HomeMy WebLinkAboutSP12-01-09COURTHOUSE HASTINGS NEBRASKA Tuesday, December 1, 2009 A regular meeting of the Adams County Board of Supervisors was held as per public notice given with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes Orthmann, Saathoff and Woodman. Motion by Orthmann, seconded by Kehoe, that this meeting is a regular meeting of the Adams County Board of Supervisors and public notice of this meeting has been given by publication in the Hastings Tribune and by posting. An agenda was available to the members and an agenda was kept currently amended and posted in the County Clerk’s office. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Chairman announced the locations of the open meetings law and agendas in the room. Minutes of the previous meeting were approved as circulated. Orthmann attended the South Central Economic Development District annual meeting on the 19th, the Chief Ethanol open house on the 23rd and the Buildings and Grounds Committee meeting this morning. Larson attended 2 meetings of the Midland Area Agency on Aging for opening of automobile bids, 2 Handbook Committee meetings and the Roads Committee meeting this morning. Neumann attended the United Way luncheon on the 17th, a MAAA meeting on Respite Care, a Wellness Committee meeting on the 19th, the Chief Ethanol open house on the 23rd and will attend the Planning Commission workshop tonight. Hynes attended the Combined Services Committee meeting on the 18th, the Chamber Variety Show on the 20th, the Chief Ethanol open house and a Hastings Coalition on Alcoholism meeting. Saathoff attended a Chamber meeting and a Mid NE Individual Services meeting on the 18th and the South Central Economic Development District annual meeting on the 19th and the Chief Ethanol open house on the 23rd. Kehoe attended the CASA Board meeting, the Combined Services Committee meeting on the 18th, the Chief Ethanol open house on the 23rd and a Buildings and Grounds Committee meeting this morning. He reported that the new doors are installed and the glass for them should be installed in the next day or so. The lot on 4th street has been rocked and looks good but Harold thinks it needs one more load on the north end. He also attended the United Way luncheon. Woodman attended the Chief Ethanol open house on the 23rd and the Road Committee meeting this morning. During the public comments portion of the meeting Dawn Miller reminded the Board of the Planning Commission workshop this evening and the Road Dept luncheon on Friday. She also reported that the Adams County stimulus project, the bridge known as Juniata SW, will be let for bids on December 17th. Motion by Larson, seconded by Kehoe to enter Executive Session for personnel matters. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Executive Session at 9:45. Motion by Larson, seconded by Neumann to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:15. The Chairman announced that the only discussion was regarding personnel matters and no action was taken in Executive Session. Motion by Neumann, seconded by Saathoff to move to Board of Equalization to hear motor vehicle exemption applications. Roll call, ayes: Kehoe, Larson Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Entered Board of Equalization at 10:15 AM. Shon Lieske, attorney, presented a petition signed by 19 of 25 property owners on Countryside drive for the formation of a Road Improvement District. Motion by Saathoff, seconded by Hynes to accept the petition signed by property owners on Countryside Drive for creation of a Road Improvement District as presented by attorney and resident, Shon Lieske. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Jan Johnson, Register of Deeds, reported to the Board that she had bids of $1250.00 from Fountaine Microfilming for the surplus county processor and 35mm camera and a bid from the Lincoln County Register of Deeds for $100.00 each for 2 16mm cameras. She requested the Board approve these bids. Motion by Neumann, seconded by Orthmann to approve the bids received for the surplus County microfilm equipment. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Gary Williams of Williams Midwest Housemovers, Inc appeared before the Board to express concerns he had regarding designated routes he has been mandated to use by the Roads Dept for moving buildings on County Roads. He requested the Board set guidelines for determination of routes to be taken for moving buildings on County Roads. The Board decided the Road Committee should review his request and possibly set some guidelines. County Clerk Lewis presented a two year contract to the Board from US Bank for banking services for their approval. She stated that as instructed by the Board at budget time she has shopped around with local banks to find a depository that would not charge fees for the County Imprest Fund. She reported that some of the hometown banks have no fees on their business accounts but cannot provide the same type of electronic banking that Wells Fargo currently provides. She contacted US Bank and they can provide the same type of electronic banking services plus ACH account filter monitoring at costs of about 17% less than the County currently pays to Wells Fargo but they want a two year contract. The Board determined that this would only equate to a savings of about $350.00 per year. Motion by Saathoff, seconded by Hynes not to approve the contract with US Bank but to continue using Wells Fargo Bank as the depository for the County Imprest Fund. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Lewis also presented a Resolution to the Board for their approval that states that the Board has and does require the Sheriff to maintain his residence at the Courthouse as part of his job. Motion by Neumann, seconded by Larson to approve and authorize the Chairman to sign Resolution 09-12-01 requiring the Sheriff to reside on the Courthouse premises. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Complete Resolution on file in the County Clerk’s office. Dan Swartzkopf of the Krull Agency presented information to the Board regarding options that they had regarding lowering the costs of the health insurance to the County. He presented options that included offering an HSA insurance benefit or changing the County funding of the deductible. The Board will address this and possibly make changes at their December 15th meeting. The Board had a discussion of setting salaries for the new term of County elected officials beginning 2011 and continuing through 2014. Motion by Larson, seconded by Kehoe to continue the current 3% annual increase to the salary of elected officials. Roll call, ayes: Kehoe, Larson and Neumann. Nays: Hynes, Orthmann, Saathoff and Woodman. More discussion followed and Neumann offered a stepped increase, 2% in 2011, 2.5% in 2012, 3% in 2013 and 3.5% in 2014 for consideration. Saathoff stated he would rather see a flat dollar amount given each year, such as $500.00 rather than a percentage increase. Hynes stated that he is more conservation and is concerned what this health insurance is going to do. Motion by Neumann, seconded by Orthmann to set elected officials salaries for the new term 2011 through 2014 at 2% for 2011, 2.5% for 2012, 3% for 2013 and 3.5% for 2014 for an average of 2.75% for the 4 years.. Roll call, ayes: Kehoe, Neumann, Orthmann, and Woodman. Nays: Larson, Hynes and Saathoff. Motion by Neumann, seconded by Larson to approve claims and authorize the County Clerk to pay the same from their respective funds. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Saathoff, seconded by Kehoe to accept Certificates of Tax Sales from the County Treasurer. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. The Board adjourned at 12:05 PM. Supervisors met as a Board of Equalization for the purpose of hearing motor vehicle exemption applications with Chairman, Larry Woodman, presiding. Roll call members present were: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Also present were County Clerk Lewis, Attorney Daiss and Shannon Bird, representing the Treasurer. Motion by Larson, seconded by Hynes to approve motor vehicle exemption applications for Midland Area Agency on Aging for two vehicles. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Motion by Neumann, seconded by Larson to return to regular session. Roll call, ayes: Kehoe, Larson, Neumann, Hynes, Orthmann, Saathoff and Woodman. Nays, none. Returned to regular session at 10:18 AM. This Board is now adjourned.
