffic plan shall be effective on the following dates:
May 20th to 22r'd,2022
May 27th to 29th,2022
September 16'h to 181h,2022
September 23rd to 25th,2022
3. The traffic plan for 2022 shall be operated and carried out by persons who are employees of
the owners of The Barn or persons who have been contracted with by the owners of The Barn.
The owners of The Barn shall be liable for any injuries,damages,or other unintended outcomes
as a result of the operation of the traffic plan for 2022.
4. The persons designated by the owners of The Barn to operate and carry out the traffic plan for
2022 shall be responsible persons who are equipped with proper Personal Protective Equipment.
In addition,at least twenty(20)days prior to May 20,2022,the owners of The Barn shall provide
to the Adams County Highway Department a detailed map of the routes to be followed in
carrying out the traffic plan for 2022 and examples of all signs being used to carry out the traffic
plan for 2022 in order to ensure that the signs conform with the Manual on Uniform Traffic
Control Devices. In addition,the owners of The Barn shall advertise,on facebook or in the local
newspaper or both,the routes to be followed by vehicular traffic to the Barn Festival and the fact
that parking will be provided at the Adams County Fairgrounds with shuttle service to the Barn
Festival.
ADOPTED this 19th day of April,2022,at Hastings,Nebraska,by the Adams County Board of
Commissioners.

Commissioner Johnson requested setting a date and time for open interviews for the Adams County
Public Defender position.
Deputy County Attorney Bergin stated the agenda item referencing a possible date of May 2, 2022
should have read May 3, 2022 as it was intended to coincide with the next Adams County Board of
Commissioners' meeting.
Motion by Johnson, seconded by Patterson to schedule the open interview for the Adams County Public
Defender on Tuesday, May 3, 2022 at 10:30 am during the regular Board of Commissioners' meeting.

Property owner Tyler Fitzke was present to answer any questions from the Board. Fitzke addressed
questions as to how he plans on controlling the odor and handling the "deads".
Neil Kort of 909 W Saline St in Blue Hill, is a neighbor to Fitzke's proposed hog confinement facility. Kort
cited concerns over odor and dirt.
Mignery reminded the board that the property is currently zoned for agriculture and there is little basis
for a denial to the plans.The Adams County Planning and Zoning Committee has reviewed and approved
the proposed plans and Mignery is submitting them for County Board approval.
Motion by Neumann, seconded by Stromer to approve plans for the Tyler Fitzke Subdivision. Roll Call,

Adams County Attorney, Donna Fegler Daiss,addressed the board with the current status of the Central
Nebraska Drug Court program.The State of Nebraska will be taking over the program however the
current Drug Court employees would like to remain Hall County Employees. Hall County is willing to
retain these employees if the other participating counties contribute to the employee health insurance
maximum stop loss, should the need arise.
Motion by Curtis,seconded by Patterson to direct Fegler Daiss to inform Hall County that the board is

TASK I:SCOPE OF SERVICES:MATERIALS TESTING AND SPECIAL INSPECTIONS
Construction observation and testing services are required prior to and during placement of utility
backfills,site development,and building construction. In addition,special inspection services will
be provided for soils beneath structural footings. We propose to provide our observation and
testing services in the following manner.
1. Olsson will observe the exposed over excavation within construction limits of the building
footprint to verify that soils unsuitable for pavement and foundation support have been
removed and to identify unstable areas that require additional excavation prior to
placement of structural fill and concrete pavement sections.Proof rolling of the exposed
subgrades with a loaded tandem axle dump truck Is recommended in area of building
footprint.Otherwise In-place field density tests will be performed along with probing with
a T-rod to evaluate the exposed subgrade for the finished product.
• 30 Site visits for an estimated 125 compaction teats during the placement of
structural fill and backfill material within building, site development,final
subgrade preparations,and utility backfills.
• 4 Soil samples have been estimated for standard proctor results(ASTM D
698)and 3 soil samples have been estimated for atterberg limit results.These
samples will need to be obtained during site visits scheduled for compaction
testing.
• 1 Aggregate sample has been estimated for mechanical grain analysis.
• 15 Hours of special inspections have been estimated to perform soil bearing
capacity readings beneath footings and foundations,and to observe proof
rolling operations.
• 15 Hours of project management time has been estimated for the soils section
of the project.

