A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Neumann, seconded by Orthmann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room.
Minutes of the previous meeting were approved as posted on the Internet.
Orthmann attended Business & Improvement Board meeting on March 10th, an Adams County Senior Services meeting, Heartland Pet Connection meeting and an Institute of Excellence meeting
on the 11th. On the 12th he had a telephone conference of the South Central Team for Institute of Transportation Coordination and a meeting o9f the Adams County Convention and Visitors
Bureau. On March 16th through the 18th he attended a meeting in Kearney on Transportation Coordination. He attended an SCEDD Meeting on the 26th, met with Neumann, Kehoe and a person
from Jail Standards on the 27th, attended the CPR and AED classes on the 30, another Institute of Excellence class on April 2nd, an ACCVB meeting on the6th and a Buildings and Grounds
meeting this morning.
Larson attended the Midland Area Agency on Aging budget meeting on the 23rd, an Extension Board meeting last Thursday and the Roads Committee meeting this morning. He also attended
a meeting in Kearney on road signing.
Neumann attended a Midland Area Agency on Aging budget meeting on the 23rd, a Wellhead Protection advisory meeting on the 26th, the Health Fair, the CPR & AED classes on the 30th, Planning
Commission meeting last night and the Buildings and Grounds meeting this morning. He also attended the meeting with Jail Standards and mentioned that the Board needs to be looking
for an alternate o the Board of Adjustments, preferably from the south part of the county but anywhere in the county would work.
Hynes attended the Institute of Excellence meetings, a Region III meeting on the 27th, an LEPC meeting on the 24th and the Roads Committee meeting this morning.
Saathoff attended a meeting of the Mid NE Individual Services on the 18th, the Mary Lanning Memorial Hospital Beam Signing, an Ag Business meeting at the Chamber and the NACO Central
District meeting on the 19th, an meeting at the County Roads Dept to view the new John Deere motorgrader on the 24th, an HEDC meeting and a tour of the Hastings Area Manufacturing
Association on the 26th and the NACO Institute of Excellence classes and also watched the Good Morning America show on the 6th about Hastings.
Kehoe met with the Buildings and Grounds Committee this morning and remarked what a good job Maintenance Supervisor Harold Johnson is doing. He also attended the CPR and AED classes,
met with the Jail Standards people and an architect planner for a place for 2-3 day holding cells in the basement. He also attended a CASA meeting and another meeting with them regarding
their United Way funding. He also went to the Roads Dept to view the John Deere motorgrader. He mentioned that there will be a program tonight at Zion Lutheran Church on weather spotting
and another meeting on April 16th at the Middle School on storm watching. He also reported that the Buildings and Grounds Committee will be talking with 2 offices in the courthouse
which have not been renovated since 1992.
Woodman attended the NACO Central District meeting on the 19th, the viewing of the John Deere grader at the Roads Dept., Coffee with the Senator, the signing meeting in Kearney and the
Roads Committee meeting this morning. He also reported on the follow-up regarding the Hastings Public Schools blaming the County for not letting them know about the litigation of the
value of Crosier Park, causing the school district to lose $65,000.00 in state aid. Woodman spoke with someone in the Nebraska Dept of Revenue and was told that the state will not
adjust school state aid for anything in litigation; however the school district can apply for the loss of the state aid for last years value adjustment due to the court ruling if they
apply by May 1st. He also spoke with Shane Perkins, a former attorney in the County Attorney’s office, and Perkins reported that the school’s attorney knew over a year ago about the
ongoing litigation. Woodman then called Jim Heyen, president of the school board and reported his findings to him.
Kehoe announced that the Buildings and Grounds committee is investigating the phone service and the need for more lines. He stated that WIndstream will be at the next meeting to discuss
the matter.
During the public comments portion of the agenda, Dawn Miller, Highway Superintendent, updated the Board on the current highway projects. She also replied to a note from a Concerned
Citizen regarding the bridge that is closed on 8th street west of Juniata. She explained that the state has closed that bridge because of broken timbers and will be replaced with a
concrete box culvert which is currently in the design
phase. The replacement will be done in the 2009-2010 budget. Woodman stated that it is difficult to reply to the Concerned Citizens when they fail to give their names in their correspondence
so this is the only way the Board has to reply to their issues.
