Regular meeting of the Adams, County Board of Supervisors met as per adjournment of April 6, 1942.
Roll call, all members present: Foote, Goble, Harm, Hohlen, James, Sergeant, and Shaw.
Minutes of last meeting were read and approved.
Motion by Foote, seconded by Shaw, that the monthly reports of the Sheriff, Clerk of District Court, County Judge,
Register of Deeds, County Clerk Car Titles, and County Clerk be placed on file. Roll call, all voted aye. Motion
carried.
Motion by Foote, seconded by James, that we approve the appointment of Esther Landgraf as Deputy Clerk of the Dis-
trict Court. Roll call, all voted aye. Motion carried.
Motion by Sergeant, seconded by Foote, that the bond of E. M. Landgraf, Deputy Clerk of District Court, and Mort
Petersen, Township Clerk Wanda Township, be approved. Roll call, all voted aye. Motion carried.

Regular meeting of the Adams County Board of Supervisors met as per adjournment of May 6, 1942.
Roll call, all members present: Foote, Goble, Harm, Hohlen, James, Sergeant, and Shaw.
Minutes of last meeting were read and approved.
Motion by Goble, seconded by Shaw, that the applications of Dora Ockinga, Orpha Maul, Bertha Myers, and Dorothy E.
Bradford for Mother's Pension be allowed. Roll call, all voted aye. Motion carried.

At 12 o'clock the Board recessed until 1:15 when they again resumed with members present as follows: Foote,/Harm,
Hohlen, James, and Sergeant. Shaw absent.
Motion by Goble, seconded by Foote, that we sell Lots 882 and 883, Village of Juniata, Adams County, Nebraska to
Emily Newell for $5.00, subject to taxes of record. Roll call, all voted aye. Motion carried.
Motion by Foote, seconded by Sergeant, that the following Resolution be adopted: "Whereas, Herbert E. Nelson., as
Guardian of the person and estate of Samuel Reber, an incompetent person, duly appointed by the County Court of
Adams County, Nebraska, has filed in the District Court of said County his Petition for license to sell the follow-
ing described real estate belonging to the incompetent, to wit: North Half (Ni) of the East Half (E2) of Lot Two
(2), in Block Eight (8), in Haire's Addition to the City of Hastings, Nebraska, for the reason that -the cash and the
personal property belonging to the incompetent and the income from the real estate are insufficient to maintain the
incompetent and to pay taxes and expenses and charges of the management of his estate, and that it is for the benefit
of the incompetent that said real estate above described should be sold and the proceeds thereof used for the care,
maintenance and control of the incompetent and the payment of the expenses and charges of the management of his estate
including taxes thereon; and,
WHEREAS, the Board of Supervisors of Adams County, Nebraska, have investigated said matter and approve of the
proposed sale and deem it necessary for the best interests of the incompetent.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of said county that we deem such proposed sale proper and
beneficial to the estate of the incompetent and approve the same and deem it necessary; that a copy of this Resolu-
tion shall be certified by the County Clerk of said County to one of the Judges of the District Court of said County."

Motion by Sergeant, seconded by Goble, that the bonds of James Hynes, Constable, Silver Lake Township, and Frank Reis,
Constable, Ayr Township, be approved. Roll call, all voted aye. Motion carried.
Motion by Foote, seconded by Harm, that the monthly reports of the Clerk of the District Court, Register of Deeds,
two reports of the County Clerk, County Clerk Car Titles, and Sheriff be placed on file. Roll call, all voted aye.

Motion by Shaw, seconded by Sergeant, that the following resolution be adopted:

WHEREAS, the Sacred Heart Church of Roseland, Nebraska, is now and has been the owner and holder of
Lots 18 and 19, Block 5, Village of Roseland, Adams County, Nebraska
since the year 1921, and have used it at all times for religious purposes, and
WHEREAS, by mistake there has been taxes assessed on this property from 1924 to date; now therefore,
BE IT RESOLVED that the County Clerk be and she is hereby instructed to release and cancel the taxes on the above
described property, for the reason that they were placed on said property by mistake, and that this real estate
is not properly taxable, all as provided by the laws of the State of Nebraska.

