A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Stromer,seconded by Patterson that this is an open public meeting of the Adams County
Board of Commissioners. Roll Call,Ayes:Stromer, Hogan,Johnson,Curtis, Neumann, Patterson Nays:
None Absent: Larsen
Chairman Hogan inquired if there were any conflicts of interest. No conflicts were disclosed.
Roll was taken, roll call members present, Michael Stromer- District 1, Lee Hogan- District 3, Harold
Johnson—District 4, Dale Curtis- District 5,Chuck Neumann—District 6,Joe Patterson—District 7.
Absent, Glen Larsen—District 2.
Chairman Hogan stated minutes from the June 21, 2022 meeting have been circulated to board
members and requested a motion to approve the minutes if there are no corrections.
Motion by Neumann, seconded by Johnson to approve the June 21,2022 minutes. Roll Call,Ayes:
Stromer, Hogan,Johnson, Curtis, Neumann, Patterson Nays: None Absent: Larsen
Commissioner Chuck Neumann suggested moving forward,the board use an attendance report and
discussion needed for committee meetings will appear on the agenda. Board was in agreement.
Public notice of this meeting has been given by publication in the Hastings Tribune and by posting.Agenda was
available to the board members and was kept continuously current and posted in the County Clerk's office,the
main courthouse lobby and the Adams County website.The following is the agenda of items to be heard, no
modifications were made to the agenda after 9:30 a.m.the business day prior to this meeting.

Chairman Hogan opened the meeting to receive comments from the public.
Deputy County Clerk, Paula Scheil spoke in regards to the ARPA funds, raises that have been granted and
wages of Adams County. Encouraging the Commissioners to plan and budget for living wages for Adams
County employees in the future. She shared letters from several employees of Adams County with the
Commissioners.

RuAnn Root, Executive Director of CASA of South Central Nebraska, provided an update and submitted a
budget assistance request for 2022-2023 in the amount of$43,000.00.
No action was taken on Root's request as all budget requests will be considered during later budget
committee meetings.
Adams County Fairgrounds Manager,Jolene Laux presented the 2022-2023 Adams County Ag Society
Budget totaling$737,667.00. Laux gave an update of current operations, stated they were having some
staffing issues and are also reevaluating their room rental rates. The camping sites upgrades are
complete and staff is busy painting buildings.
No action was taken on Laux's request as all budget requests will be considered during later budget
committee meetings.

Board Chairperson
Judge Morgan Farquhar presented the 2022/2023 budget for the District Court Judge totaling$71,340.76.
This includes a 7%increase for wages. Judge Farquhar announced that his Bailiff/Secretary, Emily Harrifeld
will be leaving the county to attend Law School.
No action was taken on Judge Farquhar's request as all budget requests will be reviewed by the budget
committee and presented to the board for final approval at a later date.

Commissioner Harold Johnson presented the board with a revised Step Rate Schedule for the 2022-2023
fiscal year. Johnson and the personnel committee have reviewed the plan and are recommending approval.
Motion by Johnson,seconded by Neumann to approve the revised step plan for the 2022-2023 fiscal
year, retroactive to June 10, 2022. Roll Call,Ayes:Stromer, Hogan,Johnson, Neumann, Patterson Nays:

Commissioner Michael Stromer presented an agreement between Adams County,City of Hastings and
the YMCA for the approval of ARPA funds in the amount of$250,000.00 for a 12 lap walking/running
track that will be accessible by all county residents for not less than 40 years.
Motion by Stromer,seconded by Curtis to approve$250,000.00 in ARPA funds to the YMCA. Roll Call,

AGREEMENT
This Agreement is made and entered into on this day of June 2022,by and between the
City of Hastings,Nebraska,a Municipal Corporation,hereinafter referred to as'CITY'Adams County
Nebraska,a Political Subdivision,hereinafter referred to as'COUNTY'and Young Men's Christian
Association of Hastings,Nebraska,a Nebraska Nonprofit Corporation,hereinafter referred to as
"YMCA',WITNESSETH:
WHEREAS,CITY is a Municipal Corporation in the State of Nebraska;and
WHEREAS,COUNTY is a Political Subdivision in the State of Nebraska;and
WHEREAS,YMCA is a Nebraska Nonprofit Corporation;and
WHEREAS,YMCA has established and continues to maintain a facility for the distribution of
human services and recreation in the City of Hastings,Adams County,Nebraska which facility is
generally accessible by way of payment of a membership fee or drop-in fee;and
WHEREAS,CITY and COUNTY recognize the benefits derived by the public from YMCA which,
through its offerings to the public,promotes public health,safety,morals,security,prosperity,
contentment and the general welfare of the citizens;and
WHEREAS,YMCA has an ongoing capital campaign in progress entitled`Building What Matters`
aimed at renovating and expanding the currently existing YMCA facility currently located on le Street;
and
WHEREAS,improvements at the YMCA will include 12 lap walking/running track;and
WHEREAS,Section 13-304 of the Nebraska Revised Statutes authorizes a municipality to join
with any other public corporation for the purpose of operating a recreational use or facility;and
WHEREAS,CITY and COUNTY have available to them American Rescue Plan Act(ABPA)monies
that can be utilized to make strategic investments in public health efforts ongoing in the community;
and
WHEREAS,CITY and COUNTY are willing to commit certain amounts of ARPA monies to the
YMCA so that access to the walking/running track will be made available to citizens of Hastings and
Adams County without the necessity of having a membership or paying a drop-in fee;and
WHEREAS,it is in the mutual interests of the parties to enter into a formal contractual
relationship to permit CITY and COUNTY to provide economic assistance to YMCA for the purpose of
making the YMCA walking/running track accessible to CITY and COUNTY residents.
NOW THEREFORE,in consideration of the foregoing recitals,the parties hereto agree as follows:
1. CITY shall pay to YMCA the amount of$750,000.00 from the ARPA monies available to it- Payment
of$375,000 shall be made before December 31,2022 and the remaining$375,000 shall be paid
before December 31,2023.

2. COUNTY shall pay to YMCA the amount of$250,000.00 from the ARPA monies available to it.
Payment of 5125,000 shall be made before December 31,2022 and the remaining payment of
$125,000 shall be made before December 31,2023.
3. Access to the YMCA walking/running track to CITY and COUNTY residents should be available
without charge for so long as the walking/running track is maintained at the YMCA and in no event
shall accessibility be less than 40 years.

Commissioner Michael Stromer presented for approval,$700,000.00 in ARPA Funds for bridge project
C1-516; on Adams Central Ave, 1.5 miles north of HWY 74. Commissioner Hogan discussed diverting the
funds to funding a concrete road on 82nd Street in an agreement with Cooperative Producers Inc.

Commissioner Dale Curtis presented the board with a proposal to upgrade the Courthouse HVAC system
from Rutt's Heating&Air Conditioning to install new supply fan wall,ductwork, mixers and temperature
controls for$714,690.00.
Motion by Curtis,seconded by Johnson to use ARPA Funds for the upgrade to the Courthouse HVAC
