Regular meeting of the Adams County Board of Supervisors met as per adjournment of April 5th, 1933.
Minutes of last meeting were read and approved.
Motion by Bauer, seconded by Bowers, that the firstquarterly report of the Clerk of the District Court, County
Judge, Sheriff, Register of Deed and the County Clerk be placed on file. Roll call, all voted aye. Motion
carried.
Motion by Ruhter, seconded by Berg, that the petition of Bob Brown and others be placed on file. Roll call, all
voted aye. Motion carried.
Motion by Goble, seconded by Ruhter, that the roadoverseer Bond of Geo. G. Smidt Dist. # 2, Little Blue Twp. and
Joe Juranek Jr. Dist. # 4, Little Blue Twp. be approved. Roll call, all voted aye. Motion carried.
Motion by Ruhter, seconded by Bauer, that the report of the auditor C. R. Warren & Co for the year 1932 be
accepted. Roll call, all voted aye. Motion carried.
Motion by Shannon, seconded by Berg, that the following miscellaneous receipts be made a part of the Supervisors
record. Roll call, all voted aye. Motion carried.

COURT HOUSE, HASTINGS; NEBR.
Tueeday, June 6th, lam. 9 o'clock A.M.
Regular meeting of the Adams County Board of Supervisors met as per adjournment of May 5th, 1933.
Minutes of last meeting were read and approved.
Motion by ShannOn, seconded by Berg, that the following resolution be adopted:
-RESOLUTION
WHEREAS, an extreme emergency exists growing out of the present economic crisis and it is necessary and the duty
of the County of Adams to care for worthy and indigent poor persons, and
WHEREAS, the general fund of said County has become depleted by reason of the moneys necessarily expended for
said purpose heretofore, and
WHEREAS, funds must be provided for the continuation• of the care of said poor persons,
NOW THEREFORE, be it resolved that the sum of $25,000.00 be temporarily borrowed from the Road Dragging fund
to be used for the purpose above set forth, and that said money thus borrowed be repaid to the Road Dragging
fund from the general fund as rapidly as tax collections will permit.
Be it further resolved, that the County Treasurer be and he is hereby authorized and instructed to make the
transfer above set forth.Roll call, all voted aye.- Motion carried.
Motion by Ruhter, seconded by Berg, that the order of the court in regard to Mother's Pension for Emma Dell
Young be complied with and -the clerk instructed to issue warrant for same. Roll call, all voted aye.- Motion
carried.
Motion by Goble, seconded by Shannon, that the Prosser State Bank be permitted to withdraw the following securities
held in escrow by Hastings National Bank; Hastings; Nebr'.'' (Trustee) to secure deposits of this county in said
bank, to -wit: $2,000 Lincoln Stock Land Bank Bonds 4 M181171 & M161174, and that the substitution of the
following securities therefor be and the, same hereby is approved. - One First Mortgage $4000 given by Henry H.
Heiler, Single, to the Lincoln Joint Stock Land Bank, Lincoln, Nebr. assigned in blank, on the E SE* & wit SE*
27-6-10. Roll call, all• voted aye. Motion carried.
At 12 o'clock noon the board recessed until 1:15P.M. whenthey again resumed with all members present.

Motion by Ruhter, seconded by Berg, that the improvements on W 43 ft of lot 2 blk2, Thompson' s Add. be reduced
$200. Roll call, all voted. aye. Motion carried.

RESOLUTION.
Whereas, there are many needy persons in this county and its political subdivisions who are suffering
many hardships resulting from unemployment and other causes,
And Whereas, moneys now available or that may be made aviable for the relief of the suffering of the
needy and distressed, from all public funds, supplemented by private contributions, are inadequate to meet
such immediate needs.
Now, Therefore, Be it Resolved, by the Board of County Supervisors of Adams County, State of Nebraska, con-
vened at Hast=ngs, Nebraska, this 6th day of July 1933, that the requirements of the county for relief of des-
titution for the month of July 1933, in addition to all local funds applicable to such purpose will be

the State Emergency Relief Committee to allocate that amount immediately for relief for this county and to
prepare and submit the necessary request therefor and to verify the same.
And Be It Also Resolved, that this Board agrees for itself or any agency which may be designated by it
that the funds requested hereunder, or any part therof which may be made available will be distributed and
accounted for in conformance with such standards and procedures for administering such funds as may be pres-
cribed from time to time by the State Emergency Relief Committee.

