Regular meeting of the Adams County Board of Supervisors met as per adjournment of December 6th,
Marian, Chairman, presiding.
Roll call, members present: Berg, Goble, Harm, Marian,
Minutes of last meeting were read and approved.

Motion by Shannon, seconded by Harm, that we allow $25.00 per month toward the salary for a clerk in the office
of the Farm Security Administration. Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Berg,

Motion by Shaw, seconded by Mizen,
$40.84. Roll call, all voted aye.
that Lot 4 of Schultz Sub Division be assessed at $595 for the year 1932 on

Motion by Shaw, seconded by Mizen, that the 1937 taxes on the following real estate to -wit:
Part of the Northwest quarter of Section 9, Township 6, North, Range 11, approximately 1/4 acre, more or less;
more particularly described as follows: beginning at a point 225 feet East of the Northwest corner, thence
75 feet East; thence South 145.2 feet, thence West 75 feet; thence North 145.2 feet, to the place of beginning
in the Village of Assumption, Adams County, Nebraska
be cancelled same being exempt under the laws of the State of Nebraska. Roll call, all voted aye. Motion
carried.
Motion by Harm, seconded by Goble, that we sell to C. Bleyle lot 1 to 6 inc., and lots 19-24 Inc., Block 1 and
lots 1 to 24 Inc., Block ,2, Missouri Pacific Addition for $150.00. Roll call all voted �...
, aye. Motion carried.
Motion by Shaw, seconded by Berg, that the fourth quarterly report of the Sheriff, annuall report of the Highway
Commissioner, and the annual report of F. E. Shannon Chairman of the Adams County Farm, be placed on file. Roll
call, all voted aye. Motion carried.
Motion by Goble, seconded by Berg, that the budget of exepns'e for the Adams County Farm Bureau be approved in
the amount of $2800 for the year 1938. Roll call, all'voted aye. Motion carried.
At 2 o'clock the time advertsied the chairman ordered the County Clerk to open bids submitted for lumber.
Motion by Shannon, seconded by Shaw, that the County Treasurer be and is hereby instructed to transfer $25,000
frorn the Poor Aid Fund to the General Fund. Roll call, all voted aye. Motion carried.
Motion by Mizen, seconded by Berg, that the County Treasurer be and is hereby instructed to transfer $25,000
from the General Fund to the Road Dragging Fund to replace said amount borrowed from the Road Dragging Fund on
June 6th, 1933. Roll call, ail voted aye. Motion carried.
Motion by Harm, seconded by Goble, that the following resolution be adopted:

Be it resolved, That Adams County carry its own compensation' and Insurance in the future and for that purpose
there is hereby created a Compensation and Insurance Fund which is to be used for the payment of any and all
compensation or indemnity claims which may be hereafter allowed by the Board of Supervisors or by any Count of
competent jurisdiction upon any workmen's compensation claim or any claim for damage or injury caused to any
person for which the County may be liable.
The County Treasurer is hereby ordered to transfer the sum of $25,000 from the General Find into the
Compensation and Insurance Fund. The said amount, together with any interest which may accrue thereon, to be
kept and used for the sole purpose of paying compensation or insurance claims above referred to.
Roll call, all voted aye. Motion carried.
Motion by hemsi, seconded by Mizen, that B. B. BroWn'be reappointed as Janitor for the year 1938. Roll call,
all voted aye. Motion carried.
Motion by Harm, seconded by Berg, that the follow•ing'clajns be allowed on their respective funds and the clerk be
instructed to issue warrants for the same. Roll call, all voted aye. Motion carried.