2. Olsson will provide a technician on an as-required basis during the construction of
footings,foundations,and misc.concrete pavement sections.We will sample and test the
concrete for slump,air,and temperature, and will cast sets of 4 compressive strength
specimens for the reinforced and non-reinforced concrete placed with each days mix
design,along with special inspections for the concrete reinforcement.We have proposed
the following:
• 50 Site visits for scheduled concrete pours.
• 75 Sets of 4 compressive strength specimens ASTM C-31 for the footings,
foundations,floor slabs,site pavements,and misc.concrete pavements within
the proposed building construction.
• 15 Hours of special inspection has been estimated during placement of
footings, foundations, floor slabs, site pavements, and misc. concrete
pavements within the proposed building construction.
• 15 Hours of project management time has been estimated for the concrete
section of the project.
3. Olsson will provide masonry mortar and grout sampling on an as-required basis during
building construction.Olsson will sample and test the mortar for temperature and will cast
sets of three cubes for compressive strength. Grout will be sampled and tested for slump,
temperature,and will have sets cast of 3 prisms for compressive strength.
• 10 Site visits for random inspections during the construction of masonry walls.
• 10 Sets of masonry cubes are estimated to perform strength testing on the
mortar for the masonry unit walls.
• 10 Sets of grout prisms are estimated to perform strength testing on the grout
for the masonry unit walls.
• 10 Hours of special inspection has been estimated during the construction of
masonry walls.
• 7 Hours of project management time has been estimated for the masonry
section of the work.
4. Olsson will provide an NDT Level II inspector to inspect bolt connections, structural
mainframe connections,decking,and precast wall panel connections.These services will
be provided and billed on an hourly basis according to the attached Schedule of Fees.
• 8 Site visits (Omaha) have been estimated for special inspections on
structural main frame connections, decking, and precast wall panel
connections per project specifications.

5. Olsson will prepare typed reports of each day's observations presenting the field test
results and describing the progress and acceptability of the work and any required
remedial action.Reports will be reviewed by our project manager end transmitted to the
client,on a weekly basis.In addition,concrete compression test results will be e-mailed in
a PDF format

I work for the proposed project for our Construction Observation,Materials Testing,and Special
Inspection services during the placement of new Adams County Justice Center and Adjoining Site
Improvements.Any additional work,failed test results,or services not outlined above will be billed
in accordance with the rate table on Page 1 of this Exhibit.
Should Client request work in addition to the Scope of Services,Olsson shall Invoice Client for
such additional services(Optional Additional Services)according to the Schedule of Fees for
those employees actually performing the work,plus reimbursable expenses if any. Olsson shall
not commence work on Optional Additional Services without Client's prior written approval.
Olsson agrees to provide all of its services In a timely,competent,and professional manner,in
accordance with applicable standards of care,for projects of similar geographic location,quality
and scope.
SCHEDULE FOR OLSSON'S SERVICES
Unless otherwise agreed,Olsson expects to perform its services under the Agreement as follows:

5. Persons,groups,or organizations not related to the county shall not go beyond the closed
door by the elevator.
6.Persons,groups,or organizations shall return the Assembly Room and the Meeting Room,
and adjacent restrooms,as you found them.If any extra cleaning is required by county staff,
the cost of such cleaning shall be charged to the person,group,or organization.in addition,
any damage to any portion of the Adams County Office Building caused by members of a group
or organization using the facilities shall be charged to the group or organization.

A regular meeting of the Adams County Board of Equalization was held with Chairman Lee Hogan
presiding.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.The
agenda was available to the board members and was kept continuously current and posted in the
County Clerk's office,the main courthouse lobby and the Adams County website.The following is the
agenda of items to be heard, no modifications were made to the agenda after 9:30 a.m. the business
day prior to this meeting.