Motion by Goble, seconded by Ruhter, tat the application o' Carl J. Hempel to conduct a public dance hall except
Sunday and an amusement park be granted with the understanding with Mr. Hempel that no club dances be permitted
on Sundays. Roll call, all voted aye. Motion carried.
At 2 o'clock P.M. the time advertised the chairman ordered the clerk to open bids submitted for bridge contracts.
Motion by Shannon, seconded by Goble, that we enter into a contract with the Midstate Construction Co. for one
64 ft wooden bridge 20 ft roadway Section one Roseland Twp. at an agreed price e1684. Roll call, all voted aye.
Motion carried.
Motion by Goble, seconded by Shannon, that we enter into a contract with Wm. S Martin for the installiation
of one #1753 Type "C" Steel boiler complete as per specifications including a water feeder at an agreed price
of $780.70. Roll call, allvoted aye. Motion carried.
Motion by Ruhter, seconded by Bauer, that the following resolution be adopted. Roll call, all voted aye.

WHEREAS the city route of No. 6 through Hastings is unimproved from the Ingleside state hospital south to
Highway No. 6, and
WHEREAS permanent improvement of this mile from the state hospital south to H.ighway.No. 6 means much to
the city of Hastingsin establishing a complete, permanent route through the city of Hastings, known as "City
Route, C. S. No. 6," and
WHEREAS the state of Nebraska has available as a grant from the federal government $7,826,961, for high—
way construction by passage of the National Industrial Recovery Act, of which not more than 25 per cent of
funds shall be applied to secondary or feeder roads, and
WHEREAS Secondary or feeder roads, as referred to in this Act, shall be defined as roads which are not now
included in the approved system of Federal—aid highways, but which are either part of the State highway system

special meeting. Roll call, members present: Bauer,' Berg, Bowers, Goble,
Marian, Ruhter & Shannon.
Motion by Bauer, seconded by Berg, that we approve the application of E. L.
Beal for a beverage license for on sale. Roll call, Ayes, Bauer, Berg, Goble
& Ruhter. Nayes, Bowers, Marian & Shannon. Motion carried.
Motion by Ruhter, seconded by Goble, that we approve the application of L.
Phillips for a beverage license for on and off sale. Roll call, Ayes, Bauer,
Berg, goble & Ruhter. Nayes, Bowers, Marian & Shannon. Motion carried.
Motion by Ruhter, seconded by B-rg, that we approve the application of Peter
Konen for a beverage license for on and off sale. Roll call, ayes, Bauer,

Motion by Shannon, seconded by Goble, that the application of Carl J. Hempel
for a beverage license for on and off sale be not granted. Roll call,

Motion by Ruhter, seconded by B=-rg, that the following resolution be adopted:
Anyone having a beverage license be permitted to make sales between the hours
of 6 A.M. and 12 o'clock midnight except those in Hastings 'Lone. Roll call,
all voted aye. Motion carried.
Motion by Bauer, seconded by Shannon, that the license fee for a beverage
license within 2 miles of the city Limits of Hastings be $50 and the license
fee for a beverage license two miles or more from incorporated villages be
$10. Roll call, all voted aye. Motion carried.

Regular meeting of the Adams County Board of Supervisors met as per adjournment of August 5th, 1933. Roll call,
members present: Bauer, Berg, Bowers,Goble, Marian, Ruhter and Shannon.
Minutes of last regular meeting also of the special meeting were read and approved.
Motion by Berg, seconded by Ruhter, that the.bondof Matt Plein, Justice of the Peace, Roseland Twp. and the
bond of Elton L. Pratt, Constable, Verona Twp. be approved. Roll call, all voted aye. Motion carried.
Motion by Ruhter, seconded by Shannon, that the order of the court in regard to Mother's Pension for Mrs.
Thelma Robinson be complied with and the clerk be instructed to issue warrants for the same. Roll call, all
voted aye. Motion carried.