Ron Seymour, Extension agent, presented the Extension’s annual report which was placed on file with the County Clerk.
Kaleena Fong, Tourism Director, discussed the proposed resolution for payment of the City street assessment and asked for the Board’s approval. She also handed out new Visitors Bureau
brochures. Orthmann congratulated the Adams County Convention & Visitors Bureau on their successful cooperative bid with Hall County to secure the state volleyball tournaments for
2010.
Motion by Saathoff, seconded by Hynes to approve and authorize the Chairman to sign Resolution 09-04-07.1 laying out the process for the Visitors Bureau to pay the City street assessment.
Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
Dawn Miller presented two resolutions to the Board for approval. One to reclassify portions of 42nd St and Baltimore and Columbine Aves and the other to relax standards for certain
county projects.
Motion by Larson, seconded by Kehoe to approve and authorize the Chairman to sign Resolution 09-04-07.2 changing the classification of sections of 42nd St and Baltimore and Columbine
Aves from local to county collector. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s
office.
Motion by Larson, seconded by Hynes to approve and authorize the Chairman to sign Resolution 09-04-07.3 relaxing standards on county projects C1-299, 365, 374 and 389 from HL93 to replace
timber bridges with corrugated metal pipes. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County
Clerk’s office.
County Attorney Daiss presented a contract for approval for EPC services with Bryan/LGH in Lincoln.
Motion by Saathoff, seconded by Kehoe to approve and authorize the Chairman to sign the contract for EPC services with Bryan/LGH. Roll call, ayes: Kehoe, Larson, Hynes, Orthmann, Saathoff
and Woodman. Nays, Neumann.
County Clerk Lewis told the Board that Treasurer Davis has requested the Board to release a Guaranty Surety bond from Adams County Bank in the amount of $150,000.00. The security will
not be replaced at this time as the FDIC will guarantee deposits up to $250,000.00 which will cover our current deposits with Adams County Bank.
Motion by Neumann, seconded by Larson to release the Guaranty Surety Bond in the amount of as requested by Adams County Bank. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
The Board recessed at 10:40 and reconvened at 10:45 AM.
Motion by Saathoff, seconded by Kehoe to move to Executive Session for discussion of personnel with the Assessor and Highway Superintendent. Roll call, ayes: Kehoe, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, Larson. Entered Executive Session at 10:45 AM.
Motion by Kehoe, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced
that the only discussion in Executive Session was regarding personnel in the Assessor’s office and with the Highway Superintendent and no actions were taken.
Charles McGraw and Ed Butler with Community Action Partnership/RYDE presented their budget request to the Board for the Adams County Public Transportation program. The County’s portion
of the request is the same as last year with the addition of $3490.00 for the insurance premiums the County currently pays for the buses. They will be making their presentation to
United Way tomorrow for funding and hopefully will be granted the same funding as last year. County Clerk Lewis asked about budgeting for replacement vehicles. They did not feel that
would be necessary at this time as the current buses are in good condition. If they should purchase a new bus it would be with federal grant funds.
Dee Haussler, Executive Director of HEDC, reported to the Board about the video of Hastings on Good Morning America on Monday morning in a story about Nebraska being the Happiest State
in America. He stated that he has received several emails from people who have seen the video.
Motion by Kehoe, seconded by Hynes to return to Executive Session for discussion of general assistance application and real estate negotiations. Roll call, ayes: Kehoe, Larson, Neumann,
Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to Executive Session at 11:17 AM.
Motion by Saathoff, seconded by Kehoe to return to regular session. Roll call, ayes, Kehoe, Hynes, Orthmann, Saathoff and Woodman. Nays, Larson, Neumann, abstained. Returned to regular
session at 11:58 AM. The Chairman announced that the only discussion in Executive Session was regarding a General Assistance application and real estate negotiations and no actions
were taken.
Motion by Neumann, seconded by Orthmann to approve the application for County Burial Assistance in the amount of $1325.00. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Hynes, seconded by Larson to approve claims and authorize the County Clerk to pay the same from the respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Kehoe, seconded by Orthmann to approve officers reports for the month of March from the County Clerk, Register of Deeds, Treasurer and Clerk of District Court. Roll call,
ayes: Kehoe, Neumann, Orthmann, Saathoff and Woodman. Nays, Larson. Hynes abstained.
