A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Larson, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room.
Minutes of the previous regular meeting were approved as circulated.
Orthmann attended protest hearings on July 9th and also the morning of July 16th. He also had a meeting with NIRMA on July 14th, a meeting of the Adams County Visitors and Convention
Bureau on July 17th and he judged the 4-H photo contest at the fair on July 21st.
Larson attended protest hearings on July 9th and the afternoon on July 21st. He and Hynes also toured the county roads a couple times after the recent storms for flooding problems and
met with the Road Committee this morning.
Neumann attended a meeting of the South Heartland District Health board on July 9th, a meeting with NIRMA on the July 14th and attended a Livestock Friendly meeting in Thayer County
with Saathoff on July 16th. He also attended protest hearing on June 23 and the morning of July 21st.
Hynes attended a Combined Services meeting on July 9th, a Library Board meeting on July 14th, a meeting of the Hastings Area Council on Alcoholism on July 15th, protest hearings on July
16th and the afternoon of July 21st and a Road Committee meeting this morning.
Saathoff attended the meeting in Thayer County with Neumann on July 16th, an Ag Business meeting on July 17th a Senior Action and RSVP luncheon on July 21st and protest hearings on June
23rd and the morning of July 21st.
Kehoe attended a CASA planners meetings and the Buildings and Grounds committee meeting. The Sheriff placed the board in front of the driveway to the basement during the last heavy
rain storm and there were no water issues in the basement. He is still working with the City regarding the drainage issues on the street. He reported that Emergency management will
be covering the fair with their Comm Bus and the trailer will be available for anyone who be taken ill during the fair. He also attended protest hearings for a day and a half.
Woodman attended protest hearings and also had a Community Development Block Grant Reuse meeting with the City this morning.
During the public comment portion of the agenda Butch Hughes of 4135 E Hadco Rd addressed the Board stating the County has more authority than they realize and can make a big difference
by cutting spending and improving county roads. He also stated that the court and jail systems should be self supporting and services of the county should only be provided to those
who are legal citizens.
Doug Pleak of SemMaterials of Grand Island presented information to the Board regarding factors involved in asphalt issues of today.
Saathoff left at 10:00 AM.

Dawn Miller, Planning Administrator, presented proposed subdivision cases to the Board for their approval.

Saathoff and Woodman. Nays, none.

Loren Uden, Emergency Manager, asked the Board to appoint Dawn Miller, Highway Superintendent, the authorized representative for Adams County for contact by the State and FEMA for the
emergency declaration # 1770.
Motion by Larson, seconded by Saathoff to appoint Dawn Miller, Highway Superintendent, the authorized representative of Adams County for contact by the State and FEMA for emergency declaration
#1770 for May 23, 2008 through June 24, 2008. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann Saathoff and Woodman. Nays, none.
Shane Perkins, deputy county attorney, explained to the Board that he could not move forward with the Interlocal agreements with other counties for mental health board services until
Region III determines at a meeting of the governing board on July 25, 2008 if they will still require the counties in the Region to make payment to the Region for mental health board
costs. He stated that he has heard that Region III may drop that requirement for mental health board costs to be funneled through the Region from their Letter of Agreement. Since
the Region governing board doesn’t meet until July 25th, he asked the Board to wait on the Interlocal Agreements and signing of the Letter of Agreement with Region III. The items will
be placed on the August 5th agenda.
Dan Swartzkopf of the Krull Agency addressed the Board regarding the information he had presented about the County’s health insurance plan that he had given at the Board meeting on July
8, 2008. He reported that he had spoken with Blue Cross and Blue Shield and NACO about the County changing their plan. The NACO contract with Blue Cross and Blue Shield only allows
for plan changes on July 1 and January 1 and they were not willing to back date a change for the County to July 1. The County can make a change in plans for January 1. He will address
the Board about the change at the November 18, 2008 meeting.
County clerk Lewis opened and read the two bids received for Secondary Public Defender Services. Langvardt and Valle PC bid $90,000 for the services to begin in calendar year 2009 and
the Law Office of Whelan and Scherr bid $95,000 for the services to begin with calendar year 2009. The Board asked the County Attorney’s office to review the bids and to bring them
back to the Board to award the bid at the August 5, 2008 meeting.
Lee Hogan, President of the Adams County Ag Society with Boyd Mignery and Julie Ochsner, Ag Society members, presented information to the Board regarding their plans for a new building
to replace the current livestock barns on the fairgrounds. They are currently reviewing plans and designs of buildings before proceeding with construction. Boyd Mignery, Ag Society
Treasurer, provided the Board with information on the Society’s budget and financial situation. He also reported that in the future they will try to make their budget presentation
to the Board prior to the Board setting levies. They will come back with budget information on September 16, 2008.
The Board recessed at 11:10 AM and reconvened at 11:20 AM.
The Board continued their meeting hearing budget request from CASA, Adams County Visitors and Convention Bureau, District Court Judge, Sheriff, Jail and 911 and the County Attorney.