agreed price of $6000.00 F.O.B. Hastings, Nebr.', Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Ruhter, that this board appoint Mrs. Wm. Harm, G. S. Fischer, Geo. Kimball Sr.,
Mrs. Jennie Woodworth & Geo. G. Bauer, to erve on the Old Age Pension Commission for the term of three years.
Roll call, all voted aye. Motion carried.
Motion by Ruhter, seconded by Bowers, that the following resolution be adopted, Whereas: Mrs. L. N. Button,
Register of Deeds of Adams Co., and serving Adams County in that capacity for several years, departed this life
on August 31st, 1933.
And, Whereas; we deplore the loss of her valuable services to the County of Adams in the capacity of Register
of Deeds, and that we will miss the pleasant association we had with her.
Be it therefore, resolved. By the Adams County Board of Supervisors that these resolutions of respect be spread
on our record and a copy of the same be sent to the family of the deceased.

Minutes of last meeting were read and approved.
At this time the matter of the appointment of a Register of Deeds to fill the vacancy, caused by the death of
Mrs. L. N. Button came up and the following list of applications for the position were read by the Clerk:

Regular meeting of the Adams County Board of Supervisors met as per adjournment of September 15th, 1933. J. E.

Roll call, all members present as follows: Bauer, Berg, Bowers, Goble, Marian, iizhter and Shannon
Minutes of last meeting were read and approved.
Motion. by Goble, seconded by Shannon, that the County Olerk and the County Treasurer be authorized to withdraw
$55,000 of bonds from the Nebraska National Bank and deposit same in the Hastings National Bank, said bond being
held in escrow for the First State Bank of Kenesaw and the Adams County Treasurer. Roll call, all voted aye.
Motion carried.
Motion by Berg, seconded by Ruhter, that the order of the court in regard to Mother's Pension for Mrs. Pearl
Hansen, Mrs. Gertrude E. Preston and Hattie Kimbrough be complied with and the clerk be instructed to issue
warrants for the same. Roll call, all voted aye. Motion carried.
A communication from the Men's Inter Church Reserve was read before the board.
Motion by Ruhter, seconded by Berg, that the application:of M. A. Scholl of Assumption for a Beverage license
for "Off and on Sale" be granted. Roll call, ayes, Bauer, Berg, Goble, & Ruhter. Nayes, Bowers, Marian &
Shannon. Motion carried.
Motion by Goble, seconded by Shannon, that the application of 0. . Woolsey for blind pension be granted at
$12.00 per month. Roll call, all voted aye. Motion carried.
Motion by Shannon, seconded by Berg, that the report of L. N. Button, Register of Deeds, from January 1st to
September 16th, 1933 be placed on file. Motion carried.
At 12 o'clock noon the board recessed until 1:15 when they again resumed with all members present.
Motion by Shannon, seconded by Goble, that the petition of John Cain and others be placed on file. Motion
carried.
Motion by Goble, seconded by Bauer, tat the following resolution be adopted.
RESOLUTION
Whereas,`the Central Nebraska Public Power and Irrigation District has made application to the Federal Emergency
Administration of Public Works for a loan to construct the Tri -County Project, and
Whereas, this Board believes this project not only to be feasible as an irrigation and power project, but that
it will be of material profit in relieveing the distressed economic conditions of this county and surrounding
counties, particularly the unemployed situation, and
Whereas, it appears to be the only project of sufficient magnitude now pending which offers any substantial
reliefto this situation, and
Whereas, it appears that said project, if approved, will put men to work immediately.
BE IT THEREFORE RESOLVED, That the Board of Supervisors of Adams County of the State of Nebraska do hereby
approved said project and ,respectfully request the Public Works Administration and the State Advisory Board to
expedite their approval of this project as rapidly as possible.

from the Road Dragging fund to the County Highway Fund. Loll call, all voted aye. Motion carried.
Motion by Ruhter, seconded by Shannon, that as the Federal authorities will not allow federal aid to anyone who
operates a car, it is the order of this board, that, no county aid be given to anyone who drives a car or buys
gasoline. Roll call, all voted aye. Motion carried.

