Tom Bramble of 3685 West Prairie Lake Road spoke regarding a letter submitted by his daughter,Anna Watkins requesting a speed limit change on West Prairie Lake Road. Chairman Hogan stated it would be addressed later in the meeting. Adams County Highway Co-Superintendent, Greg Schmidt, presented the board with a revised driveway permit application.Schmidt has reviewed the application and is requesting board approval. Motion by Reams, seconded by Johnson to approve the revised driveway application as presented by Schmidt. Roll Call,Ayes:Stromer, Larsen, Hogan,Johnson, Reams, Neumann, Patterson Nays: None Absent: None . °' ADAMS COUNTY REGULATIONS FOR F t3 R A S K P DRIVEWAY Installations/Extensions • There shall be NO MORE than four(4)residential drives per legal''A section(112-mile road length)per side of road. Circular drive entrances are NOT permitted without special conditions and considerations. • Driveways will be installed within 90 days of approved permit.Adams County Highway Dept reserves the right to decline installation if it they would not be able to complete within the time line. • Upon completion of Driveway the Permit Holder will call and inform Adams County Highway Dept that it is ready for inspection. • A driveway shall NOT be permitted within 150'of a county road intersection. • The Driveway shall be installed no closer than 500 feet from the near edge of the driveway to the point of curve of any horizontal curve(See Diagram A)in the county road,or to the crest of any vertical curve(See Diagram B)in the county road. • Driveway shall be at 90°alignment to roadway.Any variation from the 90°will be evaluated on a case by case basis. • Any paved driveway shall terminate at ROW that abut gravel roads.Driveways that abut paved roads may be paved but must conform to State Specifications provided by Adams County Highway Dept • A driveway may NOT be situated in such a way as to cause water to be discharged from private property onto or across a public roadway. • The need for a culvert and proper culvert diameter shall be determined by the Adams County Highway Superintendent or a designated representative from the department. • A culvert,if required,shall be purchased and provided by the landowner. • A minimum diameter of 18"shall apply unless otherwise determined by the County Highway Department. It is recommended a 30'length for a house drive and 40'length for semi-truck use. • All culvert materials to be placed within the County's right-of-way SHALL meet the material specifications approved for use by the Nebraska Department of Roads manual"Standard Specifications for Highway Construction",2017 edition;Sections 1036(Metal),1038(Plastic).The County Highway Department will supply a list of culvert pipe suppliers if requested. • Fee Schedule > $50.00-Culvert Deposit(due when applying for permit) > $400.00-Culvert installed by Adams County Highway Dept and no dirt needs hauled in(due prior to installation) > $700.00-Culvert installed by Adams County Highway Dept and Dirt was hauled to site(due prior to installation) • Upon completion of Driveway the Permit Holder will call and inform Adams County Highway Dept that it is ready for inspection. • Once the inspection is completed the original Deposit($50.00)will be returned with a copy of the permit. • Temporary Driveways will have a set date for when it will be removed.If driveway is not removed by stated date the land owner will pay a$10 a day fine. NOTE: It is recommended that a new home builder contact the County Highway Department in conjunction with obtaining a building permit so proper driveway location and culvert sizing can be done PRIOR to establishing a driveway that may not fit the above regulations. Stromer stated the plaque company needs a date in order to complete the plaque however without an exact date of completion,Stromer made a motion to have only a dedication year of 2023 on the plaque.The motion was seconded by Patterson. Roll Call,Ayes:Stromer, Larsen, Hogan, Johnson, Reams, Neumann, Patterson Nays: None Absent: None Adams County Deputy Clerk, Paula Scheil, requested the board address the cash in lieu policy when there is more than one county employee on the same insurance policy such as a husband and wife employed by the county and parent and child employed by the county and on the same policy. Scheil stated there have been instances in the county where a married couple are on the same policy and the clerk's office has adjusted employee portion premiums so the couple has the full benefit of one hundred percent employee coverage even though the county lists them as a single policy holder with a dependent, as that is the less expensive premium for the county. Scheil stated there is now a situation of a dependent child is employed by the county and covered under their parent's county policy.Scheil stated this is becoming a more common occurrence and an official policy should be implemented. The board directed the county attorney's office to revise the cash in lieu policy to address this issue and presented it at the next meeting for consideration. Judd Allen with NACO was present to answer any questions or concerns the board had in regards to the county's employee health insurance plan.Allen was not seeking any board action. Tom Bramble,who spoke during public comment, inquired if the speed limit issue on Prairie Lake Road was going to be addressed as Chairman Hogan had indicated. Chairman Hogan addressed Roads Superintendent,Greg Schmit, if the driveway application he had introduced early referenced Bramble's issue.Schmidt stated it had not. Discussion occurred regarding the speed limit issue. No action could be taken as this was not an agenda item.The board directed the roads department to conduct a traffic study in regards to the proposed speed limit change and have the findings and recommendation available as a future agenda item. Commissioner Stromer provided a brief update on upgrades to the heating and air system at the main courthouse building, and stated the system will be worked on next Tuesday and Wednesday [October 10th and 11th, 2023]. The meeting concluded with a quarterly jail tour.
