A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Orthmann, seconded by Saathoff, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room.
Minutes of the previous regular meeting were approved as circulated.
Orthmann attended a meeting of the South Central Economic Development District in Minden on June 26th, A BID meeting on June 24th and a Buildings and Grounds meeting this morning.
Larson attended a meeting of the Midland Area Agency on Aging executive board and the Roads Committee meeting this morning.
Neumann attended the High School Rodeo on June 28th, a MAAA meeting, Planning meeting last night and a Buildings and Grounds meeting this morning.
Hynes attended the Roads Committee meeting and a conference call with Beth Baxter and Randy McCall of Region III.
Saathoff attended a Chamber meeting on June 25th, groundbreaking at Mary Lanning Memorial Hospital and an HEDC meeting Thursday afternoon and three Chautauqua events.
Kehoe attended the CASA annual meeting and reported they serviced 84 clients last year. He also attended the Buildings and Grounds meeting and reported on the basement flooding. He
also reported there are plans to replace the boiler in the courthouse.
Woodman heard property value protests on June 30th and the Roads Committee meeting this morning.
Butch Hughes of 4135 E Hadco Road addressed the Board during the Public Comments portion of the Agenda about the county roads, employee flex time, prisoners used for road work and making
prisoners pay for their own upkeep in jail.
Dianne Fowler, Executive Director of Midland Area Agency on Aging, presented her budget request for 2008-2009 to the Board. The membership fee will increase to $.95 per each person
in Adams County over 60 for a total of $5789.00. The funding request will remain the same at $8255 for a total budget request of $14,044.
Dan Swartzkopf of the Krull Agency made a presentation to the Board about self funding a $1500.00 deductible for Blue Cross/Blue Shield health insurance. He will return to the July
22, 2008 meeting with more information.
Dawn Miller, Planning Administrator, presented Interlocal Agreements with the villages for Planning services for approval.
Motion by Neumann, seconded by Hynes to approve and authorize the Chairman to sign the Interlocal Agreement with the county villages for Planning Services. Roll call, ayes: Kehoe, Larson,
Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
County Clerk Lewis presented a resolution to the Board that would allow widows and widowers to stay on the county health insurance plan through a direct billing from the insurance company
if the spouse was employed by the county at the time of death.
Motion by Saathoff, seconded by Neumann to approve and authorize the Chairman to sign Resolution 08-07-08 allowing widows/widowers to remain on county health insurance. Roll call, ayes:
Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
Shane Perkins presented information to the Board regarding the Interlocal Agreements with other counties to provide mental health board services for them by Adams County. He also presented
information regarding the new Letter of Agreement with Region III for payment of mental health board services through Region III. Perkins felt there could be some issues with this
process; especially with those counties we have Interlocal Agreements with for mental health board services. He asked for both items to be deferred to the July 22, 2008 Board agenda.
Dawn Miller asked to have Rick Rader appointed to the Board of Adjustments as an alternate.
Motion by Larson, seconded by Hynes to appoint Rick Rader to the Board of Adjustments as an alternate for a three year term, July 1, 2008 through June 30, 2011. Roll call, ayes: Kehoe,
Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Kehoe to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann,
Saathoff and Woodman... Nays, none.
Motion by Saathoff, seconded by Neumann to approve officers reports for the month of June from the Register of Deeds and the Sheriff. Roll call, ayes: Kehoe, Larson, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
The Board recessed at 10:55 Am and resumed at 11:00 Am for Budget hearings. Budget proposals were presented by Sue Brown, Extension Services, Julia Moeller, Treasurer, Jan Johnson,
Register of Deeds, also Microfilm and Communications, Joe Ballweg, Veterans Service and Veterans Aid, The County Board budget, Chris Lewis, County Clerk. The Board recessed at 12 Noon
and resumed at 1:00 PM to hear budget requests from Bob Horton, Adult and Juvenile Probation, Harold Johnson, Buildings and Grounds, Loren Uden, Emergency Management, Ron Kucera, Data
Processing, Chrys Setlik, Clerk of District Court and Mark Kohmetscher, Intensive Supervision Probation.
