HomeMy WebLinkAboutSP11-03-09COURTHOUSE HASTINGS NEBRASKA Tuesday, November 3, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, and Woodman. Saathoff was absent. Motion by Neumann, seconded by Orthmann that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent. Minutes of the previous meeting were approved as circulated. Orthmann reported that the Adams County Visitors and Convention Bureau received 4 of 12 awards at the State Tourism Awards banquet of the Nebraska Association of Convention and Visitors Bureaus meeting in Norfolk on October 22, 2009. Kaleena Fong, the Adams County director received the Crystal Compass award. He also reported that the ACCVB will hold a photography seminar in February. He also attended the Buildings and Grounds Committee meeting this morning. Larson attended the Roads Committee meeting this morning and a Midland Area Agency on Aging meeting on October 21st to open bids for a car. Neumann attended the MAAA meeting for bid opening, the Planning Commission meeting last evening and the Buildings and Grounds meeting this morning. Hynes attended a Region III meeting on the 23rd and the Roads Committee meeting this morning. Kehoe attended a CASA meeting 2 weeks ago. They are getting ready for their Forgotten Child program. The Buildings and Grounds Committee met this morning and they discussed the windows at the ACOB. They will wait till spring to address the issue of replacing them and will insulate the window in Ron Seymour’s office for winter. He also reported that the roof leaks at The Bridge appear to be fixed and the new fire doors for the stairwells are here and waiting to be installed. He also mentioned that Harold Johnson and Ron Seymour have applied for a grant from the University to replace trees on the terraces around the Courthouse. Woodman reported that he attended a webinar on the Dept of Labor Fair Labor Standards Act as did a number of the other Supervisors. He and Kehoe also attended a meeting with City officials and employees of Midwest Transport Ambulance Service. During the public comment portion of the agenda Ron Seymour, UNL Extension Educator, was recognized for the Distinguished Service Award he received from the national Extension Service at a national conference in Portland Oregon. He was 1 of 60 to receive this award nationwide. Dawn Miller, Planning Administrator, reminded the Board of the District NE Planning & Zoning Association workshop to be held at the Hastings Quality Inn this Thursday and asked how many Board members would be attending. Donna Daiss, County Attorney, reported to the Board that 10 persons had been charged for an assault in the County and this would have an impact on the County budget, particularly the Public Defenders budget as there were 10 co-defendants in this case and 8 private attorneys have been appointed by the Court to represent 8 of those defendants. Charles McGraw of Community Action Partnership presented the Board with a lease extension for the buses owned by Adams County to be used by RYDE for public transportation in the County. Attorney Troshynski prepared the extension agreement and told the Board that he actually extended the lease through June 30, 2011 with $1.00 in payment to be made by July 1, 2010. Motion by Orthmann, seconded by Hynes to approve and authorize the Chairman to sign the Lease Extension with Community Action Partnership for operation of the County owned buses for public transportation. Dawn Miller, Highway Superintendent, presented a Resolution for approval setting out the designated Responsible Charge as Dawn Miller for funding of Federal Aid projects Juniata SW, Ayr SE and Holstein S. Motion by Larson, seconded by Hynes to approve and authorize the Chairman to sign Resolution 09-11-03 naming Dawn Miller, Highway Superintendent as the Responsible Charge for funding of federal aid projects Juniata SW, Ayr SE and Holstein S. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Complete Resolution on file in the County Clerk’s office. Motion by Neumann, seconded by Kehoe to move to Board of Equalization for motor vehicle exemption applications and Tax List Corrections. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent. Complete Resolution on file in the County Clerk’s office. Attorney Troshynski presented a draft of the proposed purchase card policies. It was decided to carry this over to the next meeting for further Board review. Motion by Neumann, seconded by Kehoe to move to Executive Session to discuss ambulance negotiations. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent. Entered Executive Session at 10:25 AM. Motion by Hynes, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, and Woodman. Nays, none. Saathoff, absent. Returned to regular session at 10:35 AM. The Chairman announced that the only discussion was regarding ambulance negotiation and no action was taken in Executive Session. Motion by Kehoe, seconded by Larson to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Motion by Neumann, seconded by Kehoe to accept officer reports from the County Clerk and the District Court Clerk for the month of October and from the Treasurer reporting the issuance of 59 Distress Warrants in the amount of $62,573.93 for 2008. Roll call members present were Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Saathoff was absent. Also present were County Clerk Lewis, Attorney Troshynski and Shannon Bird representing the Treasurer. Motion by Neumann, seconded by Larson to approve motor vehicle exemption applications for three 2009 Chevrolets for Headstart and one 1999 GMC Sonoma pickup for Faith Community Tabernacle. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann and Woodman. Nays, none. Saathoff, absent.