The Adams County Board of Supervisors met as per recess of January 7th, 1938.
Roll call, members present: Berg, Goble, Harm, Marian, Mizen, Shannon & Shaw.
Motion by Harm, seconded by Mizen, that the following resolution be adopted:
RESOLUTION.
WHEREAS, the Farmers and Merchant Trust Company of Long Beach, California, Guardian of Ned C. Currier, Incompetent,
duly appointed by the Superior Court of Los Angeles, County, State of California, has filed in the District
Court of Adams County, Nebraska, its petition and application for license to sell the following described real
estate belonging to said incompetent, to -wit:
The Northwest Quarter (NW) of Section Twenty Tow (22), Township Eight (8), North, Range
Twelve (12), West of the 6th P.M., Adams County, Nebraska.
Lot Forty-six (46), Block Two (2), Bungalow Addition to the City of Hastings, Adams County,
Nebraska;
Lot Forty-seven (47), Block Two (2), Bungalow Addition to the City of Hastings, Adams County,
Nebraska;
Lot Nine (9) and Ten (10), in Block 12, South Addition to the town now City of Aurora, Hamilton
County, Nebraska;
for the reason that the cash and the personal property belonging to said incompetent, and the income from said
real estate, are insufficient to maintain said incompetent, end'pay the interest on the encumbrance On said
real estate, and the taxes against the same, and the debts and expenses of administering the estate of said
imcompetent, and that it is for the benefit of said incompetent that said real estate should be sold and the
proceeds thereof put out at interest, and
WHEREAS, the Board of Supervisors of Adams County, Nebraska, have investigated said matter and approve
of such proposed sale, and deem it necessary for the best interests of said incompetent, now,
THEREFORE, be it resolved by the Board of Supervisors of Adams County, Nebraska, that we deem such proposed
sale proper and beneficial to the estate of said incompetent and approve the same and deem it necessary,
BE IT FURTHER RESOLVED that a copy of this resolution shall be certified by the County Clerk of said
County to the Tudge of the District Court of Adams County, Nebraska, in writing.

RE -ORGANIZATION OF ME BOARD.
Motion by Harm, seconded by Shaw, that J. E. Marian be appointed temporary Chairman. Motion carried.
Motion by Harm, seconded by Mizen, that we suspend to rules and that J. E. Marian temporary chairman be declared
duly appointed permanent Chairmanof the Adams County Board of Supervisors for the year 1938. Roll call, all
voted aye. Motion carried.
At 1:45 o'clock P.M. the board recessed until 2 o'clock F.M.
At 2 o'clock P.M. the chairman announced the following committee for the year 1938.

Motion by Goble, seconded by Berg, that each township be allowed not to exceed $500 for road dragging for
the year 1938. Roll call, all voted aye. Motion carried.
Motion by Harm, seconded by Mizen, that the salaries of the county employees for the year 1938 be as follows:
Road dragging 300 per single mile. Single man 300 per hour, man and team 40¢' per hour, man and two teams 600
per hour, man and team operating dump wagon 50Wper hour, Patrolman 400 per hour, Maintenance men $85.00 per
month. Roll call, all voted aye. Motion carried.
Motion by Harm, seconded by Shaw, that we purchase from the J. H. Yost Lumber Co. material as advertised at
an agreed price of $6309.56. Roll call, all voted aye. Motion carried.

Statutory meeting of the Board.
J. E. Marian Chairman Presiding. Roll call, all members present as follows: Berg, Goble, Harm, Marian,
Mizen, Shannon and Shaw.
Minutes of last meeting were read and approved.
Motion by Shannon, seconded by Shaw, that the finance committee act as the Budget Committee to arrange

on the first day of each month toall county officers, deputies, and clerks in county offices who are

authorized to sign such warrants,- also, that this order is to apply to county road employees who are to

$412.33 from the Poor Aid Fund to :.the State Assistance Fund to correct an error. Roll call, all voted

Motion by Berg , seconded by Goble, that the Roadoverseer bonds for Elmer Hesman District 3 Little Blue Twp.,
and August paulikat District 1 Verona Twp., be approved. Roll call, all voted aye. Motion carried.
Motion by Shannon, seconded by Shaw, that the fourth quarterly report of the Clerk of the District Court,
Register of Deeds, County Judge and County Clerk be placed on file. Roll call, all voted aye. Motion carried.
Motion by Mizen, seconded by Berg, that the annual report of the Farm Bureau be placed on file. Roll call, all
voted aye. Motion carried.

