Roll call members present were: Kehoe, Neumann, Hynes Orthmann, and Woodman. Larson and Saathoff were absent. Motion by Kehoe, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Larson and Saathoff, absent. The Chairman announced the locations of the open meetings law and agendas in the room. Orthmann attended a meeting at Heartland Pet Connection on the 21st, a special meeting of the Board for interviews for Treasurer on the 23rd, an SCEDD meeting in Guide Rock on the 29th and a Buildings and Grounds Committee meeting this morning. Neumann attended a meeting of South heartland District Health Dept on the 20th, the special Board meeting on the 23rd for interviews, the reception for the new librarian, went to Lincoln with the Chamber for lunch with local senators on the 29th and a Planning Commission meeting last night. Hynes attended a Safety Committee meeting on the 20th, a Region III meeting, the special Board meeting on the 23rd for interviews, the reception for the librarian, the Planning Commission meeting last night and the Roads Committee meeting this morning. Kehoe attended the meeting of the Buildings and Grounds Committee this morning and reported they discussed paint and carpet for the offices and will be sending a questionnaire around to the offices. He also reported that putting carpet in some of the large areas of the courthouse would be difficult because of computer connections, etc. He also reported they have not found any suitable buildings for storage and that it may be cheaper to build new rather than buy used. He also attended a meeting of the CASA truancy committee and reported they have some good ideas to solve the problems but time will tell if it works. Woodman attended the special Board meeting for interviews, the reception for the new librarian, the swearing in of Bev Davis as new Treasurer yesterday and a Roads Committee meeting this morning. During public comments Dawn Miller handed out information regarding the phragmites and salt cedar weeds with photos. She also reported that the Planning Commission will be discussing existing and future land use for ag areas at their meeting on February 16th at 6:00 PM and there will be a meeting on March 9th with the advisory group and public officials for input regarding land use in ag areas. At 9:45 AM, Miller discussed the bids received and opened on January 29th for 12 large culverts at 7 sites in the County. Bids were received from Ace Eaton Metals, Midwest Service and Sales and Contech Construction. She recommended accepting the low bid from Contech Construction. Miller also stated that the installation of these culverts will re-open 5 of the county’s closed bridges. Motion by Neumann, seconded by Hynes to award the bid for 12 large steel culverts to Contech Construction in the amount of $63,802.24. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann and Woodman. Nays, none. Larson and Saathoff, absent. Miller also proceeded with the bids for the 2009 asphalt overlay bids which had been delayed from the meeting of January 6, 2009. She reported that the City of Hastings will be participating in the costs for their portions of Blaine Ave and Showboat Blvd as well as AGP paying for a portion of Blaine Ave. She recommended accepting the low bid from Vontz paving for segments one, two and three and to not award segment 4 to low bidder, Werners Construction. Segment four was for the milling of Technical Blvd as she has found other means possibly to mill the asphalt at that location. Motion by Hynes, seconded by Kehoe to accept Miller’s recommendation to award the bid for 2009 asphalt overlay projects, segments one, two and three to Vontz Paving for a cost to Adams County in the amount of $1,019,056.76 with $556,512.76 to be included in the 2009-2010 budget. Motion by Neumann, seconded by Orthmann to give permission to Miller to negotiate for the milling process on segment four, Technical Blvd, and to contract for any amount from $20,000.00 to $30,000.00. Miller also presented a resolution to the Board requesting to relax the bridge design standards from HS – 20 to HL93 for 3 county bridge projects resulting in a savings of $7500.00 per bridge. Motion by Hynes, seconded by Neumann to approve and authorize the Chairman to sign Resolution 09-02-03 to relax the bridge design from HS – 20 to HL 93 for projects BRO-7001 (10) Roseland SW, (14) Juniata SW and (15) Hastings South. Ron Seymour, Extension Agent, approached the Board to request approval of appointment of Pam Heier to replace Julie Ochsner on the Extension Board. Motion by Hynes, seconded by Neumann to approve the appointment of Pam Heier to the Extension Board for one year to replace Julie Ochsner. Harold Johnson, Maintenance Supervisor, presented the Board with a bid he received to make the first floor bathrooms ADA assessable. Hynes left at 10:55 AM. Motion by Neumann, seconded by Kehoe to award the bid for remodeling of the first floor bathrooms for ADA accessibility to Heartland Concrete and Construction in the amount of $15,800.00. Motion by Neumann, seconded by Kehoe to approve and authorize the Chairman to sign the Memorandum of Understanding for Juvenile Services County Aid with Clay, Nuckolls and Webster Counties.
