HomeMy WebLinkAboutSP 02-05-08 COURTHOUSE HASTINGS NEBRASKA Tuesday, February 5, 2008 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous regular meeting were approved as circulated. Orthmann went to Lincoln for the Legislative hearing on LB 793 on January 24th and also attended the open house for the new Meth Coalition director, Betty Vertin that evening. He attended the Road Dept luncheon on the 25th and the retirement open houses for Sue Nieto and Wayne Mousel. He also attended a meeting of the South Central Economic Development Corp at Hampton on the 31st. Larson attended the Road Committee meeting and they toured areas in the County on the One & Six Year Road Plan. He also attended the open houses and retirements. Neumann attended the open house for Betty Vertin and the lunch at the Road Dept. He also attended the retirement function for Wayne Mousel. He also attended the South Heartland District Heath Board meeting where there was discussion of a survey the District had conducted. They will be focusing on obesity and diabetes. There was also discussion of community gardens. He attended the meeting of SCEDDC at Hampton with Orthmann. He attended the Planning Commission meeting last night and the Buildings and Grounds meeting this morning. Hynes attended the Road Committee tour and lunch on Friday as well as the retirement open houses, a Region III meeting the Legislative hearing in Lincoln on LB 793. Saathoff attended the Legislative hearing on January 24th and the open house for the Meth Coalition director. The Personnel Committee met twice to review applications for Clerk of District Court. He also attended the Road Dept luncheon, the two retirement open houses and an HDC meeting on the 31st. Kehoe attended the two retirement open houses and met with the Buildings and Grounds Committee this morning. They discussed the snow and talked about the Maintenance Dept purchasing a brush for the skid steer loader. Woodman attended the Legislative hearing on the 24th, the two retirements, the Road Committee tour and luncheon. There were no public comments. Ron Seymour, Extension agent, presented the Extension Annual Report and a request to the Board for appointment of members to the Extension Board. Motion by Saathoff, seconded by Kehoe to appoint Kathy DeLashmutt, Carol Harrenstein and Mark Swanson to the Extension Board for three year terms to run from January 2008 through December 2010 and Beverly Stein as the Adams County Family Community Education Chair, FCE Representative and Adams County 4-H Council President Connie Niles, 4-H Council Representative. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Larson to accept the 2007 annual reports from the Extension office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Kehoe to move to Board of Equalization for real estate, personal property and motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:00 AM. Carissa Uhrmacher reported on the activities of the Juvenile County Aid fund and asked the Board for approval to approve her application for future funding and sign the Memorandum of Understanding with Webster, Clay and Nuckolls Counties. Motion by Hynes, seconded by Neumann to approve the funding application of Juvenile Services County Aid and authorize the Chairman to sin the Memorandum of Understanding with Webster, Clay and Nuckolls Counties. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Capt Boner with Hastings Police Dept presented an update on the new 911 Center located at the Police Station. He answered questions from the Board regarding current 911 surcharge fees, recurring costs of the lease purchase of the phone system, insurance and the possibility of collecting a fee on cell phones for 911 services. Elizabeth Spilinek and Catherine Renschler of the Adams County Historical Society presented information to the Board regarding recent Historical Society projects. They presented each Board member with a color brochure, a rack card and a DVD of historical information about Hastings and Adams County. Dawn Miller, Highway Superintendent, presented a Resolution to the Board for approval to participate in a project for horizontal curve signage sponsored by the Nebraska Dept of Roads. Motion by Larson, seconded by Hynes to approve and authorize the Chairman to sign Resolution 08-02-05 to participate in Project HRRR-STWD (79) for horizontal curve signage sponsored by the Nebraska Dept of Roads. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Miller also gave the Board of a review of the proposed One and Six Year Road Plan which will have a public hearing on February 19th. Chairman Woodman told the Board that a letter has been received from Jack Newlun, Hastings Solid Waste Superintendent, asking the Board to participate in funding of the Hazardous Waste Collection Day once again. Motion by Orthmann, seconded by Saathoff to continue funding and participation in the Hazardous Waste Collection Day. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Hynes, seconded by Neumann to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion from Larson, seconded by Orthmann to accept officers reports from the County Clerk for the month of January. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Neumann to move to Executive Session for litigation. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 11:45 AM. Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Returned to regular session at 12 Noon. The Chairman announced that during Executive Session the only discussion was regarding litigation and no action was taken. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Perkins, Assessor Hynes and Jan Timm representing the Treasurer. Motion by Kehoe, seconded by Hynes to approve the application for real estate exemption for Mary Lanning Memorial Hospital for property at 807 N Colorado Ave. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Kehoe, seconded by Neumann to approve the application for real estate exemption for Mary Lanning Memorial Hospital for property at 722 N Hastings Ave. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Nays, none. Motion by Kehoe, seconded by Saathoff to approve the real estate application of North Shore Assembly of God church for 6.33 acres for construction of an addition to the church. Motion by Neumann, seconded by Orthmann to remove the exempt status on property owned by Mary Lanning Memorial Hospital located at 831 N St Joseph Ave. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Orthmann, seconded by Neumann to approve the renewal applications for real estate exemption status for 2008 for 43 educational properties, 117 charitable properties, 106 religious properties and 11 partial exemption of properties.