Special meeting of the Adams County Board of Supervisors met as per adjournment of
March 5th, 1938. T. E. Marian, Chairman, presiding.
Roll call, all members present: Berg, Goble, Harm, Marian, Shannon and Shaw.,"
Minutes of last meeting were read and approved.
Motion by Berg, seconded by Goble, that we approve the appointment of Lovina Woodworth
as Deputy Assessor for the period from A• Aril lst, 1938 to Tune 13th, 1938: Roll call,
all voted aye. Motion carried.
Motion by Goble, seconded by Shannon, that from this date, relief clients including Old
Age Assistance, Dependent Children and Blind, found guilty of gambling or drinking in-
toxicating liquor will be refused further aid in the future. Roll call, all voted aye.
Motion carried.
Motion by Berg, seconded by Mizen, that this board now adjourn to meet again on
April 6th, 193:9 o'clock A.M. lotion carried. Board adjourned.

Regular meeting of the Adams County Board of Supervisors met as per adjournment of March 5th, 1938. J. E. Marian,
Chairman, presiding.
Roll call, members present: Berg, Goble, Harm, Marian, Mizen, Shannon and Shaw.
Minutes of last meeting were read and approved.
Motion by Harm, seconded by Goble, that the application of Carl J. Hempel as request for in his petition be granted.
Roll call, all voted aye. Motion carried.
Motion by Harsh, seconded by Berg, that the application of L. Phillips as requested for in his petition be granted.
Roll call, all voted aye. Motion carried.
Motion by Harm, seconded by Mizen, that we recommend to the Nebraska Liquor Control Commission the allowance of
the wholesale beer license as requested by L. Phillips. Roll call, ayes, Berg, Goble, Harm, Marian, Mizen and
Shaw. Nayes, Shannon. Motion carried.
Motion by Shaw, seconded by Shannon, that the first quarterly report of te Sheriff and Clerk of District Court be
placed on file. Roll call, all voted aye. Motion carried.
Motion by Berg, seconded by Shannon, that the following resolution be adopted:
RESOLUTION.
WHEREAS, there has been appropriated by the National Congress by an amendment to the original Federal Aid
Highway Act of July 11, 1916, and approved June 16, 1936, a certain sum of money for the express purpose of con-
structing and improving secondary or feeder roads within the various States, Districts, and Territories, and
WHEREAS there has been appropriated by the 1937 Nebraska Legislature by L.B. Nos. 70 and 158 an amount equal
to that appropriated by the Federal Government for the express purpose of matching the said funds appropriated
by the Federal Government for construction and improvement of secondary or 'feeder roads, and
WHEREAS, there exists in the County of Adams a road described as Kenesaw South to Hwy. #6, and Kenesaw North-
west road between Highway # 6 and Kearney -Adams Co. Line, and
THEREFORE, be it resolved by Board of County Supervisors that the Department of Roads and Irrigation be re-
quested to construct or improve said road or portion thereof from the funds above mentioned provided for teat
purpose, :and,
BE IT FURTHER RESOLVED THAT Adams Countyw ill reimburse the State, prior to the award of a contract for the
construction of said road, for all expenditures incurred in making preliminary surveys, preparation of preliminary
plans and other necessary expenses, and
BE IT FURTERH.'RESOLVED That Adams county will secure title to all right-of-way necessary for and incidental to
the construction of said road, all without cost of the State.
Done at -Hastings, Nebraska, this 6th day of April, 1938.