Regular meeting of the Adams County Board of Supervisors met as per adjournment of October 6th, 1933.
Roll call, all members present as follows: Bauer, Berg, Bowers, Goble, Marian, Ruhter and Shannon.
Minutes of last meeting were read and approved.
Motion by Shannon, seconded by Ruhter, that the bond of Ernest Isaac for Township Clerk Denver 'Township be
approved. Roll call, ail voted aye. Motion carried.'
Motion by Ruhter, seconded by berg, that the order of the court in regard to Mother's Pension for Mrs Bertha
Eighmy and Aare Ilia Smith be compliedwith and the clerk instructed to issue warrants for the same. Holl call,
all voted aye._ Motion carried.
Motion by Shannon, seconded by Bauer, that the 3rd quarterly reports of the County Sheriff, Register of Deeds,
County Judge, County Clerk and the Clerk of District Court be placed on file. Roll call, all voted aye.
Motion carried.
At 12 o'clock noon the board recessed until 1:15 when they again resumed with all members present.
Motion by Bauer, seconded by Goble, that the following claims be allowed on their respective funds and the
clerk_ instructed to. issue warrants for the same, Roll call, all voted aye. Motion carried.

County Clerk Neumann, as cus-
tomory, gave to the county board
today a review of the county's ac-
tivities, during the past year, citing
some of the unusual problems it had
to meet, and giving an account of
the expenditures:
The report is as follows:
To the Honorable Chairman and
Members of the B'oard of Supervi-
sors, of Hall County, Nebraska: An-
other year has passed into history
arid your labors as members of the
present board are about at an end.
I am sure that your activities per-
formed are highly appreciated by
the people of the county in general.
Your clerk has received considerable
comment as to his annual report
presented to your honorable body
last year, I am therefore giving you
some data as to, the activities you
were engaged in during the past
year, particularly in the matter 'of
assisting the dependents and unem-
ployed, as well as many other im-
portant factors.
The figures, as given below, may
not be absolutely correct, as the of-
fice has no regular form for check-
ing, and errors may have occurred.
All of the county funds have during
the past year, as was the case in
1933, been kept in a most careful
manner, this being accomplished
through the united efforts of the
members and the various officers
of the county. It is with regret to
report that the expenditures in the
general fund exceeded those of last
year by nearly $16,000.00, which,
however, is explanatory. The first
increase being the purchase of addi-
tional tax books and receipts, on ac-
count of the new tax law, enacted by
the last legislature; the five-year
fire insurance policies became due;
the bank service charge of two per
cent on daily balances; the neces-
sary relief activities; primary and
general election expense; sewer as-
sessment; the contribution to the
defense of the Platte valley water
diversion controversy; premium on
county treasurer's surety bond and
a number of other minor items.
Never Before Experienced
The members of the county board,
during the past year, have had
tasks to solve that have never been
experienced by any board in the his-
tory of Hall county. One of the
most important was that to solve
the unprecedented aid and unem-
ployment situation. After the coun-
ty had carried a part of the load for
the first six months of the year,
representatives of the federal gov-
ernment came before the board, of-
fering assistance, providing the
county would agree to meet them
according to its stipulations. After
discussing the matter on several oc-
casions, Chairman Miller called a
special meeting for the purpose of
taking action on the proposition, at
which time the federal state relief
department, was represented by Mr.
Elmore. After a lengthy discussion
the following agreement was entered
into and adopted:
First -The providing of an amount
equal to at least twenty-five per
cent of the county's gas tax in-
come, to be used for work relief.
Second -The coordinating of
county and federal relief work in the
county under one head, approved by
the Federal Emergency Relief ad-
ministration.
Third -The making of unemploy-
ment and poor relief levies in '1934,
not less than 1.93 mills. There were
a number of other minor stipula-
tions in the agreement, too numer-
ous to mention.
Relief $7,426 More
The records show that the total,
expended for relief in 1934, was $57,-
214.94 as against $49,788 in 1933. This
does not include the vast sum ap-
propriated by the federal govern-
ment, from July 1933 to and includ-
ing the allotment for November 1934,
amounting to $124,003.27, not includ-
ing $3,000.00 for the self-help group
nor the supplemental food sup-
plies. These appropriations were se-