Budget requests continued from the Assessor, Library, County Court, Public Defender, SASA, Surveyor, Roads, Weed and Planning Departments, Historical Society and Senior Action.

session at 4:35 PM. The Chairman announced the only thing discussed in Executive Session dealt with personnel matters and no actions were taken while in Executive Session.
Motion by Neumann, seconded by Kehoe to approve claims and salary claims as amended by the Board and authorized the County Clerk to pay the same from their respective funds. Roll call,
ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle and real estate exemption applications with Chairman Larry Woodman, presiding.
Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, and Woodman. Saathoff was absent. Also present were Attorney Perkins, County Clerk Lewis, Assessor Hynes
and Dee Thaut representing the Treasurer’s office.
Motion by Neumann, seconded by Kehoe to approve the real estate exemption application for Hastings Public Schools for property located at 1924 W A St to be used for administrative offices.
Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent.
Saathoff entered at 10:02 AM.
Motion by Orthmann, seconded by Saathoff to approve real estate exemption application for Hastings Public School for property located at 227 S Woodland to be used for administrative
office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Kehoe, seconded by Larson to approve motor vehicle exemption applications for Mosaic for 2 2008 Chevrolets and Mid NE Individual Services for 2007 Ford Freestyle van. Roll

The Board reconvened at 3:32 to finalize values of protested property for 2008.
Board members heard testimony from property owners during the months of June and July. Neumann and Saathoff heard protests on June 23rd, Larson and Orthmann heard protests on June 30th,
Woodman and Kehoe heard protests on July 9th, Hynes, Orthmann and Kehoe heard protests on July 16th and Neumann and Saathoff heard protests on the morning of July 21st and Larson and
Hynes heard protests in the afternoon on July 21st. Also present during those hearings were County Clerk Lewis, Assessor Hynes and Appraisers Johnson and Kuhn. Recommendations of
values for those protests were made to the Board by the Supervisors hearing the protests.
Appraiser Johnson made recommendations of value on four properties which did not have any recommendations made by Board members who heard the protests.
Motion by Larson, seconded by Orthmann to accept the Assessor’s recommendation to reduce the value of property at 320 N Woodland, protest number 08-02, owner, Jesse Wright, to $63,620.00.
Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Saathoff to accept the Assessor’s recommendation to set the value of property at 3217 W 7th St, protest number 08-145, owner, Belville at $140,000.00.
Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Kehoe, seconded by Larson to accept the Assessor’s recommendation of value for The Cottages, protest number 08-139 at the current value of $1,831,595.00 based on their rent
income of $2.2 million. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
Motion by Neumann, seconded by Hynes to accept the Assessor’s recommendation of value for property owned by South Central Behavioral Services, protest number 08-257 at a value of $950,000.00.

Motion by Saathoff, seconded by Orthmann to accept the recommendations of Board members as presented to the full Board for values on protest numbers 08-229 through 08-238. Roll call,

Motion by Neumann, seconded by Hynes to accept recommendations of value as presented by Board members who heard those protests to the full Board on protest numbers 08-01 through 08-256,
with the exception of all those already acted upon. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
