A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson,
Neumann, Hynes Orthmann, Saathoff and Woodman.
Motion by Larson, seconded by Neumann, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication
in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe,
Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none.
The Chairman announced the locations of the open meetings law and agendas in the room.
Orthmann attended a meeting of the Senior Services Board on the 8th, An ACCVB meeting on the 9th, a BID meeting on the 14th, an ACCVB meeting on the photography seminar on the 16th,
and an evaluation meeting of Kaleena Fong on the 20th and a Buildings and Grounds Committee meeting this morning.
Larson attended two Road Committee meetings and the protest hearings on the 17th.
Neumann attended a South Heartland District Health Dept meeting on the 8th. They are trying to buy Dr. Chingren’s old office. He also attended a Meth Coalition meeting on the 13th,
sat in on protest hearing on the 17th and Buildings and Grounds committee this morning.
Hynes attended an LEPC meeting on the 9th, a Combined Services meeting, two Road Committee meetings, a Breeze Session on the 14th and heard protests of property values on the 16th.
Saathoff attended the Breeze Session on the 14th, a Mid NE Individual Services meeting on the 15th, an Ag Chamber meeting and heard property protests on the 16th.
Kehoe attended the Buildings and Grounds Committee meeting this morning, the Combined Services meeting, and heard property protests on the 16th. He reported that the committee is taking
bids for replacement windows at the ACOB and they are still working in making changes to the Courthouse basement for holding cells. He also reported that Neumann has spoken with Dick
Spady about the landscape and the plan is to work with the person from Mary Lanning Hospital to upgrade the Courthouse landscape.
Woodman attended the Combined Services meeting, two Road Committee meetings and heard property protests on the 16ht.
The Board took up the discussion of the correspondence from Viaero regarding grant funds and free broadband equipment for Adams County. Ron Kucera, IT director thought that the County
should complete Viaero’s questionnaire regarding what equipment the County currently has to help Viaero get the grant of stimulus money. Loren Uden, Emergency management director said
if Viaero receives grant money for funding of broadband communications then the County would open up it up for proposals from all vendors of like equipment.
Neumann brought forth the discussion of establishing a Wellness Committee for the County. County Clerk Lewis read the names of the persons who had volunteered to serve on the committee.
They were: Chuck Neumann, Diane Hynes, Jan Johnson, Chrys Setlik, Bev Davis, Kaleena Fong, Brenda Smith, Greg Anderson, Julie Johnson, and Gene Davis. It was suggested that perhaps
one of the Road Dept employees could serve as an alternate when another member of the committee could not attend.
Motion by Neumann, seconded by Saathoff to establish a Wellness Committee for the employees of Adams County. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman.
Nays, none.
Melissa Eckhardt, Planning Assistant, presented information to the Board about Country Boy Subdivision.
Motion by Hynes, seconded by Neumann to approve Country Boy Subdivision, case 09-07.1, applicants, Larry and Karen Gregg. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none.
County Clerk Lewis read a Resolution into the record regarding the issuance of Tax Sales Certificates.
Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign Resolution 09-07-21 authorizing the County Treasurer to issue Tax Sales Certificates. Roll call,
ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office.
Greg Anderson, Asst Highway Superintendent, presented signed addendums to the township Interlocal Agreements removing the hold harmless paragraph from the previously signed Interlocal
Agreements for approval.
Motion by Neumann, seconded by Larson to approve and authorize the Chairman to sign addendums to the township Interlocal Agreements received from the following townships: Ayr, Blaine,
Cottonwood, Denver, Highland, Juniata, Kenesaw, Little Blue, Logan, Roseland, Silver Lake, Wanda, West Blue and Verona. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff
and Woodman. Nays, none.
Motion by Kehoe, seconded by Larson to move to Executive Session for discussion of litigation and personnel. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman.
Nays, none. Entered Executive Session at 9:57 AM.
Motion by Neumann, seconded by Orthmann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular
session at 10:27 AM. The Chairman announced that the only discussion in Executive Session was regarding litigation and personnel and no actions were taken.
Motion by Neumann, seconded by Kehoe to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, Larson
Motion by Saathoff, seconded by Larson to approve the Miscellaneous Receipts for the month of June in the amount of $829,014.26. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann,
Saathoff and Woodman. Nays, none.
Motion by Kehoe, seconded by Saathoff to accept officers reports for the month of June from the Sheriff and Register of Deeds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Saathoff
and Woodman. Nays, none.
The Board recessed at 10:30 and reconvened at 10:45.
The Board continued the meeting with budget presentations from the County Attorney and Sheriff and 911 recessing at 12 Noon and reconvened at 1:15 PM.
Budget requests were heard from Probation, Emergency management, Public Defender, Veterans Service Office, CASA, SASA, Historical Society and Ag Society.
Motion by Neumann, seconded by Larson to move to Board of Equalization for determination of values of protested property in 2009, Tax List Corrections and correction of clerical errors
and over valued properties.
The Board adjourned at 4:50 PM.

The Adams County Board of Supervisors met as a Board of Equalization for the purpose of approving Tax List Corrections, finalizing values of protested properties and correction of clerical
errors with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis,
Assessor Diane Hynes and Appraiser Mary Johnson.
Motion by Saathoff, seconded by Orthmann to approve and authorize the Chairman to sign Tax List Corrections numbers 13513 and 13515. Roll call, ayes: Kehoe, Larson, Neumann, Hynes,
Orthmann, Saathoff and Woodman. Nays, none.
Hearings on property valuation protests were heard on July 16, 2009 in the morning by Supervisors Woodman and Saathoff and in the afternoon by Supervisors Hynes and Kehoe. Hearings
continued on July 17, 2009 and were heard by Supervisors Larson and Neumann.
Motion by Larson, seconded by Saathoff to set values of properties protested in 2009 at the recommended values as determined by during hearings or agreed to by the property owner and
the Appraiser as follows:
