A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Larson,seconded by Stromer that this is an open public meeting of the Adams County Board

The Pledge of Allegiance was performed.
Chairman Hogan inquired if there were any conflicts of interest.Commissioner Patterson disclosed a
conflict of interest regarding the requested visitor improvement grant award for the Smith Softball
Complex as he is the State Commissioner and Complex Manager for the softball complex.

Chairman Hogan requested a motion to approve all consent agenda items including;January 3, 2023
minutes, a miscellaneous collections report submitted by the county treasurer, and officer reports from
the register of deeds and the county clerk's offices.

Chairman Hogan opened the meeting to receive comments from the public.
The following spoke regarding their disappointment of the county board not providing budget assistance
to Horizon Recovery for the 2022/2023 budget year:

Commissioner Patterson requested the issue of providing budget assistance for Horizon be placed on
the February 7, 2023 agenda.
No additional public comments were made and public comment was closed.
RuAnn Root approached the board on behalf of the diversion services program regarding the community
based juvenile services aid funding.The Adams County Treasurer acts as the financial agent for the
funds received. Root is requesting the chairman's signature on the memorandum of understanding in
order to continue receiving funding and to continue utilizing the Adams County Treasurer as the
financial agent.There is no cost to Adams County.

MEMORANDUM OF UNDERSTANDING
COMMUNITY-BASED JUVENILE SERVICES AID
The Youth Task Force is serving as the lead organization in the assessment,distribution,and evaluation of the
Nebraska Community Based Juvenile Justice Aid funding from the Nebraska Crime Commission.It is the desire of the
following counties:Adams,Clay,Fillmore,Franklin,Harlan,Kearney,Nuckolls,Phelps,and Webster to continue this
arrangement for the funding requested for 2023-2024.
On October 31,2001,the original four counties(Adams,Clay,Nuckolls,and Webster)agreed that Clay County
should be the lead county in this funding effort to work with juveniles from ages 12-18 who are already in the juvenile
justice system. Assessments were made in 42 focus groups to develop the We CAN Juvenile Services Plan during the
2001-2002.Adams County then became the lead county in 2018-2019.The Comprehensive County Juvenile Services
Plan has been approved with input from the Juvenile Justice Institute,as well as representatives from each of the nine
counties from the 2018-2021 plan.
Virginia Long,Adams County Treasurer,serves as the fiscal agent.Katie Kulhanek,Project Director,coordinates
the application,facilitates all program requests for funding from local non-profits,businesses,and individuals working
with juveniles in the nine county region reports,and making contact with County Boards in each of the nine counties as
requested.
All quarterly and annual reports are submitted for the Nebraska Crime Commission through the NJJI.An audit of
all reports is conducted annually by NCC.Award period is July 1,2023-June 30,2024.
This memorandum of understanding is to be signed by the County Board Chair in each of the counties in order for said
county to be a part of this regional community based juvenile services grant,for both the CB and EB funding as
requested by the Youth Task Force.

Adams County Extension Office Director, Ron Seymour, presented names of three individuals seeking
appointment to the Adams County Extension Board.The three listed individuals have been approved by
the Extension Board and Seymour is now seeking county board approval of the appointments.

Zoning Administrator's Comments: The applicant would like to subdivide a tract in the SW''A
Section 28-T8N-R11 W. The proposed subdivision contains an existing house,well and septic
system.The house was built in 2001 according to the Adams County Assessor records. There
are two houses in the quarter. They would like to separate the house from the farm ground. This
would be a 2.77 acre subdivision. The Plat does not fall within the floodplain. All requirements
of the existing County and Village Subdivision Regulations and the Zoning Regulations have
been met.
Mignery stated the plans for DCB Subdivision were approved by the Adams County Planning and Zoning
Committee, and she is now requesting county board approval.

Mignery presented the annual Livestock Friendly County Report that will be submitted to the Nebraska

Adams County Visitor's Bureau Director,Anjanette Bonham, presented the board with two applicants
seeking improvement grant awards.
The Nebraska Softball Foundation is seeking a $25,000.00 grant award to be used toward adding eight
warm up bullpens to the facility.

Brief Description of Project:
The Smith Softball Complex is looking at adding(8)warm up bullpens on Fields 1-4 for the 2023 season.
Currently,the facility does not have designated warm up areas for pitchers to warm up prior to the game and
during the game. The lack of bullpens has been a complaint over the years from teams. The NSAA does a
coaches survey after every High School State Tournament and not having bullpen's is the number one complaint
by the coaches.

We have two years left on the high school state bid. We know there is competition out there to take away this
bid. Additionally,the warm up mounds would serve our Youth summer tournaments along with the three local
High School teams that play out there. It is our intent to keep up with the competition and continue to make the
Smith Softball Complex the best facility in the State.

Brief Description of Project: The Hastings Elks Lodge 159 and Country Club is needingto remodel both of
their restrooms in the main building.Nothing has been done to these restrooms since movingto our current
location in the early 2000's.The stalls in the restroom have rust on them and need to be replaced as well as
many things such as the fans need to be replaced.In the lady's restroom we will be taking out the carpet and
putting a laminate floor. In the Men's restroom the plan is to build a bigger storage closet to store some of or
Elk items that we use during meetings. Both bathrooms will be remodeled to be more ADA compliant.

There was brief discussion on plans for the Adams County Office Building (ACOB).The Adams County
Assessor will be relocating from the main courthouse to the ACOB and funds are needed to modify the

A regular meeting of the Adams County Board of Equalization was held with Chairman lee Hogan
presiding.
The meeting was advertised in the Hastings Tribune and held in conjunction with the regular meeting of
the Adams County Board of Commissioners.
At 10:00 am,Stromer motioned to enter Board of Equalization to review and take action on motor
vehicle tax exemption and property tax corrections. Motion was seconded by Neumann. Roll Call,Ayes:
Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson Nays: None
Adams County Treasurer,Virginia Long, presented the board with motor vehicle tax exemption
applications from; Platte Valley Youth for Christ, Inc. and South Central Behavioral Services, Inc. Long has
reviewed the applications and confirms the entities meet the requirements for exemption and is
requesting approval.
Motion by Neumann, seconded by Larsen to approve motor vehicle exemption applications for Platte
