Motion by Bivens, Second by Nelson that the request of County Clerk for an Assistant for the year 1922 at a salary not to exceed $800.00 per year and the request of the Clerk of the District Court for an assistant at a salary of $1,000.00 and the request of the County Attorney for a stenographer at a salary of 075.00 per month be granted. WHEREAS, it has been the custom for appointees in County Offices to take a two weeks vacation during the year, with pay and WHEREAS, we believe this practice should be discontinued, THEREFORE, be it resolved that it is the sense of this Board that no more vacations with pay be Mewed. Roll call, ayes: Bivens, Durkee, Hargleroad, Ratcliff, Whiting and Sorensen. Nays: Nelson. Resolution adopted. Motion by Hargleroad, Second by Nelson that the application of Thomas Murphy for a blind pension of $250.00 per year payable quarterly be granted. Motion carried. Report of County Judge was read before the Board. Motion by Hargleroad, Second by Bivens that the report of the County Judge be returned to his office for correction in the matter of a surplus salary of 120.41 paid to the Clerk of the County Court. Motion by Hargleroad, Second by Durkee that the appointment of F. A. Hosford, Assistant Clerk in the office of the Clerk of the District Court be confirmed. Motion carried. Road petition for improving one mile of County Road No. 4, commencing at NE corner, Section 3, Town 8, Range 12 and running south one mile, signed by Al Osler and others was read before the Board and ordered placed on file. County Judge, Joseph M. Turbyfill filed a request with the Board asking for a Clerk of the County Court at a salary of $1250.00 per year and an additional assistant at a salary not to exceed $200.00 per year. Motion by Hargleroad, Second by Durkee that the Clerk in the office of the County Judge be allowed $75.00 per month and that an assistant be allowed at350.00 per year provided the fees of the office pay it. R. appeared before the Board asking permission to place a monument on the Court House Grounds in memory of the Veterans of the Civil War, and upon motion by Ratcliff, Second by Durkee permission was duly given to erect a monument on the Court House Grounds at any place on the South West Quarter of the Block. A supplemental report of fees received in the office of the County Judge was read and ordered placed on file. The following report was made by Emma M. Bengston, Certified Public Accountant of the offices of Adams County and upon motion by Bivens, Second by Ratcliff the report of this audit was adopted by the Board and ordered published as a part of the proceedings. Gentlemen: The foliowing report of the audit of the aceounts of the officers of Adams County, for the period from ally, 1st, 1920, to December 31st, 1921, inclusive, is respectfully submitted: COUNTY RECORDER The statements of receipts and disbursements for the eighteen months named,filed with the County Clerk, were checked with the records of instruments recorded. No errors were found. COUNTY JUDGE. The report of Judge Turbyfill of fees received, payments made out of fees, and wxcess fees paid to the County Treasurer, for the period January 5th 1921, to December 31st, 1921 has been checked with the fee books, the dockets and Marriage License record. A supplemental report filed with the County Clerk on Feb. 18, 1922, has also been chocked with the records of the office, and in my opinion the 290 • , • • •••• ••• believe the reports are The reports correct and the fees accounted for properly. COUNTY SUPERINTENDENT. filed for the Period under audit were checked with the record of duplicate receipts, and canceled vouchers were examined. It was suggested that receipted bilis be required by this office instead of canceled vouchers,aloeee CLERK OF THE DISTRICT, COURT. The dockets, judgment ledgers, and insanity record were checked to the reports of fees collected for the year 1921. In my opinion the reports include all fees collected, and allffeee due the County have been paid to the County Treasurer. The records of instruments COUNTY CLERK. filed filed were checked to the fee reports for the period from July 1st 1920, to Dec. 31st 1921. No errors were found. COUNTY TREASURER The individual ledgers of School Districtd-balances, Township balances, rine tax sales were footed and were found in agreement with the General Ledger. No other records in this office were examined, since they are checked by the County Treasurer Examiner. COUNTY BOARD, COUNTY CLERK AND COUNTY TREASURER. All claims allowed during the period under audit were checked over. A few small errors of computation were left with the County Clerk to be cared for. An error of 4364.41 overpayment for construction work was repaid to the County Treasurer. The claims and warrants paid were checked to the Warrant Register, and the following errors were found: Duplicate warrants No. 513 for 17.10 each were issued and paid against the Road Dragging Fund. The amount has been refunded and repaid to the County Treasurer. On the General Fund Warrant No. 1458 was issued for $1.00 less than