Adams County Budget 1938-39.
To The Hon. County Board of Supervisors,
Adams County,
Hastings, Nebraska.
Gentlemen:
In accordance with the provisions of the County Budget Act of 1937, we have prepared and are transmitting here-
with the proposed county budget document setting forth the financial plan of the county for the year 1938-1939.
The law is not clear as to the period which the budget should cover. Many counties are proceeding on the
theory that it should be for the calendar year 1938, some others for the calendar year 1939. We feel that
neither of these views are entirely consistent with the law, first, because it seens rather foolish to be
making a budget 7 months after it is supposed to be in effect, and secondly, the law requires that within
10 days after its adoption in July it should be filed and all departments of the county government should
be bound by the budget. Since that 10 day period will expire approximately August 1, 1938, we have prepared
the budget as of that date to continue for one year until July 31, 1939. This view we -feel is entirely in
harmony with the law and is comparable to the federal aad state budgetary year which begins July 1.
In the preparation of this budget we are mindful of the fact that Adams County has consistently and firmly
been committed to keeping its finances on a "pay as you go basis". This policy has saved the county consider-
able money and has kept the county's finances in excellent condition so that at the end of each year in the
past there has always been a substantial balance on hand rather than registered warrants outstanding.
To further carry out this policy the Board of Supervisors during 1937 took $25,0200 of money then on hand and
not necessary for any county requirements and therewith created a separate fund called the "Workmen's
Compensation and Insurance Fund". This fund was created for the purpose of taking care of any liability to
which the county might be subject under the Workmen's Compensation Law or Public Indemnity. In the 10 years
before that the county had paid out in compensation and indemnity premiums more than $20,000 or an average •
of about $2,000 a year.
During that same period of time less than $1,000 in the aggregrate was paid by the insurance companies on
claims against the county. The experience of those 10 years has proved to the Board of Supervisors that by
carrying its own insurance by way of a special fund a considerable saving, reasonably estimated at $1500 per
year could be effected. Any income in this fund will be kept in the fund to increase the amount thereof and
should any claims every be allowed by the Courts they may be promptly paid out of this fund and only when
the fund is substantially reduced or if ever depleted should it be necessary to add thereto. After all angles
were considered it is reasonably anticipated that the fund will be self perpetuating that all just claims may
be paid from the income of this fund.
The budget law, of course, is new and is at present in an experimental stage. It is therefore impossible to
anticipate every thing which may arise during a 12 months period in the future and for that reason the items
of expenditure have been made somewhat larger than it is expected will be actually necessary and the items
of income have been kept somewhat more conservative than it is hoped will prove the fact in order that the
county may continue as in the past to efficiently carry out its duties.
Of course, all claims under the budget must be presented to, audited, passed upon and allowed by the County
Board precisely as in the past. For this reason there is no danger of any extravagance or unnecessary ex-
penditures. Any money in any department or fund which is not necessarily expended during the budget year
will, of course, remain on hand to be applied on the budget of the following year to reduce that.
The amounts herein listed are based on the actual expenditures of the past few years taking into consideration
the ever, increasing demands because of increasing population and because.of increasing duties and demands im-
posed upon the county and its officers by the law. Further the amounts of the expenditures are higher than
they would be normally because of the foreclosure of tax certificates by the county. This has increased the
expenses in most of the county offices but as the report on file in the County Clerk's office made by the Clerk
of he District Court will show, the county has profited very substantially by this activity. The increased
expenditure, therefore, is more than compensated for by the income in costs and attorney" s fees derived by the
county from those foreclosures. Also non -tax paying property is again put on the active paying basis or
placed in a condition by the county purchases where it can be at any moment and without delay disposed of to
persons who will pay the taxes.
The following is only the general summary which is required by law to be published but the details of each of
those are on file in the office of the County Clerk and may be examined by anyone interested therein.

certificate foreclosure sale; and that the chairman of the county board be hereby •authorized to execute and
deliver a warranty deed to said purchaser." Roll call, all voted aye. Motion carried.
Motion by Mizen, seconded by Har, that the board adopt the following resolution: "BE IT RESOLVED, That the
County Board of Supervisors sell to John Spady and Alberta E. Spady Husband and wife, as Joint tenants not
tenants with right of survivorship for the sura of $101.00, the following described property: Lot 79 in
County Club Addition, which was bid in by the county on a county tax certificate foreclosure sale; and that
the chairman of the County Board be hereby authorized to execute and deliver a warranty deed to said

chairman of the County Board be herey authorized to execute and deliver a warranty deed to said purchaser." Roll

County Board of Supervisors'sell to Henry and Elizabeth Schmidt, for the sum of $60.00, the following described
property: Lot 7, Block 1, Clelland Addition, which was bidin by the county on a county tax certificate`fore-
closure sale; end that the chairman of the County Board be hereby authorized to execute and deliver a warranty

