Motion by Stromer,seconded by Johnson that this is an open public meeting of the Adams County Board of Commissioners. The General Manager of Chief Ethanol, Wayne Garrett addressed the board regarding concerns over the proposed CO2 pipeline running through portions of Adams County. Garrett welcomed any future questions from the board or citizens regarding the pipeline. Adams County Historical Society Director, Elizabeth Spilinek, provided the board with a program report and a budget assistance request of$12,400.00. There was no action on Spilinek's request as all budget requests will be reviewed by the budget committee and a recommendation will be made to the board. Adams County Clerk, Ramona Thomas,stated no bids have been received for auditing services. Advertising for bids was published in the Hastings Tribune and invitations to bid were sent to accounting firms in Hastings. Because no bids were received,the county may direct hire auditing services.Thomas stated she would be contacting firms to hire. There was no action on DeVries'ARPA funds request,the building and grounds committee will research the proposal further. DeVries' requested approval to appoint Lindsay Gerritsen to the Adams County Extension Board. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson Nays: None 154 IPage MEMORANDUM OF UNDERSTANDING COMMUNITY-BASED JUVENILE SERVICES AID The Youth Task Force is serving as the lead organization in the assessment,distribution,and evaluation of the Nebraska Community Based Juvenile Justice Aid funding from the Nebraska Crime Commission.It is the desire of the following counties:Adams,Clay,Fillmore,Franklin,Harlan,Kearney,Nuckolls,Phelps,and Webster to continue this arrangement for the funding requested for 2023-2024. On October 31,2001,the original four counties(Adams,Clay,Nuckolls,and Webster)agreed that Clay County should be the lead county In this funding effort to work with juveniles from ages 12-18 who are already in the juvenile justice system. Assessments were made in 42 focus groups to develop the We CAN Juvenile Services Plan during the 2001-2002.Adams County then became the lead county in 2018-2019.The Comprehensive County Juvenile Services Plan has been approved with input from the Juvenile Justice Institute,as well as representatives from each of the nine counties from the 2018-2021 plan. Virginia Long,Adams County Treasurer,serves as the fiscal agent.Katie Kulhanek,Project Director,coordinates the application,facilitates all program requests for funding from local non-profits,businesses,and individuals working with juveniles in the nine county region reports,and making contact with County Boards in each of the nine counties as requested. All quarterly and annual reports are submitted for the Nebraska Crime Commission through the NJJI.An audit of all reports is conducted annually by NCC.Award period is July 1,2023-June 30,2024. Adams County Co-Superintendent Greg Schmidt, presented the board with an interlocal agreement with Hall County for the replacement of a culvert and asphalt patching on Barrows Road east of Hansen Avenue.Schmidt has reviewed the agreement and is recommending board approval. WIIEREAS,Hall County and Adams County desire to enter into an agreement for a joint improvement project on the Hall/Adams County line,along the south edge of Uoniphan Township in Hall County and along the north edge of West Blue Township in Adams County,on Barrows Road approximately 2,200'oast of US Highway 281 in Hall and Adams County;and WHEREAS,the project is in Hall County's 1 &6 year road program as project C40(516); and WHEREAS, the Interlocal Cooperation Act,Neb. This agreement is for the replacement of the culvert located at approximately 2,200'mile east of US Highway 281 Road in Hall and Adams County with a Corrugated Metal Pipe(CMP)culvert. a) The cost for the project is$12,000 for the culvert materials and estimated at approximately $8,000 for demolition, installation of culvert, backfill, asphalt surfacing,signs,etc.for a grand total estimated project cost of$20,000. 2) Hall County's Obligations. Ball County shall be responsible for the following with respect to the project. a) Close the road with signs and barricades in compliance with the Manual of Uniform Traffic Control Devices. b) Remove the existing culvert and dispose of any rubble that is not used as concrete rip rap for the new culverts. c) Install the new CMF culvert.Backfill the culvert,perform any necessary roadway grading,replace asphalt surfacing,and perform any necessary seeding. d) Install signing after installing the new culverts(OM-3's) e) Approving and final acceptance of the culvert materials. f) Tracking costs of the project with the costs split 50/50 between the counties. Adams County shall be responsible for the following with respect to the project. a) Any work done on the project by Adams County shall be part of the project cost and also shared 50/50 between the counties. b) Pay Hall County for their cost share of the project after accounting for any in-kind work performed by Adams County. 4) Governance. This agreement shall be co-governed by the Adams County Highway Superintendent and the Hall County Highway Superintendent. 5) Modification. This agreement may be modified by written agreement of the Parties, 6) No Separate Entity. There shall be no separate legal entity created through this interlocal cooperative agreement. 7) Finances. This agreement shall be financed by the funds available to the parties hereto. 8) Provision of Assistance. Pursuant to the Interlocal Cooperation Act,any party to this agreement,in the party's sole discretion,may appropriate funds and may sell, lease, give, or otherwise provide assistance, including personnel and services, as may be within the party's legal power to furnish.