At 1:00 o'clock P. M., Wednesday, July 15, 1942, the Board resumed with members present as follows: Goble, Hohlen,
James, and Sergeant. Foote, Harm, and Shaw, absent.
Motion by James, seconded by Sergeant, that .because of the increased cost of living and by reason of the fact that
the following employees have had considerable experience in their present jobs, be it resolved that their salaries
be increased to $85.00 per month commencing August 1, 1942: Isa Bruckman, Luella Lau, Lila Reutlinger, Ethel
Larson, and that Carroll Parker, Deputy Sheriff, be increased to $115.00 per month, salary to take effect August
1, 1942. Roll call, all voted aye. Motion carried.
Motion by Sergeant, seconded by Goble, that the following resolution be adopted:
RESOLUTION
"BE IT REMEMBERED that on this 15th day of July, 1942, the county board of Adams County, Nebraska by virtue of an
accord and satisfaction representing a compromise settlement in the sum of One Hundred Dollars ($100.00), the said
compromise being recommended to the board by the County Attorney of Adams County, Nebraska and the Assistance
Director of the relief administration for Adams County, Nebraska does hereby approve the compromise settlement
for the said sum of $100.00 in the matter of the estate of Ida B. Boulton, deceased, and by resolution authorizes
the issuance of a satisfaction and release in full of the claim in the sum of $813.46 allowed by the County Court
of Adams County, Nebraska on the 12th day of March, 1942, as a claim against the estate of Ida B. Boulton, de-
ceased." Roll call, all voted aye. Motion carried.

the twelve Highway Patrolmen have had considerable experience in their present jobs, be it resolved that their

Motion by James, seconded by Foote, that the following Resolution be adopted: "A Resolution appointing a commis-
sion to be known as the Adams County Zoning Commission, in accordance with the authority conferred by Legislative
Bill No. 495, Fifty-fifth Session of the Nebraska State Legislature, in order to avail the county of Adams of the
powers conferred by this act.
WHEREAS, Adams County, Nebraska, is the territory within and co -extensive with the consolidated governmental
subdivision legally described as Nebraska Zoning District No. 7, and,
WHEREAS, The State Zoning Agency has presented to the Board of County Supervisors, Adams County, Nebraska,
through its authorized technical staff, the written report and the property regulation map of said Agency, made in
accordance with a comprehensive plan for Nebraska Zoning District No. 7, and,
WHEREAS, The Board of County Supervisors of Adams County, Nebraska, desires to zone said, County in accordance
with law, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY SUPERVISORS, ADAMS COUNTY, NEBRASKA, that:
1. There is hereby appointed a commission to be known as the County Zoning Commission, and said commission
shall be composed of the following named persons, residents of said County: John A. James, Chairman, Chas. W.
Foote, and Jay Goble.
2. Said persons shall hold said office for a period of two years and shall serve without pay or reward, ex-
cept that said persons may be allowed their reasonable expenses in an amount to be fixed by the said Board; that
the members of said Commissions shall be removed at the pleasure of said Board, and all vacancies accruing in the
membership of said Commission by reason of death, resignation or removal of the member thereof, shall be filled
by appointment made by the Chairman of said Board.
3. That said Commission shall fix the boundaries of the various original districts to be zoned, and appropr-
iate regulations to be enforced therein; and said Commission shall make a preliminary report and hold public hear-
ings thereon before submitting a final report to said Board.
4. Said Commission is hereby vested with all the powers and duties as provided in Legislative Bill No. 495
of the Fifty-fifth Session, Nebraska State Legislature, 1941, and said Commission shall proceed with its duties in
accordance with the provisions of said act." Roll call, all voted aye. Motion carried.

Motion by Harm, seconded by Goble, that the Board adopt the following resolution:
"BE IT RESOLVED, That the County Board of Supervisors sell to Ralph E. Dominy for the sum of $1200.00, the
following described property:
Lots 9 to 16, inclusive, Block 1, and all of Block 2, Goblets Subdivision of Block 3, Haire's
Subdivision to the City of Hastings, Adams County, Nebraska
Lot 1 and the North 20 feet of Lot 2, Nowlan's Subdivision of Block 4, Haire's Subdivision to
the City of Hastings, Adams County, Nebraska
which was bid in by the county on a county tax certificate foreclosure sale; and that the chairman of the County
Board be hereby authorized to execute and deliver a warranty deed to said purchaser." Roll call, all voted aye.

