A regular meeting of the Adams County Board of Commissioners was held with Chairman Lee Hogan
presiding.
Motion by Patterson, seconded by Johnson that this is an open public meeting of the Adams County
Board of Commissioners. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson
Nays: None Absent: None
The Pledge of Allegiance was performed.
Chairman Hogan inquired if there were any conflicts of interest with today's agenda.
No conflicts of interest were disclosed.

Public notice of this meeting, including the public hearing, has been given by publication in the Hastings
Tribune and by posting.The agenda was available to the board members and was kept continuously

A motion to accept all agenda items was made by Stromer,the motion was seconded by Reams. Roll

The Adams County Historical Society Director, Elizabeth Spilinek, provided an annual report from the
historical society office and submitted a budget assistance request of$12,400.00.
No action was taken on Spilinek's request as all budget request will be reviewed by the budget
committee and a recommendation will be made to the county board.
Adams County Sergent, Rick Fahrenholtz, provided a status report of the new Adams County Jail.
Adams County Sheriff,John Rust, presented the annual grant agreement for the High Intensity Drug
Trafficking Area (HIDTA) initiative. Rust has reviewed the agreement and is requesting board approval
for the board chairman to sign the agreement.
Motion by Neumann, seconded by Reams to approve the chairman signing the HIDTA grant as presented

Mike Nevrivy, with Hasting Keno, presented the board with the necessary documents that will need to
be submitted to the state regarding the Adams County Lottery special issue that passed in the May 14,
2024 Primary Election. Nevrivy presented the documents today in anticipation of the documents being
approved,signed and submitted at the June 18, 2024 meeting.This includes a county ordinance allowing
for Keno in rural areas of Adams County.
No action was taken on Nevrivy's items as action on these items will be placed on the June 18, 2024
agenda.
Adams County Planning and Zoning Director,Judy Mignery, presented plans for the THH Subdivision.
The Adams County Planning and Zoning Committee has approved the plans and Mignery is now
presenting them for county board approval.
Motion by Stromer, seconded by Neumann to approve plans for the THH subdivision as presented by

Zoning Administrator's Comments: The applicant would like to Subdivide a tract in the E Y2
of the S'/2 of Fractional Section 7-T5N-R9W. said tract would contain 3.51 acres. The proposed
subdivision contains an existing house,3 farm sheds,well and septic system.All requirements of
the existing County and Village Subdivision Regulations and the Zoning Regulations have been
met.
Deputy County Attorney, David Bergin, requested the board take action to direct him to initiate a real
property transfer in the Village of Kenesaw,from Adams County to the Village of Kenesaw. Bergin will do
the necessary advertisements and prepare documents to authorize the transfer.
Motion by Neumann, seconded by Reams to direct Deputy Attorney Bergin to begin the process of
transferring real property from Adams County to the Village of Kenesaw. Roll Call,Ayes:Stromer,

Motion by Stromer, seconded by Reams to remove from table for discussion and action,a contract for

Deputy Attorney Bergin presented the contract with the Lancaster County Youth Services Center for
juvenile placement. Bergin has reviewed the contract and recommended approval.
Motion by Reams, seconded by Johnson to approve the chairman signing the agreement with Lancaster

Commissioner Patterson presented a proposal for a courthouse closure on August 1st and 2"d, 2024 for
electrical system upgrades.

which would impact the working conditions in the Courthouse. Employees will rec.ve pay by one of
the following:
• Courthouse employees that cannot work in the Courthouse due to the 1Ii4Oupdates will
receive paid time off for August 1st and 2nd at the employee's regular rate of pay.
• Employees in buildings that have sustainable working conditions outside of the Courthouse will
be required to work their normal scheduled hours unless they elect to take vacation,sick,or
compensatory time for those days. Employees who report to work as usual,will receive comp
days for actual days and hours worked,eligible to be used after August 2nd in addition to their
regular rate of pay for hours worked on August 1'and August 2"a
a For example,the Roads Department will receive a one 10-hour comp day for working on
Thursday August 1St as they are not scheduled to work Friday August 2"a
• Employees that elect to not appear for scheduled work when conditions are sustainable in their
building and don't have available vacation,sick,or compensatory time,will not be paid.
Should there be any questions regarding the days off or eligibility to receive comp time for days and
hours worked,please reach out to your Department Head and/or Human Resources.