cured through the efforts of the
state board, of which Mr. A. F.
Buechler, of thi, city, is a member.
The Self -Help association has been
one of the large factors in relief
work and is to be complimented on
its work. The Christmas Cheer, Red
Cross Chapter, Salvation Army and
all of the other organizations, inter-
ested in the welfare of the com-
munity, were most active through-
out the year and are to b given
much credit.
A number of inquiries have been
made as to comparison of cases of
dependent families, during the year
of 1924, a ten-year period. In check-
ing the records there were 59 fami-
lies receiving aid that year, at a cost
of $10,142.19. As far as I am inform-
ed, there are over 1,000 cases now
being handled by the relief adminis-
trator.
Keeping Down Levy
At the first regular meeting of
the board in January, an estimate
was established for the various
funds and unanimously eliminated
the bridge appropriation, as also
one for the sinking fund, the latter
being for the building and equip-
ping a county hospital. This was
done for the purpose of keeping
down the levy and realizing that the
aid situation would become more
serious. Of coarse, at that time
the federal proposal had not as yet
been in the making and therefore
at the August meeting, an emergen-
cy existing, a levy was made to con-
form with the agreement, as adopt-
ed.
I have no suggestions to make to
the incoming board, Of the present
membership, three are holdovers and
one Mr. Scheibel, being re-elected,
the three new members will soon ac-
quaint themselves with the affairs
of the county that are and will con-
front them. I hope and am sure,
the'same harmony and activity will
prevail as in the past year. The
matter of old age pension, as adopt-
ed by the last legislature, is a com-
plete failure, and an extensive
change is absolutely necessary. The
amount available to the pension
board which has charge of passing
on the applicants and which has
had a most trying experience, being
compelled to grant pensions to only
one-third of those entitled to re-
ceive same. At present they are re-
ceiving two dollars per month, or as
several remarked, a little pin -money.
The members of the board are en-
titled to a great deal of credit. as
they have worked untiringly, and, at
that, without any compensation.
Rudd's Good Record
In conclusion, I desire to say a
few words regarding the highway
department, while not in possession
of any of its records, with the ex-
ception of issuing warrants, present-
ed by them to this office, it gives me
great pleasure to be able to say,
that Mr. L. R. Rudd, highway com-
missiornerfor the past two years, has
fulfilled all of the obligations re-
quired of him, and is conducting the
affairs in a most efficient manner.
He has worked hand in hand with
the federal relief as to the employ-
ment
situation, putting many men
to work on roads.
This office has during the year
issued 2,635 warrants on the general
and mothers' pension funds in the
amount of $145,573.98; soldiers' relief
9'7 warrants in amount of $1,585.82;
bridge warrants 106, for the amount
of $24,006.67 and in the county road
five warrants, which comprises the
gasoline tax, transferred to the
roaddragging fund $45,000.00, In
the roaddragging fund there were
1,220 warrants issued, amounting to
$83,405.00 and in the old age pen-
sion fund 199, for the amount of,
$398.00.
Expenditures Itemized
The following is an itemized re-
port of expenditures for 1934, in the
various departments, pertaining to
the general and soldiers' relief
funds:
County clerk: Salaries, including
extra hire for computing tax list,
$4,758.40; supplies, postage and ex-
press, $223.19; total, $4,981.59.
County treasurer: Salaries and ex-
tra clerk hire, $6,373.19.supplies and
postage, $949.65; total $7,322.84.
Farm bureau: As per appropria-
tion by the county board, $2,750.00.
County attorney: Salary and ex-
pense, $2,752.68.
County jail: Coal, $926.31; sup-
plies and repairs, $471.77; gas, $49.-
93; salaries for jailor and fireman,
$1,419.00; matron services, $174.00;
miscellaneous, $57.5'7; total. $3,098.58.
Court house: Water, $379.61; light
and supplies, $776.82; telephone,
$822.90; auditing books, $280.00; fire
and liability insurance, $4,632.59;

deposits, $4,807.10; cash rent of
county farm, $120.00; refunds, $750.-
18; boarding city prisoners and mis-
cellaneous receipts, $509.79; total,
$39,171.70.
I desire to express my sincere ap-
preciation to the members of the
county board for the consideration`
extended this office during the past
year and hope this same spirit will
exist in 1935; as also to the various
county officials for their assistance,
and the taxpayers and citizens of
Hall county for their support. Hop-
ing that this report may be of some
interest to your honorable body and
the public in general.