the amount of the claims. "Be it resolved that the County Board of Supervisors of Adams County, Nebraska at this regular meeting,. at the Court House, in Hastings, Nebraska, on this 7th day of April, 1922 hereby accept all of the pro- visions of the Federal and State Aif Road Acts., as provided in House Bill 7617 of the 64th Congress of the United States (39 Stat. 355) and House Roll 722 of the 1917.Session of the Nebraska Legislature, approved April, 19, 1917 , and make application for State and Federal Funds for Adams County, as approtioned in said House Roll 722, to construct the following roads, beginning at the: N city limits of the city of Hastings, at or near the intersection of Kansas Ave., and Helen Street, running thence N to the S line of the S T• or NE* of Section 1, Town 7, N. Range 10 , W, thence east on the S side of the NF* Section 1 to the township line between Blaine and Denver Townships, thence N on township line to Adams -Hall County line, a distance of approximately 7 miles and including all drainage structures. For and in consideration of the above specified roads being constructed with Federal and State Funds, the Board of County Supervisors of Adams, County, Nebraska hereby pledge the good faith and credit of the County of Adams, Nebraska, to furnish all of the right of way on the above designated roads, free of cost to the Federal Government and State of Nebraska, to provide funds, for, and; to properly and continously maintain the above specified roads after the construction of same as provided in the above mentioned acts. We also pledge said County of Adams, Nebraska to maintain all bridges on the above specified roads where the clear waterway exceeds thirty six (36) square feet, and within thirty days after the above described roads have been completed we -agree to designate same as County roads are provided in House Roll 212 passed by the 1917 Legislature of Nebraska. Harrenstein and others from Hanover Township, in regard to changing the system of road dragging from tractor and maintainer work to team work as formerly done by farmers, was read and upon motion by Hargleroad, Second by Sorensen the prayer of said petition was granted. The Chairman announced that the Canmittee on Lands & Buildings would retire and examine into the bids. The Committee reported that they would recommend the bid of the Idard Decorating Company of Omaha be accepted. Motion 14 Hargleroad, Second by Bivens that the recommendation fo the Committee on Lands & Buildings be made the order of the Board and that we enter into a contract with the Isard Decorating Company of Omaha as per their bid on decorating the Court House according to specifications and that the County Attorney be instructed to draw up a contract with the Isard Decorating Company. Valentine and others from Blaine Township in regard to changing the system of Road Dragging ffom Tractor & Maintainer work to team work as formerly done by Farmers was read and upon motion by Hargleroad, Second by Sorensen the prayer of said petition was granted and that in future work will Tod done under the old system. Motion by Sorensen, Second by Ratcliff that we donate $100.00 to Hanover Township for the purpose of opening a ditch on the north side of Section line between Sections 28 & 33, Hanover Township. Motion by Hargleroad, Second by Sorensen that the appointment by the County Assessor of Bert Weeks, Precinct Aeseseor, Second Ward, City of Haattpgs, be confirmed by this Board, Motion carriedi Order of County Court granting Mother's Pensions of Emma- Swansonof Prosser, Irma Dillow of Hastings, Ida McFerren of Juniata add Minnie Kenyon of Hastings was read before the Board. Motion by Nelson, Second by Hargleroad that we recommend that an unpaid committee of five, as contemplated by chapter 221, Laws of 1919 be appointed by the Juvenile Court to assist the Probation Officer in investigating applications for Mother's Pensions and that the applications above mentioned for Mother's Pensions be held up until this committee is appointed and can investigate the petitions for these pensions and can make a report to this Board as is required by law.. Hill and others from Denver Township asking that the Board discontinue the use of the tractor and maintainer in dragging roads and go back to the horse drawing drags as formerly used and also, the petition from Ayr Township signed by Jacob Consbruck and others asking for the same system of dragging roads for Ayr Township was read before the Board. Elsworth and others asking that a road be opened on a section line between Section 8 and Section 17, Silver Lake Township, Adams County, Nebraska. Commencing at the SE corner of Section 8 and NW corner of Section 17, Town 5, Range 11, running west one half mile to intersect with the other half section line already open. Also a petition signed by J. Frisch and others asking that the road be widened from about 8 ft as it now exists to 34 feet. Commencing at the SE corner of the NE+ of the NWof Section 8, Town 7, Range, 9, Adams County, Nebraska, thence running north 80 rods to the NS corner