Motion by Patterson, seconded by Stromer that this is an open public meeting of the Adams County Board of Commissioners. No conflicts of interest were stated. Village of Kenesaw Clerk,Shelley Dick, address the board regarding property owned by Adams County in the Village of Kenesaw.The property owned by Adams County is adjacent to village resident and property owner Steven Barnes. Barnes would like to purchase the lot adjacent to his property from the county. Deputy Attorney Bergin, stated the land would need to be put up for bid to the public and sold to the highest bidder. Chairman Hogan directed Deputy Attorney Bergin to research the possibility of placing the land for sale. Newly appointed City of Hastings Administrator,Shawn Metcalf, introduced himself to the county board. At 9:42 am, a motion was made by Neumann, seconded by Johnson to open the public hearing to hear comments for or against the proposed one and six year Adams County Road Plan. ',.•2'7.. o v 4 7 Chairman Hogan addressed the room and asked anyone wishing to speak regarding the one and six year road plan to come forward. 39IPage Larry Woodman of Kenesaw, came forward to request the road near the Hayland Elevator be considered in the plan.This is located near the CPI plan with significant truck traffic, particularly during the harvest season. CPI representative,Justin Yoesel, also spoke in favor of repairs on 82nd Street.Yoesel confirmed that CPI has committed $600,000.00 to cost share the project with the county. Lynn Lisius, of rural Adams County,also spoke in favor of repairing the road on 82"d Street. Matt Greenquist of 3880 W Oregon Trail Road, requested an update on discussions regarding the replacement of the bridge on Oregon Trail Road.The bride (project#154) has been on the one and six year plan for several years.Greenquist is requesting"alternative solutions" be explored if replacement is not a possibility. Chairman Hogan stated conversations with Burlington Northern Railroad in regards to the bridge have been a slow. Hogan requested Greenquist continue working with the Adams County Roads Department. John Rostvet, of 3290 Sourthern Hills Drive, requested the board consider paving Assumption Road a half a mile west of Highway 281. Rostvet is the developer of the Freeland Creek Subdivison located at the intersection of Highway 281 and Assumption Road. Rostvet provided a handout detailing the increase valuation his development has added to the county as well as a comparison to other subdivsions in the area. Rostvet stated the major drawback for people considering a property at the Freeland Creek Subdivision is the lack of a paved road. Brief discussion followed and Commissioner Patterson inquired if a paving district had ever been considered. Chairman Hogan inquired if any additional members of the public wanted to speak. With no additional comments being made, Chairman Hogan requested a motion to close the Public Hearing of the One and Six Year Road Plan. Motion by Neumann, seconded by Stromer to close the Public Hearing of the One and Six Year Road Plan. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson Nays: None Regular session resumed at 10:27 am Corey Hallett, owner of Southern Hills Country Club, addressed the board asking them to consider passing a local ordinance to allow Southern Hills to sell liquor prior to noon on Sundays.Southern Hills Country Club falls under county jurisdiction as it is not within any city or village boundaries. Currently the club must follow state laws as no county ordinance exists and state law does not allow for liquor sales before noon on Sundays. The board had brief discussions with Deputy Attorney Bergin on how to go about authorizing this. Bergin stated he could draft a resolution for consideration at the next meeting. Motion by Paterson,seconded by Reams to direct Deputy Attorney Bergin to draft a resolution allowing for the sale of liquor from 7:00 am—12:00 noon in the county,for consideration during the March 7, 2023 meeting. Project 5: Steel additions:Steel panels for the main level post and beam structure to cover plumbing and provide for a finished surface. Impact of Project: The impact of this project will provide much needed safety for our patrons and staff and put a finishing touch on some areas in which funding lacked in previous years to add finishing touches to projects. It will also improve acoustics by adding sound backing insulation above the original tin ceilings while we have access from the upper level. We have significantly increased our variety of programming post-Covid to expand from the Listening Room Concert series to include comedy,game nights,community programming and events,and much more.With the significant increase in foot traffic at The Lark,which is great for tourism,comes a need for continued investment in the facility.
