A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Curtis,seconded by Stromer that this is an open public meeting of the Adams County Board
of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Curtis, Neumann, Patterson Nays:
None Absent: None
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1, Glen Larsen—District 2, Lee
Hogan- District 3, Harold Johnson—District 4, Dale Curtis- District 5, Chuck Neumann—District 6,Joe
Patterson- District 7
Chairman Hogan stated minutes from the May 3, 2022 meeting have been circulated to board members
and requested a motion to approve the minutes if there are no corrections.

Chairman Hogan opened the meeting to receive comments from the public.
Adams County Highway Superintendent, Dawn Miller, spoke during public comment regarding an Adams
County Road employee that participated in a skills competition in Grand Island. Dennis Zarek placed
third in the motor grader competition and sixth in the loader competition.
Serena Sadler with Allied Universal Security,asked the board during public comment how to go about
submitting a revised service contract for consideration.
Sadler was advised to have Allied Universal Security submit a contract to the building and grounds
committee for review prior to presenting to the board.
No additional public comments were received.
Casey Muzic with Midland Area Agency on Aging presented a budget assistance request totaling
$14,801.00.
No action was taken on Muzic's request as all budget requests will be reviewed by the budget
committee and presented to the board at a later date.

Adams County Attorney, Donna Fegler Daiss, presented the board with a Memorandum of
Understanding for the use of the AmpliFund Grant Management System. Fegler Diass has reviewed the
agreement and is requesting approval.

MEMORANDUM OF UNDERSTANDING REGARDING
THE USE OF AMPLIFUND
This Memorandum of Understanding(MOU)is between
(Agency)and the Nebraska Crime Commission(NCC) regarding the use of the on-line federal
and state grant management system (AmpliFund) utilized by NCC. AmpliFund provides a
space for electronic information sharing between NCC and the Agency for the purpose of grant
management and is governed by both state and federal laws,statutes,and regulations. This
MOU sets forth conditions for access to AmpliFund and the dissemination and use of the
information stored within AmpliFund.
The system is for authorized use only. Unauthorized use and access is prohibited. The Agency
and its users accessing AmpliFund are required to adhere to NCC rules,as well as state and
federal statutes. NCC retains the right to impose reasonable restrictions on access to
AmpliFund and the release and use of information stored within AmpliFund. The Agency
agrees to be subject to all such restrictions. Any subsequent conditions implemented by NCC
will be provided to the Agency. Non-agreement to subsequent conditions will void this MOU
and the Agency's access to AmpliFund.

The Agency's users will represent and assume responsibilities on behalf of the Agency while
accessing AmpliFund (see AmpliFund Administration User Guide for additional information).
Responsibility for user access and assignments lies with the Agency and its Organizational
Administrator(s)(OA). The Agency shall implement safeguards to ensure that only authorized
users will have access within AmpliFund as appropriate.
The Agency shall assign users to fulfill the financial and program duties of the Financial Point
of Contact and Program Point of Contact for reporting purposes only. These duties do not
replace the contractual duties and obligations of the Financial/Fiscal Point of
Contact/Financial Officer, Project Point of Contact/Project Director/Project Lead, or the
Authorized Official as set forth by the signed Grant Award, Special Conditions, or other
Certified Assurances made with NCC.

Users that access the system certify that 1) all submitted financial and programmatic reports
and requests are true,complete,and accurate by way of submission,and 2)the User is acting
with authority to do so. The act of users submitting reports and requests in AmpliFund is an
authorization of the submitted report or request in place of a certifying signature stating such;
this does not supersede the Crime Commission's authority to request or require signatures as
requested. Any false,fictitious,or fraudulent information(or the omission of any material fact)
submitted into AmpliFund, may subject them to criminal, civil or administrative penalties for
fraud,false statements,false claims or otherwise. (U.S. Code Title 18, Section 1001 and Title
31,Sections 3729-3730 and 3801-3812).
Users shall have no explicit or implicit expectation of privacy. Users shall not share their log
in credentials and passwords with others. Unauthorized or improper use of this system may
result in removal of credentials and access.

Following is a summary of the non-binding terms and conditions under which Landlord would be
interested in leasing space at the referenced property to Adams County Convention and Visitors
Bureau. The terms set forth herein do not constitute a complete statement of all the terms and
conditions that may be included in a definitive agreement, nor does this letter constitute a legally
binding or enforceable agreement between the parties. For purposes of this letter,the term "Premises"
means the interior of the actual leased premises and, where specifically mentioned, certain exterior
portions of the building in which the Premises are located.
TENANT: Adams County Convention and Visitors Bureau
LANDLORD: Gary Shafer
DEVELOPMENT: 200 Block of Lincoln Ave
LEASED PREMISES: Approximately 950 rentable square feet in the north west corner of the
building with emergency access to back hallway that leads to Landlord
garage.
USE OF PREMISES: Tenant shall use the Premises for office and meeting usage.
INITIAL LEASE TERM: Five(5)years.
EXTENSION Extension periods of one(1)year
BASE RENT: Annualized rent is$7,200.($600 per month)
COMMENCEMENT OF Thirty days after the date Landlord delivers possession of the Premises
TERM AND PAYMENT OF with Landlord's Work completed.
RENT AND CAM:
TARGET DELIVERY: Landlord shall use reasonable efforts to deliver the Premises to Tenant
within three(3)months upon execution this agreement.
UTILITIES: Tenant shall pay all costs for water,sewer,gas,electricity and all other
utilities used upon or in relation to the Premises.
SIGNAGE: Landlord shall allow Tenant exterior building signage after Landlord
approval.All exterior signage shall be at Tenants sole cost.

It is understood and agreed that nothing in this letter is contractually binding on the parties, and this
letter is only an expression of the basic terms and conditions that may be incorporated into a formal
written agreement. This letter does not obligate either party to negotiate in good faith or to proceed to
the completion of a definitive agreement, and either party may terminate negotiations at any time for
any or no reason. There shall be no binding obligation on the part of either party unless and until a
definitive lease agreement, in form and content satisfactory to each party and its counsel in their sole
discretion, is signed and delivered by both parties. If the parties are unable for any reason to reach a full
and final agreement for the lease of the Premises, resulting in a fully signed and delivered lease, then
neither party will have any claim against the other,including but not limited to any claim based on "part
performance," "detrimental reliance," "good faith," or other similar causes of action. All expenditures
made and actions taken by either party prior to the execution and delivery of a fully signed lease
agreement are at the sole risk and expense of the party making those expenditures and taking those
actions.

Commissioner Johnson started discussion on a proposed revised Adams County Wage Step Plan.A final
proposal has not been completed;the item was deferred to the June 7, 2022 meeting.
RuAnn Root,with CASA, presented the board with a request to receive a portion of the American Rescue
Plan Act funds the county received to use towards the purchase of a building for CASA. Root has
presented to the ARPA Committee a request for$250,000.00.The ARPA Committee approved the
expenditure pending full board approval.
Motion by Stromer,seconded by Patterson to remove from table for discussion and possible action of a

Adams County Treasurer. My last day of employment will be June 30, 2022,
which is consistent with the fiscal year end. I have filed a notice of declination to
the Adams County Clerk to remove my name from the General Election Ballot.
My decision to resign was not taken lightly. After much deliberation, careful
consideration, and the advice of my physician, I concluded it was time to focus on
my health and well-being. Please know I will do whatever I can to assist with the
transition to ensure systems continue to function smoothly after my departure. I
will make certain that all reporting and records are updated before my last day of
work.
Thank you for the opportunity to be of service to Adams County for the past 26
years. I am forever grateful for the experience and for the trust you placed in me.