of the NEt of NW- of said section 8, Town 7, Range 9. Both petitions were referred to the Road 8: Bridge Committee. Hutchinson and others and including all the petitions asking that the Board prohibit theplaYing of. Bas�ball on Sundays in Adams County, Nebraska outside the incorporated limits of cities and villages in said County be denied and that the playing of baseball on Sundays be allowed to stand as it now is. Proffitt, also there was on file an application of A. K. Deffenbaugh but Mr. Deffenbaugh requested that his name be withdrawn. Mrs. Slaker, Mrs. Morey and Mrs. Brooke were asked to appear and confer with the Board with the Board in regard to Mother's Pensions and atter some discussion five names were recommended to the District appointed as a committee to investigate with the Probation officer, Judge to be applications for Mothers Pensions. T. G. Ilhiting, Chairman called the Board to order. Roll call all Members present as follows: Bivens, Durkee, Hargleroad, Keal, Ratcliff, Sorensen and Whiting. Communiaation from the County Treasurer asking for a refund of *198.15 on account of a double payment made on the NW Sec. 1.8-9, was read and upon motion by Hargleroad, Second by Sorensen the refund was ordered made. Petition of Gleason Waite of Hastings, Nebraska for a blind pension was read and was referred to a committee consisting of Supervisors Durkee, Sorensen and Keel for investigation and the Committee to report it the next meeting of the Board. Communication of Lucia Dillenbach, Clerk of the District Court was read as follows: To the Board of Supervisors of Adams County, Nebraska. F. A. Hosford, my assistant having resigned, 1 hereby appoint :ass Charlotte Dillenbach as assistant in the office of Clerk of the District Court of Adams County, at a salary of Eight Hutdred Dollars, (800.00) per annum; said appointment to date from June, 1, 1922, and to terminate at the option Of either Of the parties thereto. Petitions from Silver Lake, Roseland and Zero Townships regarding the use of Maintainers on the County roads were read before the Board. These petitions were all worded alike and asked the Board to discard the use of maintainers on County roads. Motion by Hargleroad, Second by Keal that the petitions from Silver Lake, Zero and Roseland Townships in regard to discarding maintainers on County roads be not granted, and that the action of this Board in granting similar petitions from other townships in this regard be rescinded. Motion by Bivens, Second by Durkee that the following Resolution be adopted: WHEREAS, Petitions from various townships have been brought before this Board in regard to discarding the use of maintainers on County Roads and, WHEREAS, we beleive the use of maintainers is essential in keeping up of County Roads in proper shape and WHEREAS, we know that it is impossible to get over these roads, on account: of the mileage, at the proper times and that it is necessary to hire men'and teams to assist in keeping these roads in proper shapes BE IT THEREFORE RESOLVED, that it is the sense -of this -Board -that bOth-Maintainers and horse draw drags be used on County Roads at the discretion of the Supervisor in whose district these County Roads are located. Watson appeared before the County Board in behalf of the Adams 1gricu1tura1 Society and asked the Board to help pay the expense of getting water mains laid to the Fair Grounds. Motion by• Durkee, Second by Keal that we appropriate not to exceed $700.00 to the Adams County Agricultural Society for the purpose of paying a part of the cost of laying water mains to the Fair Grounds, money to be paid on or before January 1st 1923. Strickland Post #13, of the Grand Army of the Republic, the Department of Nebraska, by resolution duly passed has authorized its trustees to erect a monument upon the South West Quarter of the Oourt Hottest) Square,and WHEREAS, said trustees have made application to the board of Supervisors of Adams County, Nebraska for a ,perpetual permit and easement of a site for said monument to be erected by them within the boundaries of the South West Quarter of the Court House Square of Adams County, Nebraska, and WHEREAS, the said Silas A. Strickland Post 1113, Grand Army of the Republic, Department of Nebraska are about to contract for the erection of such a monument to cost the sum of Ten Thousand Dollars, NOV THEREFORE, be it resolved by the board of supervisors in open session assembled, in consideration of the erection of said monument at the cost and expenditure of the sum above mentioned by said Silas A Strickland Post #13, that a perpetual site and easement be, and the same is hereby granted to the said Silas A Strickland * Post #13, Grand Army of the Republic, Department of Nebraska to erect such a monument upon ground to be selected by them within the South West Quarter of the Court House Square of Adams County, Nebrask.; the same to be and remain a perpetual grant, license, privilege and easement to the said Silas •4.. Strickland Post 1113 so long as it qr its trustees shall maintain said monument upon the site so selected.