The Adams County Board of Supervisors met es per recess of august 6th, 1938.
Roll call, all members present: Berg, Goble, Harm, Marian, Mizen, Shannon and Shaw.
Motion by Goble, seconded by Berg, that the County Assistance Director be instructed to furnish a list of the
names of all those receiving direct relief. Said list to be posted in the office of the County Clerk.
Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Harm, that the following resolution be adopted:
RESOLUTION.
BE IT RESOLVED that in compliance with Section 66-411 Comp. Stat. Nebr. Supp. 1937 the fund of Adams County
which is now known as the County Road Dragging Fund and which is comprised of gasoline tax funds as provided
for in said section shall be and hereby is changed to and called the County Road Fund, and the County Clerk
is hereby instructed to make all necessary changes in said name so that said fond may in all respects comply
with said Section 66-411 above mentioned. "-Roll call, all 'voted aye. Motion carried.

Minutes of last meeting were read and approved.
Motion by Shannon, seconded by Harm., that we purchase from the Wheeler Lumber Bridge and Supply Co. 2855 lineal
feet of piling as per advertised specifications at en agreed price of 1240 F.C.B. Ayr, Nebraska. Roll call, all
voted aye. Motion carried.
Motion by Harm, seconded by Shaw, that the board adopt the following resolution:

Roll call, all members present: Berg, Goble, Harm, Marian, Mizen, Shannon & Shaw.
Minutes of last meeting were read and approved.
Motion by Shannon, seconded by Mizen, that the following resolution be adopted:
RESOLUTION
Whereas, Lawrence S. Dunmire, Guardian of John A. Utecht, incompetent, duly appointed by the County Clerk
of Adams County, Nebraska, has filed in the District Court of said Adams County, Nebraska his petition and
application for license to sell the following described real estate belonging to said incompetent, to -wit:
Lot Nine (9) and the North Thirty-three and one-half (N33i) feet of Lot Ten (10) in Scofield's Addition
and the South Ten (S10) feet of Lot Seven (7) , Block two (2) , Cline's Addition to the City of Hastings,
Adams County, Nebraska,
for the reason that said property is not income producing property, and for the further reason that it would take
considerable amount of money to place it in rentable condition; and that it would be for the best interest and
benefit of said incompetent that said real estate should be sold and the "proceeds thereof put out at interest, and
Whereas, the board of Supervisors of Adams County, Nebraska, have investigated said Matter of approval of such
proposed sale, and deem it necessary for the best interest ofsaid incompetent, now,
THEREFORE, be it resolved by the board of Supervisors of Adams County, Nebraska, that we deem such proposed sale
proper and beneficial to the estate of said incompetent and approve the same and deem it necessary.
BE IT FURTHER RESOLVED, that a copy of this resolution shall becertified by the County Clerk of said county
to the Judge of the District Court of Adams County, Nebraska, in writing.

Motion by Harm, seconded by Mizen, that the board adopt the following resolution:
"BE IT RESOLVED, That the County' Board of Supervisors sell to Wesley Wallace for the sum of $130.00, the
following described property:
Lot 13, 14, 15 and 16, Frances Addition,
which was bid in by the county on a county tax certificate foreclosure sale; and that the chairman of the County
Board be hereby authorized to execute and deliver a warranty deed to said purchaser."
Roll call, all voted aye. Motion carried.
Motion by Shaw, seconded by Berg, that the following resolution be adopted:
RESOLUTION.
WHEREAS, the Salvation Army, a charitable and religious organization, has purchased the following described
property, and has obtained and filed a deed to said property, and
WHEREAS, it appearing to this Board that the said Salvation Army owns and uses said property exclusively for
education, religious and charitable purposes, and not for financial gain or profit;
NOW THEREFORE', BE IT RESOLVED: That the said above described property, to -wit:
All -of Lot 4, and South 50 feet of Lot 3, in Block 18, of the Original Tamn now City
of Hastings, Adams County, Nebraska
be and it hereby is removed from the tax rolls of Adams County, Nebraska, and the said Salvation Army is hereby
exempted from taxation upon said property, as provided by Article VIII, Section 2, of the Consititulon of Nebraska,
so long as the said Salvation Army shall own said property and use it for the purposes above mentioned.

