The Resolution follows: WF7-EaS, the Adams County Poor Farm, mor particularly described as the South Palf of Section 1, Township 6 Forth, Range 11 West of the 6th P.M. in Adams County, Nebraska, is inadequate to meet the demands, and, TREA9, it is oractically out of the auestion to properly equip and maintain a suitable home for many of those who unfortunately have to be cared for bs- Adams County, at the present location of said farm, and 17FTaEaS, a County Hospital and infirmary, located at or near the City of Fastings, would more adequately meet the growing needs, and, WPITIIIS, said County Farm and its equipment can now be sold at a good price and the proceeds from the sale thereo-' could be used fon the purchasing of the necessary grounds and for the erection and equipment of be necessary bnilding or 7fluildings for a Connty Fospital and infirm- ary. We understand that practically all of those overpayments were subsequently recovered. In this wxamination we have again carefully checked the claims paid during the year 1919, and find but few errors, namely; three items in the general fund claims, seven items in the bridge fund claims and four in the road fund claims. We gave Mr. Cates a list of these errors and practically all of them have been corrected at this time. In this connection we recommend that the board should adopt a rule that all claims should be filed at least one day before the board meeting, in order that there may be time to audit same before being presented to the board, otherwise such claims must lie over until the next meeting. We find that the business in the County Clerk's office is promptly and efficiently performed. Count Treasurer H. C. Have All receipts for taxes for the tax years prior to 1918 were checked in detail to the cash books. Test checks were made from the receipts to the cash books for the tax years 1918 and 1919, and no errors whatever were found. All receipts from miscellaneous sources were checked in detail to the cash booke. This covers receipts from hail insurance, interest on bank deposits, fines and licenses, miscellaneous school and road receipts, excess fees paid in by County officers, etc. All warrants and other evidences of disbursements, such as bonds and interest payments, were checked in detail to the cash books. Test checks were made proving the totals of the cash books, and the totals from the cash books' were checked to the monthly summaries. These monthly summaries were then recapitulated, proving the collections and disbursements for the year. A. copy of this recapitulation will be attached to this report. The balances as shown by the township and school district ledgers were verified and listed and found to be in exact reconcilement with their respective controlling accounts in the general ledger. All refunds of taxes for which credit has been taken by the Treasurer, were traced to the supervisors' record and found to have been authorized. The following is a monthly summary of the collections, disbursements and balances of the Treasurers office. Such a book would furnish a permanent record and would serve to reduce the work now done by the Treasurer. At present these figures are made up on loose sheets in which headings must be written in, and such sheets are abjectionalle as not constituting a good form for permanent record. The same recommendation applies to the monthly summary of cash receipts and disbursements, which are new made up on printed loose sheets, but which we think should be bound so as to furnish a permanent record. In conclusion we cannot speak too highly of the manner in which the business of this office isconducted. No errors whatever were found in this office. Register of Deeds Mrs. L. N. We the undersigned, being the official school Board of School District No. 65, Adams County, Nebraska, hereby 20 mills a year, request that your Honorable Body grant permission to levy a special building fund tax of on the assessed valuation of said School District No.65, for a period of seven years, that we may raise by taxation the sum of 45500.00 for the purpose of building a new school house. We hereby submit the following to show that we have complied with the school laws of the State of Nebraska made and provided for such purposes: First, that we secured a petition containing more than one fourth of the legal voters of said District No.65, asking that this proposition be submitted to a vote of the electors of said district. The total cost of said grade not to exceed $1450.00. The County to pay one half and Ayr Township one half. The contract to be let to R. E. Dutcher, under plans and specifications drawn by the Township Board of Ayr Township. Roll call, all votod aye. Motion carried. Hynes, that we appropriate $1600.00 from the ueneral Fund for the purpose of dragging the roads, $100.00 to each Township and that the Clerk be instructed to notify the Superintendent of dragging of each Township to this effect.