Motion by James, seconded by Foote, that the following resolution be adopted: "BE IT REMEMBERED that on this 6th
day of October, 1942, the County Board of Adams County, Nebraska in regular meeting assembled, a quorum being
present, and in all things and respects fully qualified to transact any business which may come before the said
County Board of Supervisors of Adams County, Nebraska, has this day heard the petition of Floy L. Matthiesen,
legal guardian of Wilhelmene C. Schaufelberger, with reference to the proposed sale of the North One-half (N6) of
Block Six (6), Mc Intyre's Addition to the City of Hastings, Adams County, Nebraska, for a cash consideration of
$2500.00. Upon consideration of the same and the evidence, the said County Board of Adams County, Nebraska finds
that the said real property is the property of Wilhelmene C. Schaufelberger and is not her homestead; that the
proposed sale is in all things fair and reasonable, and that the estate of the said Wilhelmene C. Schaufelberger
is not sufficient to maintain and pay the living expenses of the said Wilhelmene C. Schaufelberger; that the said
property is not productive of incomeandrepresents a burden of expense to the guardian; that the said Wilhelmene
C. Schaufelberger has been incompetent for more than three years last past, and that the said County Board of
Supervisors of Adams County, Nebraska, should certify to a judge of the District Court in and for Adams County,
Nebraska in writing their approbation of such proposed sale, and that they deem it necessary.
WHEREFORE the County Board of Supervisors of Adams County, Nebraska hereby certify the approbation of the
proposed sale by Floy L. Matthiesen, guardian of Wilhelmene C. Schaufelberger of the North One-half (Ni) of Block
Six (6), Mc Intyre's Addition to the City of Hastings, Adams County, Nebraska, and the use of the proceeds thereof
for both principal and interest for the purpose of maintaining the said Wilhelmene C. Schaufelberger in paying
her living expenses, and further that the said County Board of Supervisors of Adams County, Nebraska deem the
said sale to be necessary." Roll call, all voted aye. Motion carried.

That the County Board of Supervisors sell to Bert Tjaden for the sum of $600.00, the following described property:
All that part of SE4 of Sec. 14-7-10, lying west of the Burlington Railroad consisting of 19 acres, more
or less, in Denver Township, subject to taxes of record
That the County Board of Supervisors sell to W. A. Knicely for the sum of $400.00, the following described property:

which were bid in by the county on a county tax certificate foreclosure sale; and that the chairman of the County

Motion by Foote, seconded by Shaw, that we approve the substitution of $1000.00 in Exeter Intersection Paving for
$1000.00 U. S. Treasurer Notes by the Roseland State Bank, and the substitution of $2000.00 U. S. Treasurer Bonds
for $2000.00 F. F. M. C. Bonds by the Adams County Bank. Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Shaw, that all employable persons applying for relief, to be paid from the County Poor
Aid Fund, be not granted. Roll call, all voted aye.

Regular meeting of the Adams County Board of Supervisors met as per recess of October 6, 1942.
Roll call, all members present: Foote, Goble, Harm, Hohlen, James, Sergeant, and Shaw.
Minutes of last meeting were read and approved.
Motion by Sergeant, seconded by Goble, that the Board adopt the following resolution: "BE IT RESOLVED, That the
County Board of Supervisors sell to Mirten D. Beal for the win of $10.00, the following described property: Lots
1 and 2, Block 6, 2nd Addition to the City of Kenesaw, subject to taxes of record which were bid in by the County
on a county tax certificate foreclosure sale; and that the chairman of the County Board be hereby authorized to
execute and deliver a warranty deed to said purchaser." Roll call, Ayes: Foote, Goble, Harm, Hohlen, Sergeant,
and Shaw. Nay: James. Motion carried.

Regular meeting of the Adams County Board of Supervisors met as per recess of November 6, 1942.
Roll call, members present: Foote, Harm, Hohlen, James, Sergeant, and Shaw. Goble, absent.
Minutes of last meeting were read and approved.
At 12 o'clock the Board recessed until 1:15 when they again resumed with all members present.
Motion by James, seconded by Harm, that the Board adopt the following resolution: "BE IT RESOLVED, That the County
Board of Supervisors sell to Ralph Dominy for the sum of $1.00, the following described property: Lot 16, and N.
10 ft of Lot 15, Block 1, Nowlan's Subdivision to the City of Hastings, subject to taxes of record which were bid
in by the County on a county tax certificate foreclosure sale; and, that the chairman of the County Board be hereby
authorized to execute and deliver a warranty deed to said purchaser." Roll call, Ayes: Foote, Goble, Harm, Hohlen,
and James. Nays: Sergeant and Shaw. Motion carried.

7th day of December, 1942, the County Board of Supervisors of Adams County, Nebraska, in regular meeting assembled,
a quorum being present, has this day heard the petition of Floy L. Matthiesen, legal guardian of Wilhelrnene C.
Schaufelberger with reference to the proposed sale of the North One-half (Ni) of Block Six (6), Mc Intyre's Addition
to the City of Hastings, Adams County, Nebraska, at guardian's sale to the highest bidder for cash.
Upon consideration of the same and the evidence, the said County Board of Supervisors of Adams County, Nebraska,
finds and reaffirms the findings of the order of this board made on the 6th day of October, 1942, that this board
should certify to a judge of the district court in and for Adams County, Nebraska in writing, their approbation of
the said proposed sale and that this board deems the said sale to be necessary." Roll call, all voted aye. Motion

we, the Board of Supervisors, do find the population of said County to be in excess of 26,000 andless than