Motion by Shannon, seconded by Harm, that the board adopt the following resolution:
"BE IT RESOLVED, That the County Board of Supervisors sell to Wallace Huff and Marie Rider for the sum of
$5.00, the following described property:
Lot 3, block 12, in the Village of Hansen,
which was bid in by the county on a county tax certificate foreclosure sale; and that the chairman of the County
Board be hereby authorized to execute and deliver a warranty deed to said purchaser."
Roll call, all voted aye. Motion carried.
Motion by Goble, seconded by Mizen, that we approve the bond of George Sarver Special Deputy Sheriff, and the
bond of Henry Krull Roadoverseer, Dist #1, Little Blue Twp. Roll call, all voted aye. Motion carried.
Motion by Mizen, seconded by Harm, that the bid of Vernon Fleharty of Lots 17, 18, 19 and 20 France's Addition,
and the bid of Eldon Miller for Lot 8, Raymond's Sub of West 2/3 of Lots 2 and 5 Haire's Sub. be rejected. Roll
call, all voted aye. Motion carried.
Motion by Harm, seconded by Goble, that the request es presented by a delegation of the Workers Alliance be accept-
ed and a committee be appointed to make thorough investigation of each request. Roll call, all voted aye. Motion
carried.
Motion by Berg, seconded by Shannon, that the third quarterly reports of the Clerk of District Court and The Sheriff
be placed on file. Roll call, all voted aye. Motion carried.
Motion by Shaw, seconded by Shannon, that the board adopt the following resolutions:
RESOLUTION:
"BE IT RESOLVED, That the County Board of Supervisors sell to Emil Crumroy for the sum of $32.50, the following
described property:

which was bid in by the county on a county tax certificate foreclosure sale; and that the chairman of the County

Regular meeting of the Adams County Board of Supervisors met as per adjounrment of October 6th, 1938. J. E. Marian,

Motion by Mizen, seconded by Shaw, that the third quarterly report of the Pegister.of Deeds be placed on file. Roll
call, all voted aye. Motion carried.
Motion by -'haw, seconded by Shannon, that the bids received by this Board at the last meeting for contracts for
pumping gravel for the county roads of Adams County being substantially higher than the Board feels it can obtain
the gravel, and the Board being satisfied that the gravel can be obtained without contract at a substantial savings
to the county, if the county buys wherever it can get it at the best price, it is, therefore, resolved that the
county proceed to obtain the gravel without contract at the best price possible and not to exceed the lowest price
offered in the bids of last session. Roll call, all voted aye. Motion carried.

Motion by Harm, seconded by Mizen, that the board adopt the following resolution: "BE IT RESOLVED, That the County
Board of Supervisors selolftLooleHrz ,o Ellis, for the sum of $250.00 the following described property: Lots 1 to
12, block 9, Trousch's Sub. Div./of Lownan's north side Addition, which was bid in by the county tax certificate
foreclosure sale; and that the chaimtan of the County Board be hereby authorized to execute and deliver a warranty

Minutes of last meeting were read and approved.
Motion by Shannon, seconded by noble", that the third quarterly report of the County Judge be accepted. Roll call,
all voted aye. Motion carried.
Motion by Shannon, seconded by Mizen, that we buy from F. H. Brandes Co four dodge trucks including dump bodies
in the amount of $4950. Roll call, all voted aye. Motion carried.
Motion by Berg, seconded by Shannon, that the agreement of Project FAS 44 (1) Kenesaw South as per agreement
filed be accepted. Roll call, all voted aye. Motion carried.
Motion by Shaw, seconded by Harm, that the following resolution be adopted:
RESOLUTION
WHEREAS, The City of Hastings, Adams County, Nebraska, is now and since 1.934 bas.been the owner of the following
described property; to -wit: Lots 1 and 2 end the South 22 feet of lots 3 and 4, Block 22, Original Town of
Hastings, Adams County, Nebraska, by deed executed or. February 7, 1934, and filed on February 19, 1934, in Book
113, at page 572 of the Deed Records of Adams County, Nebraska, and
WHEREAS, said City of Hastings, under Article 8, Section 2, of the Constitution of Nebraska, is exempt from taxes -

from taxation, it is, therefore, resolved, that said Lot 9, Block 11, Village of Ayr, adams County, Nebraska, be,
